Who is eligible for Pakistan fuel subsidy?
The federal Economic Coordination Committee (ECC) framework describes the scheme as relief for lower-income users of non-commercial vehicles, limited to one vehicle per user or owner. The Ministry of Information Technology’s scheme notice identifies two broad vehicle groups:

These are separate conditions, not a single universal rule. A vehicle’s registration date, engine size, vehicle type, ownership or CNIC linkage, and commercial-status record may all matter. The published material does not provide a complete live eligibility lookup for every individual. Do not treat a vehicle description alone as an approval.

How the registration-date rules should be read
The Ministry notice gives January 1, 2011, as the registration-date threshold for two- and three-wheelers and January 1, 2006, for cars. Radio Pakistan later reported that the two- and three-wheeler age limit was extended from 15 to 20 years. Because those statements use different ways of describing the age rule, check the result returned for your CNIC and vehicle rather than calculating eligibility from a date alone.
What the non-commercial condition means
The ECC framework says the relief is for non-commercial use, while the vehicle descriptions also mention rickshaws and Chingchi vehicles. That combination means a rickshaw or Chingchi owner should not assume that being in the listed vehicle category automatically overrides the use-status requirement. The official record used by the scheme will determine whether the vehicle qualifies.

The reported registration is a one-time SMS process. Have the vehicle documents and CNIC details in front of you before sending anything, and type the information exactly as recorded by the registration authority.

- Enter the reported format:
REG [CNIC] [vehicle number plate] [first letter of registration province] [vehicle registration date]. - Send the message to 9771.
- Keep the confirmation or rejection message. It is the quickest record of whether the submitted details were accepted, require correction, or need an official follow-up.
Radio Pakistan reported that SMS charges for registration were waived, so the registration message was made free. That does not mean every mobile-account issue is impossible; a barred sender, incorrect short code, formatting error or network outage can still prevent delivery.
Information to enter carefully
- Use the CNIC number and vehicle plate exactly as held in official records.
- Use the first letter of the province where the vehicle is registered, not the province where you currently live or are buying fuel.
- Enter the vehicle registration date in the format accepted by the scheme response or current official instructions.
- Do not submit a second person’s CNIC or vehicle details without authorization.
Never post a CNIC number, plate number or registration date in comments, social-media groups or a message to an unverified intermediary. The reported process uses the 9771 short code; a person asking for a fee, a one-time password or a copy of your identity document is not part of the stated SMS procedure.
How do I get the petrol subsidy token?
After registration, request a token before travelling to the pump:
- Send
TOKto 9771. - Wait for the returned token message. Check the vehicle details, token value and any validity period shown in the reply.
- Go to a participating fuel station and show the message to staff.
- Allow the station to verify the token in the scheme’s dedicated mobile application, or use the approved SMS process where the station has no internet connection.
- Before leaving, check that the fuel quantity and discount applied match the token message and that no service charge has been deducted.
A token is not a transferable coupon. Do not forward it to another vehicle or ask a station to redeem it against a different CNIC or plate.

Two- and three-wheeler token details
The Ministry’s September 14 notice described 20 litres per month through four five-litre tokens, each valid for seven days. The September 18 update removed the requirement to buy at least five litres at one time while retaining the Rs. 500 weekly token. In practical terms, an eligible holder can redeem the weekly Rs. 500 value for fuel in any quantity allowed by the station’s transaction system; the station should not reduce that value by a fee.

How much petrol subsidy do I get for a bike or car?
The consistent headline rate in the published government descriptions is Rs. 100 per litre. The vehicle class determines the token arrangement.

The Rs. 75 billion technical supplementary grant approved by the ECC on September 14, 2026, and the Rs. 25 billion monthly provision mentioned by Petroleum Minister Ali Pervaiz Malik are program-funding figures. They are not amounts that an individual applicant can claim.
Why do reports give different car-token limits?
Four dated descriptions do not align cleanly:

Until the government publishes or confirms one controlling schedule, use the token message returned for your registered vehicle and verify the current rule through the official scheme channel. Do not promise an applicant that a car will receive a particular number of tokens solely because one of these dated descriptions appears online.
Can I get the subsidy if my petrol pump has no internet?
Yes, rollout reports describe an SMS-based redemption option for stations in areas with limited or no internet connectivity. Officials specifically acknowledged the problem in remote areas and approved a way for staff to process tokens without a normal internet connection.

That accommodation does not prove that every station is currently enrolled or operating. Coverage was reported nationwide, including Azad Jammu and Kashmir and Gilgit-Baltistan, but the cited material does not provide a continuously updated station locator. Ask the station whether it is participating before dispensing fuel, and keep the token message available for verification.
Does the fuel subsidy come as cash?
No. The reported benefit is a discount applied when you buy fuel after the station verifies the token. The State Bank of Pakistan handles reimbursement or settlement with fuel stations; the reports do not describe a direct transfer into each applicant’s bank account.
On September 18, the deputy prime minister ordered twice-daily payment-status reporting so rejected station transactions could be identified and corrected. On September 19, the State Bank said recent station claims had been settled in full and processed the same day. Those were dated status reports, not a guarantee that every future rejection will be fixed within one day or that a station will never experience a delay.

If 9771 does not accept registration
- Recheck the short code, the
REGkeyword, spacing and every vehicle field. - Compare the plate, CNIC and registration date with the official vehicle record rather than a handwritten note.
- Wait for a network response before sending repeated messages.
- If the reply says the vehicle is ineligible, do not alter a date or plate to force acceptance; seek clarification through the current government channel.
If registration succeeds but no token arrives
- Send only
TOKto 9771 from the registered mobile number, then wait for the response. - Do not give a third party your CNIC, token or phone verification code.
- Take the registration confirmation and token response to station staff if the app cannot verify the transaction.
If the pump deducts money from the token value
The deputy prime minister was quoted by Radio Pakistan on September 18 as saying: “The full value of the five-hundred-rupee token will be passed on to the consumer, and fuel stations shall not apply any deduction or service charge.” Ask for a printed or displayed transaction record, retain the SMS and report the discrepancy through the current official complaint route. Do not pay an unofficial “processing” fee simply to redeem a token.

How large is the scheme?
The funding and uptake figures describe the program as a national relief effort, but they do not change an individual’s entitlement. The ECC approved Rs. 75 billion for implementation on September 14, 2026. The same day, Petroleum Minister Ali Pervaiz Malik was reported as saying that Rs. 25 billion would be provided each month. On October 9, Prime Minister Shehbaz Sharif’s figure, reported by the Associated Press, was more than 10 million beneficiaries.
The Associated Press also estimated that about 50 million people could be affected when recipients’ families are included. That is an estimate based on five people per beneficiary household, not a separate count of 50 million registered recipients.
Before you visit a station: a practical checklist
- Confirm that the vehicle category, engine capacity, registration date and use status appear to fit the published screening rules.
- Complete the one-time
REGSMS to 9771 and retain the reply. - Request a fresh
TOKmessage before travelling to the pump. - Check the token’s value and validity period in the SMS.
- Ask whether the station is participating and whether it can process SMS tokens if internet service is unavailable.
- Watch the litres dispensed and the amount charged; the discount should be applied at the pump, not paid later as cash.
- Keep the SMS trail and transaction record if a rejection, deduction or mismatch occurs.
The safest rule is to use the 9771 messages and the latest official scheme instructions as the final authority. The September 2026 reports establish the registration method and the headline discount, but the car schedule, station availability and operational handling can change during rollout.
