There is no single “Palo Alto VPN vulnerability.” Exposure depends on the CVE, PAN-OS branch, product role, and enabled configuration. The most consequential case discussed here is CVE-2024-3400, an unauthenticated GlobalProtect command-injection flaw. It affected PAN-OS 10.2, 11.0, and 11.1 when a GlobalProtect portal or gateway was configured, regardless of whether device telemetry was enabled. Other advisories cover authentication bypass, denial of service, cross-site scripting, and endpoint privilege escalation, each with different scope and fixes.

Use the exact advisory for the CVE you are investigating, verify the supported upgrade path for your installed release, preserve evidence before rebooting, and treat mitigations as temporary controls rather than substitutes for a fixed PAN-OS release.

What “Palo Alto VPN vulnerability” means in practice

Administrators often use the phrase as shorthand for any flaw involving GlobalProtect or another VPN feature. That shorthand is dangerous during an incident. A command-injection vulnerability in a PAN-OS firewall has a different exposure test and remediation from an authentication bypass in a GlobalProtect portal, an authentication bypass in Large Scale VPN (LSVPN), or a denial-of-service condition.

Start with four identifiers:

  • CVE and advisory date: the same product can have several unrelated advisories.
  • Product role: PAN-OS firewall, GlobalProtect portal or gateway, LSVPN, Panorama, Cloud NGFW, Prisma Access, or the GlobalProtect desktop app.
  • Software branch and exact hotfix: fixed builds are branch-specific.
  • Configuration and access requirement: a portal or gateway may need to be configured, or an attacker may need network or local access.

The sections below use those identifiers so that a fix for one CVE is not incorrectly applied to another.

How to determine whether a firewall is exposed

1. Inventory the device and release

Record the appliance or VM-Series model, serial number, PAN-OS version including the hotfix suffix, and whether it is customer-managed or delivered as a managed cloud service. Include passive or standby members of high-availability pairs; an unpatched peer can still matter during failover.

2. Confirm the relevant feature configuration

For CVE-2024-3400, check whether the firewall has a GlobalProtect portal, a GlobalProtect gateway, or both configured. The advisory’s exposure condition is the combination of an affected PAN-OS branch and that configuration. Telemetry is not a prerequisite, so a device with telemetry disabled must still be assessed.

3. Separate affected and excluded service types

Palo Alto’s CVE-2024-3400 advisory listed Cloud NGFW, Panorama appliances, and Prisma Access as not impacted by that CVE. It separately warned that customer-managed VM-Series deployments can be affected when their PAN-OS version and GlobalProtect configuration match the advisory. Do not transfer those exclusions to a different CVE without checking its own product table.

4. Check the current vendor advisory before changing software

Advisories can gain new fixed builds, revised scope, or changed upgrade guidance. Compare the running release with the branch table in the advisory for the specific CVE, then use the supported upgrade path for that release. A generic instruction such as “upgrade to the latest version” is not enough for a production firewall.

CVE-2024-3400: GlobalProtect command injection

Impact and affected conditions

Palo Alto Networks published the CVE-2024-3400 advisory on April 12, 2024 and updated it on May 3, 2024. It describes an unauthenticated attacker potentially executing arbitrary code with root privileges on a firewall when the affected PAN-OS and GlobalProtect conditions are present. The advisory rated the issue critical with a CVSS-B score of 10.0 and reported an increasing number of attacks leveraging exploitation.

The affected major branches were PAN-OS 10.2, 11.0, and 11.1 when a GlobalProtect portal or gateway was configured. Device telemetry did not have to be enabled. This is why turning telemetry off cannot be used as an exposure determination or as a reliable workaround.

