Ozone depletion and global warming are different atmospheric problems. Ozone depletion is the thinning or loss of protective ozone in the stratosphere. Global warming is the long-term rise in Earth’s average surface temperature, driven mainly by the buildup of heat-trapping greenhouse gases from human activities. They are connected because many ozone-depleting substances are also greenhouse gases, and some replacement chemicals trap heat, but ozone depletion is not the main cause of today’s warming. NOAA’s 2022 assessment finds that stratospheric ozone depletion has produced a small net cooling effect at the surface compared with the much larger warming caused by greenhouse gases.
The difference at a glance
The two terms describe different changes, mechanisms and consequences. One concerns the amount of a particular gas in the upper atmosphere; the other concerns the temperature and energy balance of the entire climate system.

| Question | Ozone depletion | Global warming |
|---|---|---|
| What changes? | The amount and distribution of ozone, especially protective ozone in the stratosphere. | Earth’s average surface temperature rises over the long term. |
| Where is the key process? | In the stratosphere, where chemical reactions involving chlorine and bromine destroy ozone. | Throughout the atmosphere and climate system, as greenhouse gases alter the balance between incoming sunlight and outgoing heat. |
| Main human drivers | Emissions of ozone-depleting substances such as chlorofluorocarbons and related chemicals. | Human additions of carbon dioxide, methane and other heat-trapping greenhouse gases, especially from fossil-fuel use and other activities. |
| Direct consequence | More ultraviolet-B radiation can reach the surface. | A warmer climate system, accompanied by changes that extend beyond temperature alone. |
| Typical scale | Can be strongly seasonal and regional, as with the Antarctic ozone hole, although depletion also occurs outside the polar region. | A long-term, global change in the climate system. |
| Main international response | The Montreal Protocol and its amendments phase out or phase down controlled ozone-depleting chemicals. | Policies to reduce greenhouse-gas emissions; the Kigali Amendment also phases down covered hydrofluorocarbons. |
That distinction answers the common question, “Does the ozone hole cause global warming?” No. The ozone hole is evidence of severe seasonal ozone loss over Antarctica, not an explanation for the modern global warming trend.
What ozone depletion is
Ozone is a molecule made of three oxygen atoms. In the stratosphere, it forms a sparse layer that absorbs much of the Sun’s harmful ultraviolet radiation, especially UV-B. Calling this layer Earth’s protective shield is scientifically useful: less stratospheric ozone means less filtering before UV-B reaches the ground.

Ozone depletion begins when people release ozone-depleting substances (ODS). Many ODS are stable near the surface, allowing them to persist long enough to reach the stratosphere. There, ultraviolet light breaks them apart and releases reactive chlorine or bromine. Those atoms and related compounds participate in catalytic chemical cycles. A single reactive halogen can help destroy many ozone molecules before it is removed from the cycle.
Why the Antarctic ozone hole is not a literal hole
The “ozone hole” is shorthand for an area over Antarctica with extremely low ozone concentrations. It is not an opening through which the atmosphere has been punched, and it does not mean that all ozone has vanished. The depletion is seasonal and concentrated in the polar region, although ozone loss also occurs at other latitudes.
Polar stratospheric clouds and the return of sunlight after the dark Antarctic winter create conditions that accelerate chlorine- and bromine-driven chemistry. The result is a recurring springtime region of very low ozone. Its location, size and timing vary, but the underlying issue is the same: chemical destruction of protective stratospheric ozone.
Why losing ozone increases UV-B exposure
With less ozone overhead, more UV-B can pass through the atmosphere. Excessive UV-B exposure is associated with skin-cancer risk and cataracts, and it can affect ecosystems and biogeochemical cycles. The risk is not limited to Antarctica; ozone depletion outside the polar region can also alter the amount of UV reaching populated areas.
What global warming is
Global warming is the sustained rise in Earth’s average surface temperature. It is primarily a result of human-caused increases in heat-trapping greenhouse gases. Fossil-fuel combustion is a major source, alongside other human activities that add greenhouse pollutants or reduce the systems that remove them from the atmosphere.
Greenhouse gases absorb and re-emit outgoing infrared energy. As their concentrations increase, the climate system must warm until the energy leaving Earth again balances the energy arriving from the Sun. This is an energy-balance change, not a chemical destruction of a protective layer.
Warming is one component of broader climate change. A warmer average does not mean every place or every day becomes warmer, nor does it describe only air temperature. Changes in precipitation, ice, oceans, extremes and ecological conditions are part of the wider climate response. The central point for this comparison is that the driver is the accumulation of greenhouse gases, not the loss of stratospheric ozone.

