Panchkula Has 51 Public EV Chargers, Fourth-Lowest in Haryana, Report Says

Panchkula had 51 public EV chargers in official data through June 2026, making it the fourth-lowest of Haryana’s 23 districts, according to a Hindustan Times report published 2 October 2026. The figure points to an uneven public charging network even as state and central policies aim to encourage electric-vehicle adoption and fund infrastructure. It does not, by itself, show that limited charging access caused Panchkula’s EV registration numbers.

How Panchkula compares with other Haryana districts

The Hindustan Times account attributes the district figures to official data up to June 2026. Of Haryana’s 23 districts, only three are reported to have fewer public EV chargers than Panchkula:

The same report puts Haryana’s statewide total at 3,653 public chargers and says Gurugram accounts for nearly 49% of the state’s charging infrastructure, with Faridabad and Rewari next. These are the report’s descriptions of the official figures; the district-level table was not separately available for verification.

A separate Ministry of Heavy Industries release based on Ministry of Power inputs gives a different snapshot: 935 public charging stations in Haryana and 29,277 nationally. Those counts were published on 1 August 2025, and use “stations” rather than the later report’s “chargers.” The underlying data and counting definitions have not been reconciled, so the figures should not be treated as a direct year-on-year comparison. EV registrations offer context, not proof of cause

Hindustan Times reports 154 pure EV registrations in Panchkula from January through September 2026, against 11,161 total vehicle registrations in that period. It gives Panchkula’s annual pure EV counts as 193 in 2025 and 106 in 2024. For Haryana as a whole, the report says 24,270 pure EVs were registered among 849,175 vehicles in the first nine months of 2026.

These figures show EV registrations alongside the reported charger count, but they do not establish that charging scarcity caused the registration levels. The reported totals also do not show how many chargers are operational, their capacity or connector types, their geographic reach, or how long drivers wait. The Ministry’s 2025 release says average charging time was not captured.

EVIQO Level 2 EV Charger J1772 48A - Hardwired 240V Wall Charging Station | up to 50 mph, 25ft Cable, Enhanced WiFi (2.4GHz), Smart App, Weatherproof Indoor/Outdoor (IP66, NEMA 4), UL & ETL Certified
  • WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car. The extra-long 25 ft cable easily reaches across a garage or driveway.
  • HARDWIRED - PROFESSIONAL INSTALL: This Level 2 charger is hardwired (not plug-in), so a licensed electrician installs it per National Electrical Code. It delivers up to 48A on a dedicated 60A, 240V circuit - enough to charge most EVs fully overnight. Want more speed? You can set DIP switches 4 and 5 to unlock 50A on a dedicated 70A circuit. Before ordering, check your car's port type and that your electrical panel can support the circuit.
  • CONTROL FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start and stop charging, set the charging speed (6-48A), get reminders, and track how much energy and money each charge uses. Requires a 2.4 GHz home WiFi network.
  • SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
  • GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.

What government policy and funding are intended to do

Haryana’s tax change

The October 2026 report says a July 2026 policy change provides a 100% motor vehicle tax exemption for battery-operated EVs priced up to ₹30 lakh ex-showroom, and a 50% exemption above that price. It describes the change as replacing an earlier process in which buyers paid the tax upfront and then claimed a subsidy online, and contrasts it with a 20% motor-vehicle-tax rebate under the 2022 policy. Because the operative policy text was not verified in the sources reviewed, buyers should confirm the current rules and eligibility with the relevant Haryana department before relying on these terms.

PM E-DRIVE charging support

The Ministry of Heavy Industries says ₹2,000 crore is earmarked nationally under PM E-DRIVE for public charging infrastructure. Hindustan Times reports that ₹730 crore had been used by early-mover states and describes subsidies that vary by site category and distinguish electrical works from charger equipment:

Site category as described in the report Upstream electrical infrastructure subsidy Charger-facility subsidy
Category A: government land 100% 100%
Category B: semi-public or government sites 80% 70%
Categories C and D: private land or aggregated sites 80% Not specified in the report

These are scheme details reported by the newspaper, not evidence that a Panchkula project has been approved or that any particular amount remains available locally. A subsidy for a site or electrical connection is also not the same thing as a completed, publicly accessible and operating charger.

Where new public sites may be placed

The report identifies government offices, hospitals, educational institutions, railway stations, bus stands, commercial centres and major highway corridors as planned locations for public charging sites. The list describes intended site types; it does not confirm a Panchkula project at any named location.

Who is responsible for charging infrastructure?

The roles described in official material are not a simple single-agency assignment. Haryana’s New and Renewable Energy Department says it was designated the state nodal agency by a 2020 notification. Its document list also identifies a 2 February 2024 order assigning the Transport Department responsibility for installation, creation, monitoring and upkeep of EV charging infrastructure. The department’s page describes the Bureau of Energy Efficiency as the central nodal agency for the national rollout. Separately, Hindustan Times names UHBVNL as the designated nodal agency for EVs and paraphrases executive engineer Pradeep Kumar as saying the agency is working to improve access and encourage private investment and partnerships.

The department lists its charging-policy documents and a model revenue-sharing agreement for public charging-station land on its official website. The sources describe distinct roles and documents, but do not fully reconcile every agency’s responsibilities; it would be misleading to name one body as solely responsible for all aspects of Haryana’s charging network.

What the available numbers can—and cannot—tell drivers

A district total is a useful signal of the network’s scale, but not a measure of the charging experience. The available figures do not establish whether chargers are near a driver’s route, open to the public, compatible with a particular vehicle, working at a given time, or available without a queue. Nor do they compare districts by population, number of registered EVs or land area, so they cannot show relative access on a per-person, per-EV or geographic basis.

For a driver planning a trip, the reported count is therefore not a substitute for checking current charger locations and live operating status. For judging the public rollout, the more meaningful evidence will include project approvals, completion, public access and operation—not funding allocations or site plans alone.