Fixed baselines and branch-specific hotfixes

The advisory listed these fixed baselines. Later releases in the same supported branch were also fixed, but the exact upgrade path still has to be checked against the installed release and platform.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
PAN-OS branch Fixed baseline named in the advisory Additional maintenance branches called out
10.2 10.2.9-h1 10.2.0-h3 through 10.2.8-h3
11.0 11.0.4-h1 11.0.0-h3 through 11.0.3-h10
11.1 11.1.2-h3 11.1.0-h3 and 11.1.1-h1

The maintenance-release entries matter when an organization must stay on an earlier minor release. Do not flatten the matrix into one universal target: a hotfix that is correct for one branch is not automatically a valid build for another. Confirm the complete branch matrix and supported upgrade sequence in the CVE-2024-3400 advisory immediately before scheduling downtime.

Temporary mitigation while patching

Threat Prevention subscribers could block exploitation with Threat IDs 95187, 95189, and 95191. The advisory says those signatures are available in Applications and Threats content version 8836-8695 and later. Vulnerability protection must be applied to the GlobalProtect interface; merely having the content package installed is not the same as protecting the exposed interface.

Palo Alto explicitly corrected earlier guidance: disabling device telemetry is no longer an effective mitigation. Telemetry also does not determine whether the CVE applies. Keep the protection signatures in place while upgrading, but do not treat them as a replacement for the fixed PAN-OS release.

How the other current advisories differ

The following issues are separate from CVE-2024-3400. Their access requirements, impacts, and fixed builds cannot be inferred from the 2024 command-injection advisory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
CVE Affected role or feature Access and impact Severity or exploitation status Fix guidance in the reviewed advisory
CVE-2026-0257 GlobalProtect portal or gateway Authentication bypass; the advisory’s exact access prerequisites and branch matrix must be checked HIGH, severity 7.8; exploit maturity marked “ATTACKED” Use the advisory’s branch-specific fix table; Panorama and Cloud NGFW are listed as not impacted
CVE-2026-0283 PAN-OS Large Scale VPN An attacker with network access can establish an unauthorized site-to-site VPN connection Authentication bypass Distinct fixed builds are published for PAN-OS branches; Cloud NGFW, Panorama, and Prisma Access are listed as not impacted
CVE-2026-0227 GlobalProtect gateway or portal Unauthenticated repeated triggering can force the firewall into maintenance mode Denial of service Follow this advisory’s own affected and fixed-release table
CVE-2026-0279 User-ID Authentication Portal, GlobalProtect gateway or portal, and Clientless VPN Cross-site scripting vulnerabilities Web-session integrity and content-injection risk Use the separate product and release fixes; CVE-2024-3400 builds do not remediate it
CVE-2026-0307 GlobalProtect App on specified desktop platforms Local privilege escalation Endpoint-app issue, not a PAN-OS firewall command-injection issue Apply the endpoint-app fixes listed for the affected desktop platforms

When triaging more than one advisory, compare product role, required configuration, network or local access, impact class, fixed release by branch and platform, exploitation status, available mitigation, and evidence-retention requirements. Those dimensions differ materially across the CVEs above.

Incident response for suspected CVE-2024-3400 activity

1. Freeze the facts before remediation

Capture the device model, serial number, PAN-OS release, HA state, GlobalProtect portal and gateway configuration, management access records, and the time window under investigation. Note whether Threat Prevention content and the listed vulnerability-protection rules were active, including the interface to which they were applied.

2. Preserve a technical support file before rebooting

Collect a technical support file (TSF) and other approved forensic evidence before rebooting into a fixed release. Palo Alto warns that some logs from the prior system installation may not be accessible after an upgrade. Preserve copies according to your incident-response and chain-of-custody procedures, and record the collection time and device clock status.

3. Run the vendor’s attempted-exploitation check

From the PAN-OS CLI, Palo Alto provides this check for the GlobalProtect service log:

grep pattern "failed to unmarshal session(.+.+/" mp-log gpsvc.log*

The advisory explains that a value between session( and ) that resembles a filesystem path or embedded shell commands instead of a GUID may indicate attempted exploitation. A normal session value is GUID-shaped. Treat a match as a triage indicator: correlate it with authentication records, configuration changes, process or file artifacts, outbound connections, and other firewall telemetry. A suspicious line alone does not prove that code execution or persistence succeeded, and an empty result does not prove that no activity occurred.