How the mechanisms differ
Ozone depletion and global warming can both involve atmospheric chemicals, but the relevant properties and pathways are different.
Ozone depletion is a chemical destruction process
The key question is whether an emitted substance can reach the stratosphere and release reactive chlorine or bromine that participates in ozone-destroying reactions. The outcome is a change in ozone concentration and distribution. The immediate environmental consequence is a change in ultraviolet shielding.
Global warming is a radiative-forcing process
The key question is how a gas changes the flow of energy through the climate system. Greenhouse gases absorb outgoing heat and alter the amount of energy retained by Earth. Their effect depends on factors such as concentration, atmospheric lifetime and infrared absorption, not on whether they destroy ozone.
One atmospheric change can influence another without being the same problem
Stratospheric ozone absorbs ultraviolet energy and affects temperatures in the stratosphere. When ozone is depleted, the stratosphere cools, and atmospheric circulation can change. Those effects do not turn ozone loss into the cause of surface warming. They are part of the climate response to ozone changes, while the dominant modern warming influence comes from greenhouse gases.
Are ozone-depleting chemicals also greenhouse gases?
Often, yes. Several ODS, including chlorofluorocarbons, are potent greenhouse gases as well as ozone-depleting chemicals. Their release therefore creates two different concerns: damage to stratospheric ozone and direct heat trapping.
The reverse is also important. A replacement can be safe for the ozone layer and still have a substantial global-warming effect. Hydrofluorocarbons (HFCs), for example, do not deplete ozone, but many are potent greenhouse gases. “Ozone-safe” is not the same as “climate-neutral.”
Ozone-depletion potential and global-warming potential are separate properties
A chemical’s ability to damage ozone and its ability to warm the climate do not correspond in a simple one-to-one way. Ozone-depletion potential depends on whether the substance reaches the stratosphere and how it releases or participates in reactive halogen chemistry. Global-warming impact depends on heat absorption, atmospheric lifetime and the amount emitted. A substance can score high on one concern, the other, both or neither.

No. NOAA’s 2022 Scientific Assessment of Ozone Depletion states: No, ozone depletion is not the principal cause of global climate change.
The same assessment says, The best estimate is that stratospheric ozone depletion has led to a small amount of surface cooling.
It concludes that The effect on global climate change from stratospheric ozone depletion is small compared to the warming from the greenhouse gases responsible for observed global climate change.
These statements distinguish two effects that are easy to mix up. The chemicals that depleted ozone can themselves trap heat, but that is a greenhouse-gas effect from the chemicals. Ozone depletion as an atmospheric change has a small net cooling influence at the surface in the assessment, not a warming influence large enough to explain the observed trend.
The Antarctic ozone hole also cannot account for a global, multidecadal rise in average surface temperature. It is a seasonal and geographically concentrated region of very low ozone. Its importance is enormous for ultraviolet exposure and atmospheric chemistry, but its climate contribution is small compared with the warming produced by accumulated greenhouse gases.
Why ozone depletion still matters greatly
“Not the main cause of warming” does not mean “unimportant.” Ozone protects people and ecosystems from damaging UV-B. When that protection weakens, exposure risks rise.
Human health
The US Environmental Protection Agency identifies skin cancer and cataracts among the health concerns associated with increased UV-B exposure. Sunburn is an obvious short-term sign of UV damage, but the larger public-health concern is cumulative exposure over a lifetime. Ozone protection reduces the amount of biologically harmful radiation that reaches the surface.
Ecosystems and chemical cycles
UV-B can affect plants, marine organisms and other parts of ecosystems. EPA also notes effects on biogeochemical cycles. These impacts can occur even though the change in global average temperature attributable to ozone depletion is small.

