A declined PayPal Credit purchase does not reveal the reason on its own. For an existing account, first check available credit and pending purchases, then verify that the billing details match your PayPal account. If the message was about a new application, that is a separate decision; the application guidance below is specific to the UK.
First, identify what was declined
PayPal Credit can be declined for a particular checkout even when the account exists and PayPal is accepted by the seller. That is different from a general PayPal payment failure, such as a card issuer declining a linked card, and from an unsuccessful application to open PayPal Credit.

The steps below start with a PayPal Credit transaction on an existing account. If you were applying for Credit rather than using an open account, see the UK-specific application section.
If a PayPal Credit purchase was declined
PayPal identifies several possible causes, and the decline message alone may not establish which one applies. Check these issues in order.

1. Check available credit and recent payments
Review your credit limit and current available credit in your PayPal account dashboard. A payment you recently made toward the balance may take several business days to appear in available credit, according to PayPal’s US PayPal Credit decline guidance.
If available credit appears too low, account for recent or pending transactions as well as the purchase you are trying to make. Do not assume that a payment submitted moments ago has already restored spending capacity.
2. Check for a pending order
A seller may not yet have processed a purchase, so its pending amount can continue to affect available credit. Contact the seller to ask whether the order can be processed or canceled. PayPal says a canceled pending order should disappear from the account within 30 days. If it remains after cancellation and seems to be affecting a later purchase, call the number on your monthly statement.

3. Make checkout details match your PayPal account
PayPal says a mismatch that prevents identity verification can lead to a decline. Check the spelling of your name, phone number, email address, and billing address against the information on your PayPal account. Enter the billing address associated with the account; it can be different from the shipping address.
4. Look for an account-closure notice
Check the latest billing statement’s “Important Account Information” section for a notice that the PayPal Credit account has been closed. If you find one, follow the instructions in the notice or contact PayPal using the details on your statement.
5. Consider whether Credit is available for this purchase
PayPal says a credit line may not be available for every purchase, depending on the circumstances or type of purchase, even if PayPal appears as a checkout option. If Credit is unavailable, choose another payment method available to you rather than assuming that a higher limit will make this particular transaction eligible.

6. Treat a limit-increase request as a separate step
PayPal’s US help page says customers can request a credit-limit increase by calling the number on their statement, subject to eligibility and a waiting period after opening the account. A request is not guaranteed to be approved or to resolve a checkout decline immediately. An approval of a transaction that takes the account over its limit is not itself a permanent limit increase.
If PayPal itself or another payment method was declined
A general PayPal payment decline is not necessarily a PayPal Credit problem. PayPal lists possible causes including a decline by a bank or card issuer, an expired card or outdated billing address, an account limitation, a security check, an unconfirmed email or bank account, or a card that needs confirmation. Follow any confirmation or limitation prompt shown in your PayPal account, check recipient details if relevant, or try another available payment method. See PayPal’s general payment-decline help.
When a linked card is declined
If the linked card issuer declined the payment, PayPal says it does not receive the issuer’s specific reason. Confirm that the card is open and unexpired, that the billing address matches the card statement, and that the purchase is within the card’s available credit or spending limits. Contact the issuer for the reason for its decision. PayPal’s card-decline guidance covers these checks.

When a bank payment was returned
A returned bank payment is different from a Credit transaction decline. PayPal lists insufficient funds, a closed bank account, and incorrect or mismatched bank details as possible causes. Resolve any negative PayPal balance, confirm that the bank account is active and confirmed, and consider another payment method. See PayPal’s bank-payment guidance.
If your PayPal Credit application was denied
An application decision is separate from a declined purchase on an existing Credit account. PayPal’s UK FAQ says an unsuccessful PayPal Credit application is communicated by email with more information. It also says an applicant declined during checkout may still pay with PayPal using a debit or credit card. This guidance is UK-specific; it does not establish US application criteria or a US reapplication timetable. See PayPal UK’s application FAQ.
What to do if the checks do not explain the decline

Keep the exact decline message and note which payment method you selected: PayPal Credit, a linked card, or a bank account.

For an existing PayPal Credit account, compare available credit with pending purchases and check the latest statement for an account notice.

If an order is still pending, ask the seller about its status or cancellation. If a canceled order remains on the account beyond PayPal’s stated 30-day window and appears to affect later spending, call the number on your statement.

If the decline is tied to a card issuer, contact the issuer; if it is tied to a bank return, confirm the account details and status with the bank and PayPal.

If you need to complete the purchase now, use another payment method offered at checkout. PayPal’s help information does not identify every type of purchase where Credit may be unavailable, and it cannot determine the cause for an individual account from the decline alone.