4. Escalate suspected compromise

If the check or broader correlation suggests an attempt or compromise, open a Palo Alto Customer Support case and provide the TSF for analysis. The 2024 advisory recommended an enhanced factory-reset procedure scheduled through support for customers who had not applied fixes or protection signatures by April 25, 2024, or who remained concerned about persistence. That date and procedure belong to the CVE-2024-3400 incident context; they are not universal instructions for every later VPN advisory.

5. Patch through a supported path

Select the fixed build that matches the installed branch, follow the vendor’s supported upgrade sequence, and coordinate HA failover and maintenance windows. Keep the Threat Prevention mitigation correctly applied where relevant while the upgrade is pending. Do not reboot first and investigate later when evidence may be lost.

6. Validate after the upgrade

  • Confirm every HA peer and standby device is on the intended fixed build.
  • Verify that the GlobalProtect portal and gateway are available and that authentication and policy enforcement work as expected.
  • Check that Threat Prevention content and vulnerability-protection rules remain attached to the GlobalProtect interface.
  • Review post-upgrade logs and management changes for activity that occurred before remediation.
  • Document the advisory version, target build, upgrade time, evidence collected, and support case number.

Clientless VPN configuration is a separate risk

GlobalProtect Clientless VPN is intended to provide secure access to trusted internal applications. Palo Alto says it is not intended to provide general internet access, intranet-wide access, or access to multiple unrelated websites.

A configuration that exposes the internet or broad internal website access can allow malicious scripts on one site to obtain sensitive information or modify content in applications reachable through Clientless VPN. Review permitted applications, URL scope, session controls, and trust boundaries as a configuration assessment. Do not describe every Clientless VPN deployment as vulnerable in the same way as CVE-2024-3400, and do not assume that patching the 2024 command-injection flaw corrects an overbroad Clientless VPN design.

Operational decision checklist

  • Identify: map the device, PAN-OS branch, product role, CVE, and configured VPN feature.
  • Compare: use the exact vendor advisory and branch matrix, including hotfix suffixes.
  • Contain: for CVE-2024-3400, apply Threat IDs 95187, 95189, and 95191 with vulnerability protection on the GlobalProtect interface when eligible.
  • Preserve: collect the TSF and forensic records before rebooting or upgrading.
  • Investigate: run the gpsvc.log* grep check and correlate any indicator with independent evidence.
  • Remediate: upgrade to the supported fixed release; do not rely on disabling telemetry.
  • Recover: involve vendor support when compromise or persistence is suspected, and document validation across all peers and portals.

What the severity score does—and does not—tell you

CVSS-B 10.0 is a severity score assigned to CVE-2024-3400 by Palo Alto Networks in its 2024 advisory. It describes the technical seriousness of that vulnerability; it is not an estimate of how many customers were compromised, how often exploitation occurred, or the probability that a particular device was breached. Those questions require device-specific evidence and incident analysis.

Operational bottom line

Patch decisions must be CVE- and branch-specific. For CVE-2024-3400, a GlobalProtect portal or gateway on PAN-OS 10.2, 11.0, or 11.1 was the critical exposure condition, telemetry was irrelevant to that determination, and the fixed baselines were 10.2.9-h1, 11.0.4-h1, and 11.1.2-h3 plus the listed maintenance hotfixes. Preserve the TSF before rebooting, use the vendor’s log check as an investigation lead, keep temporary protection correctly applied, and escalate to vendor support when compromise is suspected.

Frequently Asked Questions

Does a CVSS-B score estimate the number of breaches?

No. CVSS-B 10.0 describes the technical severity of CVE-2024-3400, not incident prevalence or the probability that a particular firewall was compromised.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the gpsvc.log check finds a suspicious session value, is compromise confirmed?

No. The pattern is an indicator of attempted exploitation that must be correlated with other logs, configuration changes, and forensic evidence.

Can disabling telemetry remove CVE-2024-3400 exposure?

No. Telemetry is not required for exposure, and Palo Alto’s updated advisory says disabling it is no longer an effective mitigation.