A carefully scoped estimate of prevented illness
EPA’s 2020 health-effects summary projects that full implementation of the Montreal Protocol would prevent approximately 443 million cases of skin cancer, 2.3 million skin-cancer deaths and 63 million cases of cataracts among people in the United States born during 1890–2100. Those figures are modeled benefits for a specified US birth cohort; they are not observed worldwide totals or a count of cases already prevented everywhere.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How international policy addresses both problems
The Montreal Protocol is an international agreement to control and phase out ozone-depleting substances. Its primary purpose is to protect the ozone layer by reducing emissions of chemicals that release chlorine or bromine in the stratosphere.

Because many controlled substances are also greenhouse gases, eliminating them produces climate benefits in addition to ozone benefits. This does not mean the treaty replaces broader climate policy. It means one chemical-control program can deliver progress on both atmospheric problems when the substances targeted have effects in both domains.
The Kigali Amendment and HFCs
Some substitutes for ODS do not damage ozone but can warm the climate. Adopted in 2016, the Kigali Amendment provides for a phase-down of covered HFCs. Its role is to address the climate impact of those replacement gases while the Montreal Protocol framework continues to protect the ozone layer.
The policy lesson is precise: ozone protection and climate mitigation overlap, but neither objective automatically delivers the other. A replacement must be evaluated for both ozone-depletion potential and global-warming impact.
Common misconceptions, corrected
“The ozone hole is a hole in the atmosphere.”
It is an area of extremely low ozone, mainly over Antarctica during a seasonal period. The atmosphere is still present above the region; the phrase describes a severe reduction in ozone concentration.

They are not. Ozone depletion concerns protective stratospheric ozone and ultraviolet shielding. Global warming concerns the accumulation of greenhouse gases and the resulting change in Earth’s energy balance.
Best Value
“If a chemical does not deplete ozone, it cannot warm the climate.”
False. HFCs demonstrate why the properties must be assessed separately: they do not deplete ozone but can be potent greenhouse gases.
“Because CFCs are greenhouse gases, ozone depletion caused global warming.”
This confuses a chemical’s direct greenhouse effect with the climate effect of ozone loss. CFCs can trap heat, but NOAA finds that stratospheric ozone depletion itself has made a small contribution to surface cooling compared with greenhouse-gas warming.
“All ozone is protective.”
The protective ozone discussed here is stratospheric ozone. Ozone near the ground is a different atmospheric context and can be an air pollutant. The same molecule can therefore have very different consequences depending on where it is found.

“Global warming means every location warms every year.”
Global warming is a long-term change in the average. Local temperatures fluctuate, and some regions or seasons can temporarily cool even while the global average rises. Short-term weather is not a test of whether the long-term warming trend exists.
A practical way to evaluate a claim
When a headline links the ozone layer to climate change, use this sequence:
- Identify the atmospheric layer. Is the claim about protective ozone in the stratosphere or ground-level ozone pollution?
- Identify the measured quantity. Is it ozone concentration, ultraviolet radiation, greenhouse-gas concentration or surface temperature?
- Name the mechanism. Ozone depletion involves reactive chlorine and bromine chemistry. Warming involves greenhouse gases changing outgoing heat.
- Check the geography and timing. A seasonal Antarctic ozone hole is not the same as a global, long-term temperature trend.
- Separate direct and indirect effects. An ODS can directly trap heat while also destroying ozone; those are different pathways.
- Check the policy target. Montreal Protocol controls address ODS, while Kigali addresses covered HFCs; broader greenhouse-gas reductions are still needed to limit warming.
The clearest way to explain the difference
Use this two-part explanation: Ozone depletion removes part of the stratosphere’s ultraviolet shield, mainly through chlorine- and bromine-driven chemistry. Global warming is the long-term heating caused primarily by human-added greenhouse gases that trap outgoing heat.
Then add the connection: Some chemicals involved in ozone depletion are also greenhouse gases, and some substitutes are greenhouse gases, so the problems overlap in chemical policy without being the same physical process.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe evidence-based verdict is therefore straightforward. Protecting the ozone layer is essential for reducing UV-B risks, and controlling ODS has climate co-benefits. But the principal driver of observed global warming is the accumulation of greenhouse gases, not stratospheric ozone depletion.
