Why resilience matters in a more uncertain economy
According to the report, Mishra distinguished familiar, calculable risks from uncertainty that cannot reliably be assigned probabilities. What the three-part approach means
Build domestic capability where dependence is strategic
In Mishra’s reported formulation, domestic capability is not import substitution at any cost. The test is whether a capability can become competitive, scale and serve global markets. The report names electronics, semiconductors and pharmaceuticals as sectors undergoing transformation, but gives no sector-level data to show the extent or results of that change.
The aim is to reduce exposure in areas where dependence could become a serious vulnerability while avoiding protection for its own sake. Building capacity that cannot compete or grow would not meet the competitiveness standard Mishra described.

Diversify sources and relationships where concentration is risky
Concentrated supply or reliance on a narrow set of partners can leave firms and countries exposed to a disruption. The report says firms may respond by diversifying suppliers, keeping inventories and developing alternative production capacity. Governments may strengthen reserves, fiscal buffers and strategic capabilities. For India, the reported areas of focus include energy security, critical minerals and diversified external economic relationships.
Stay open when integration improves productivity
Resilience, as Mishra reportedly put it, is “the ability to remain open to the world without becoming excessively vulnerable to it.” The point is to reorganize globalization around more resilient relationships and supply chains, not abandon international economic cooperation. Openness remains valuable where access to markets, inputs, knowledge or partners supports productivity and competitiveness.

Why resilience has a cost—and how to think about it
“Resilience is not free,” Mishra said, according to the report. For a business, the cost might include carrying extra inventory, qualifying another supplier or maintaining alternative production capacity. For a government, it could include building reserves or investing in strategic capabilities. These measures can make the system less exposed to some disruptions, but they also use resources that could have been put to other purposes.
The relevant question is whether the premium paid for resilience is justified by the potential cost of a disruption avoided. Hindustan Times reports this as Mishra’s caution, but supplies no quantified estimate for either side of the trade-off. It therefore does not establish which specific investments are cost-effective or how large a resilience premium should be.

Economic buffers connect resilience to security and sustainability
The report also describes macroeconomic resilience as a buffer against external shocks. Mishra’s reported list includes fiscal space, adequate foreign-exchange reserves, a sound financial system and credible institutions. These are not substitutes for supply-chain choices; they help an economy absorb shocks and retain room to respond.
He also linked security and sustainability through energy, food, technology and environmental security. The underlying implication is that resilience is not solely an industrial-policy question: vulnerabilities in essential resources, economic institutions and technology can interact.
Keep the keynote distinct from the Conclave’s opening address
Mishra’s keynote should not be confused with the event’s inaugural address. A separate Vice-President’s Secretariat account says Vice-President C. P. Radhakrishnan delivered the inauguration. The official program identifies Mishra’s separate keynote session, “A World Priced for Risk.”
