Pavagada’s Solar Park: Why Nearby Villages Can Still Face Power Cuts

Pavagada Solar Park generates and sends large amounts of electricity into the wider grid, but it was not built as a dedicated power supply for the villages around it. Homes there depend on local distribution lines, feeders and transformers—so hosting a solar plant does not guarantee uninterrupted household electricity. Residents described recurring outages in reporting published in 2022, and a 2024 study also documented regular cuts. Those accounts establish a serious, recurring concern, but they do not establish how often outages occur in Pavagada today.

What Pavagada Solar Park is—and where its electricity goes

The park is in Pavagada taluk, Tumakuru district, Karnataka, across land associated with Thirumani, Rayacherlu, Ballasamudra, Vallur and Kyathaganacherlu. The district administration describes a site of about 13,000 acres. Karnataka Solar Power Development Corporation Ltd. (KSPDCL), a joint venture of Karnataka Renewable Energy Development Ltd. and the Solar Energy Corporation of India, developed the project. Its original 2,000 MW capacity was fully commissioned by December 2019, according to government sources.

The electricity generated at Pavagada is pooled and evacuated through high-voltage infrastructure into the interconnected grid. Most of the park’s output is purchased by Karnataka distribution companies, while some is allocated outside the state. The Karnataka State Load Dispatch Centre lists the park’s generation separately from distribution companies’ figures; that accounting reflects its role as a generator, not a special supply line for nearby homes. Tumakuru district administration’s solar-park overview, the February 2025 Akshay Urja feature and the Karnataka State Load Dispatch Centre describe the site and grid context.

Why a solar powerhouse does not guarantee local reliability

Electricity reaches a home through several linked systems, and the plant is only one part of that chain:

  1. Solar panels generate power mainly during daylight.
  2. Park infrastructure gathers that output at pooling stations.
  3. High-voltage transmission carries electricity into the wider grid, where it is scheduled and allocated among distribution companies and other destinations.
  4. The local distribution network—substations, feeders, transformers and household connections—delivers power to homes.

A large generator nearby is therefore not the same as a village battery, a dedicated local feeder or a guarantee that local homes receive the plant’s output first. Reliable household service also depends on local network capacity, equipment condition, maintenance, faults and operating decisions. Solar generation alone cannot provide continuous supply after sunset without storage or other generation, and it does not explain every interruption on a local feeder.

Grid documents show transmission planning and contingency concerns on the Pavagada–Tumkur corridor, including planned work. That is relevant context for the region’s network, but it does not establish that the corridor caused household outages in the villages. Nor is there a current village-level outage dataset here that would show how often homes lose power. Central Transmission Utility meeting minutes and Southern Regional Power Committee minutes concern transmission infrastructure, not proof of the cause or duration of household interruptions.

What residents have said about outages and local benefits

A February 2022 field report by Scroll and Mongabay recorded residents saying outages happened every other day and sometimes lasted eight to 10 hours. People described using torches and objected that electricity produced on their land was going elsewhere. The same reporting recorded complaints about drainage, schools, hospitals and other promised improvements, as well as a gap between park roads and village roads. These are attributed resident accounts from that reporting period, not an official outage tally or a verified description of conditions in 2026.

The report also included an official counterargument: electricity entering the grid benefits the state, and local development projects had been approved. A project list is not, by itself, evidence that every work was completed, maintained or reached the village residents who needed it. Claims about a specific school, road, water system or health facility should be checked against its location, completion date and maintenance record. Scroll’s February 2022 field report describes both the grievances and the official response.

A 2024 WRI India study broadens the picture beyond a single set of interviews. It considers land leasing, livelihoods, employment, electricity access and differences between landowners and people without land. Its central relevance is that the effects of a large renewable project are distributed unevenly: lease income may benefit some households, while others can lose agricultural work without receiving rent. The study also raises questions about livelihoods after construction employment declines. Its findings should be read in light of its methodology and sample, rather than treated as a census of every household. WRI India’s Pavagada study sets out its analysis.

How the land-lease model worked—and what it did not settle

The main arrangement was a long-term lease, not a simple sale of all the land. The Comptroller and Auditor General reported that KSPDCL held about 12,951 acres in five villages, including 12,708.54 acres obtained on a leasehold basis at ₹21,000 per acre per year in the period examined. Official and sector accounts commonly describe a 28-year term and a 5% rent increase every two years. The ₹21,000 figure is a documented rate for the arrangements examined, not a universal current payment: rates and terms can vary by phase, contract and date. One-time payments for trees or other improvements are also distinct from annual rent. Individual agreements are needed to establish a particular landowner’s terms. Leasing can provide landowners with predictable income while preserving nominal ownership and can help developers assemble large sites. But it also removes land from immediate agricultural use for the lease period. The distribution of benefits depends on who owned or controlled the land, who received the payment and what livelihood options remained. A tenant or farm worker may not receive lease rent, even if the loss of cultivation reduces their work. Construction jobs are temporary; fewer, more technical operations-and-maintenance roles remain once a park is operating. Reporting on Pavagada has raised concerns about this divide between landowners and landless residents. The New Indian Express’s 2021 report covers those differences.

  • For landowners: annual rent can be a steadier income than rain-dependent farming, but it does not replace agricultural access, settle the land’s future use or guarantee that rent keeps pace with costs.
  • For tenants and agricultural labourers: reduced cultivation can mean lost work without a share of lease income; construction employment may not last beyond the build-out.
  • Within households: ownership and payment do not necessarily mean every member controls or benefits from the income.

Lease expiry is a further unresolved issue for any long-term arrangement: the contract determines what happens to the land, restoration responsibilities and any renewal. The broad description of a lease model does not establish those provisions for every parcel.

What is established—and what remains unknown about power cuts now

The park remains a major operating generation asset. Government sources confirm its 2,000 MW capacity and commissioning, while current grid listings and transmission documents show its continuing role in the wider power system. None of those records proves that homes in the surrounding villages receive uninterrupted or preferential service.

The available evidence supports a careful conclusion: residents reported repeated outages in 2022, and WRI India’s 2024 study also recorded regular cuts in Pavagada villages. It does not establish the frequency or duration of outages in those villages as of 2026, or prove that the solar park caused them. Outages can reflect local distribution failures, scheduled shutdowns, faults, demand or wider system conditions; distinguishing among them requires utility and feeder records.

A reliable current account would compare dated household outage logs with BESCOM feeder interruption and restoration records, scheduled-maintenance notices, complaint data and transformer-failure records. It would cover multiple affected villages and distinguish a complete outage from low voltage, a phase failure or an individual connection fault. Without that evidence, “villagers continue to face power cuts” should be understood as a reported and researched concern, not a verified current outage statistic.

What Pavagada says about renewable-energy benefits

Pavagada’s generation and transmission infrastructure can contribute to electricity supply at state and regional scale while the people living beside it still judge the project by local service, livelihoods and whether promised improvements materialised. Those are different measures of success. The fact that the whole grid can benefit does not answer whether affected communities received reliable household power or a fair share of the project’s gains.

Assessing the project’s local record requires more than counting leased acres or megawatts. It means asking who received rent and jobs, what happened to agricultural livelihoods, which public works were completed and maintained, how local electricity interruptions were addressed, and what the lease requires when it ends. Renewable generation does not automatically deliver energy justice; local benefits depend on accountable agreements, distribution infrastructure and transparent follow-through.
