Packaging Stocks vs. Consumer Staples Stocks: Which Fits an Income Portfolio?

Neither packaging stocks nor consumer-staples stocks can be called the better income choice from the available company reports alone. The useful comparison is company by company: how much cash the business generates after investment, what it owes, how management prioritizes dividends, and whether a major corporate change could affect its plans. Packaging can serve essential markets, but that does not make its manufacturers’ earnings or dividends automatically dependable; consumer staples span businesses with very different capital needs.

What distinguishes packaging stocks from consumer-staples stocks?

Packaging companies sell materials and formats to businesses in industries such as food, nutrition, health and beauty. Amcor, for example, describes its flexible and rigid packaging portfolio as serving nutrition, health, beauty, wellness and specialty applications (Amcor investor annual reports). That exposure links packaging to everyday consumption, but it does not establish stable margins, reliable cash generation or dividend safety. Packaging issuers remain manufacturers with investment requirements and company-specific operating risks.

“Consumer staples” is also a broad label, not a single business model. A branded consumer-products company such as Procter & Gamble (P&G) and a retailer such as Target face different operations and capital-allocation demands. Their results should not be treated as directly interchangeable with packaging manufacturers—or with one another.

Compare the cash available after investment

A dividend is paid from cash, so operating cash flow alone is not enough to judge how much room a company has to distribute. Capital expenditure can absorb substantial cash, and a single year can be shaped by investment cycles or unusual events. Compare multiple years using consistent accounting periods and definitions; where possible, consider free cash flow alongside operating cash flow and capital expenditure.

International Paper’s 2025 results show why that context matters: the company reported $1.7 billion in cash provided by operating activities and $1.9 billion in capital expenditures. The same report showed $23.63 billion in net sales. These are company-reported annual figures, not evidence by themselves that its dividend is unsustainable or that packaging as a sector has weak cash generation (International Paper 2025 annual report).

For comparison, P&G reported $87.0 billion in net sales, 3% net-sales growth, 1% organic sales growth, 1% core EPS growth and $19.6 billion in operating cash flow for FY2026. These figures provide cash-flow context for a branded consumer-products company, but they do not create a like-for-like comparison with International Paper: the businesses and reporting periods differ, and the figures do not show capital expenditure or dividend coverage on a common basis (P&G FY2026 annual report).

Read dividend policy alongside reinvestment priorities

Company statements about capital allocation help explain whether dividends compete with expansion, maintenance, debt reduction or repurchases. They are policy descriptions, not guarantees that a payout will grow or remain unchanged.

International Paper reported returning $977 million to shareholders in dividends in 2025 while pursuing a strategic transition. Its 2025 annual report described a planned separation into North American and EMEA listed companies near the end of 2026 or early 2027. The timing and plan are issuer-specific and may change; investors should check the company’s latest disclosures before relying on an earlier report.

Target’s fiscal 2025 Form 10-K sets out a different capital-allocation order: first, profitable investment and maintaining operations; next, a competitive quarterly dividend that the company seeks to grow annually; then, share repurchases. Target reported $2.1 billion in dividends paid, or $4.52 per share, in 2025, and planned approximately $5 billion in capital expenditure in 2026. Those retailer figures come from Target’s fiscal 2025 filing and are not directly comparable with manufacturer figures without accounting for its business model and fiscal-year basis (Target annual reports and proxy statements).

Use a company-by-company income checklist

  • Business exposure: Identify the packaging format, end markets and customer concentration—or, for a staples business, whether it is primarily a brand owner, manufacturer or retailer.
  • Cash generation: Review operating cash flow and free cash flow across several years, using consistent definitions and reporting periods.
  • Investment needs: Compare capital expenditure with cash generation and look for major capacity projects, maintenance requirements or acquisition integration.
  • Dividend support: Assess the payout against cash available after investment, not just reported earnings or the dividend’s recent history.
  • Balance sheet and events: Examine debt and other obligations, restructuring, acquisitions, spin-offs and separations that could affect financial flexibility.
  • Income and valuation: Check yield, valuation, payout measures and total return using a dated market snapshot. These change over time and should be compared on the same date and basis.

What the available figures can—and cannot—show

The cited reports offer examples of individual companies, not a representative sample of either sector. They cover different fiscal periods and business models. They do not establish a current cross-sector winner for dividend yield, valuation, dividend safety, volatility or total return. Reaching that kind of conclusion would require a defined set of companies or funds and comparable market, payout, cash-flow, leverage and return data measured on consistent terms.

For an income portfolio, the sector label is therefore a starting point, not a decision rule. Judge each issuer’s recurring cash generation against its investment burden, obligations and stated distribution priorities, then account for any current company-specific changes.
