If your personal Outlook.com or Hotmail account is locked, start with Microsoft’s Sign-in Helper and follow the instructions for the exact message on screen. Use a verification option already linked to the account if prompted. Work or school accounts follow a different route: contact your organization’s IT administrator.
First, identify the account and the message
“Locked” can describe several problems, and the screen’s wording matters. Outlook.com may temporarily block sign-in after unusual activity. Microsoft also describes accounts as locked when it has detected suspicious activity or a possible Terms of Use issue. A password problem or missing verification code may need a different recovery step.

Check whether the address is a personal Outlook.com or Hotmail account, or an account managed by work or school. For a managed account, contact the organization’s IT administrator or use its work or school password-reset process; Microsoft’s personal-account recovery form is not the right route. See Microsoft’s sign-in guidance.

If Microsoft explicitly says the account is locked
Follow the unlock or reinstatement instructions in the sign-in window. Microsoft’s guidance says to try signing in at account.microsoft.com. If the “Let’s prove you’re human” option is missing, the lock may relate to suspicious activity or a Terms of Use issue; follow the reinstatement link shown in the sign-in window, which begins with aka.ms/. Microsoft says an Online Safety support agent reviews that request. Ordinary customer support cannot simply bypass account security.
For Outlook.com temporary blocks, follow Microsoft’s unblock instructions. Use a verification method already linked to the account if the screen asks you to prove ownership.

When verification is the obstacle
Choose a linked phone, recovery email, or other method offered on screen. If a code does not arrive or you cannot access one method, try another linked option if available. Microsoft also advises trying another network and waiting rather than repeatedly requesting codes. Some temporary blocks may take up to one week to clear, according to Microsoft’s verification-code troubleshooting guidance.
Changing security information can trigger a 30-day wait. Treat that as a possible delay, not a guaranteed resolution time; Microsoft’s current prompts explain what applies to your account. Its guidance on recovery codes also describes a 30-day condition for certain password updates involving two-step verification.

When to use the account recovery form
If the Sign-in Helper directs you to account recovery and you cannot verify through the options offered, submit Microsoft’s recovery form. Prepare information that helps establish ownership before starting:
- A reachable email address where Microsoft can contact you.
- Accurate answers to as many account-specific questions as possible.
- For Outlook.com, names of contacts and exact subject lines from emails you sent.
- A device and location you have used with the account before, if available.
Microsoft says it emails the recovery-form result within 24 hours. If a request is unsuccessful, its guidance allows up to two attempts per day. These are Microsoft’s stated guidance windows, not a promise that every case will be resolved on that schedule. See help with the recovery form and what to do after an unsuccessful recovery attempt.

If you suspect someone else accessed the account
Before changing the password, Microsoft recommends scanning the PC for malware. Once you regain access, review connected accounts, email forwarding, and automatic replies for changes you did not make. Follow Microsoft’s compromised-account recovery guidance.

If the real problem is sending or receiving mail
A full Outlook.com mailbox or OneDrive storage can prevent sending or receiving email, but that alone does not prove the account is locked. If sign-in works and only mail delivery is failing, check storage and use Microsoft’s Outlook.com unblock guidance to distinguish a storage problem from an account restriction.
