Public records describe the Pagans’ Motorcycle Club as having formal bylaws and a leadership hierarchy. A New Jersey State Commission of Investigation (SCI) report says members were expected to protect their club colors, report an arrest to their chapter president within 24 hours, and return club-marked items if expelled. These are accounts in investigative and court documents—not a complete, authenticated, current rulebook issued by the club. The documents do not establish that every rule is still in force or applied identically in every chapter.
What are the Pagans’ rules, according to public records?
The most detailed account of internal requirements in the available public documents comes from a New Jersey SCI report. It describes written guidelines concerning club colors and reporting arrests, and says the club’s bylaws prohibit members from engaging in or profiting from drug sales. A separate federal complaint describes formal bylaws and a chapter-and-national leadership structure. Neither source is a current club-issued constitution, so the accounts should be read as descriptions reported by investigators, not as confirmation of a universal policy today.
Protecting and returning club colors
The SCI report describes colors as a three-piece back patch given to someone upon becoming an official member and worn on a leather or denim vest or jacket. According to the report, members were expected to protect them and not allow anyone to take them unless directed by the chapter president or an area advisor. It also says a person expelled from the club had to return club-marked items.
Reporting an arrest
The SCI report says a member was required to tell the chapter president about an arrest within 24 hours. It says failing to do so could lead to a fine or revocation of membership. This is the deadline and possible consequence described in that report; the public documents do not independently confirm that it remains current club-wide policy.

Rules concerning drug sales
The SCI report says the club’s bylaws prohibited members from engaging in or profiting from drug sales. The same report separately describes drug sales by members. Those statements are not contradictory: a reported rule does not prove compliance, and the report’s account of criminal activity should not be generalized to every member.
How do Pagans become full members?
The SCI’s Annual Report 51 describes a traditional process in which recruits went through a lengthy “prospecting” phase before becoming full members. The report also says investigators learned of incidents in which individuals reportedly paid $600 to $1,000 to obtain membership. That amount is a report of alleged incidents—not an official membership fee—and those incidents do not establish a universal or current route into the club.

What happens if a member breaks the rules?
Public court materials describe alleged violence connected to discipline, but the procedural status matters. A federal complaint alleges that violence was used to discipline members for rule violations and says the alleged practice was known within the organization as “regulation.” That is the government’s allegation in a complaint, not a club-issued definition or a court finding that the practice applies to all chapters.
A federal indictment and a U.S. Department of Justice release also describe a specific alleged assault against an associate for breaking rules. Those materials concern a particular case, not proof of a general rule or of conduct by all members. As the Justice Department cautions, charges and allegations are accusations; defendants are presumed innocent unless and until proven guilty.

What these documents can—and cannot—establish
- They do describe formal bylaws and a leadership structure in a federal complaint, and particular expectations in the New Jersey SCI report.
- They do not provide a complete, authenticated, current rulebook that establishes the rules for every chapter.
- They do not show that every member commits crimes, that reported rules are followed, or that enforcement is uniform.
- They require careful attribution: investigative reports describe what investigators documented or learned; complaints and indictments contain allegations, not verdicts.
