OT management of change (MOC) and IT change management are related controls, not interchangeable names. MOC asks whether a proposed change could affect the safe operation of a covered process. IT change management—more specifically, configuration change control—asks what systems or settings will change, who must approve the work, and how security, integrity, service, and operational effects will be controlled. When an IT change touches operational technology (OT), use both lenses in one coordinated review.
The difference at a glance
OT and IT teams both use controlled proposals, technical review, authorization, implementation records, and follow-up. The decisive difference is the consequence being controlled. Process-safety MOC is centered on safe operation of a covered process. IT change management is centered on controlled system and configuration changes, with security and service impacts assessed according to the organization’s policy and risk framework.

| Question | OT process-safety MOC | IT change management or configuration change control |
|---|---|---|
| Primary question | Could this change affect safe operation of a covered process? | What system or configuration changes, who approves it, and what security or system impacts must be controlled? |
| Typical scope | In the US OSHA Process Safety Management (PSM) context: process chemicals, technology, equipment, procedures, and facilities affecting covered processes. Qualifying organizational or staffing changes can also matter. | System baselines and settings, including operating systems, applications, firewalls, routers, and mobile devices in the NIST SP 800-171 Rev. 3 configuration-control description. |
| Main risk lens | Process safety, worker health, environmental release, and safe operation during normal, abnormal, or emergency conditions. | Security, configuration integrity, availability, reliability, and service or operational effects defined by the organization’s governance. |
| Typical evidence | Written MOC procedure; evaluation of the proposed change and affected process information; training; and updates to process-safety information and operating procedures where appropriate. | Defined control scope; security-impact review; approval or rejection; an implementation record; test results; monitoring; and a post-change review. |
| People required | Personnel who understand process operations, hazards, safeguards, procedures, and the effects of the change. Employees involved in the process are trained under the OSHA PSM MOC provision. | System owners, engineers, administrators, security personnel, service owners, and—when a control system is affected—OT and process-safety specialists. |
| Timing and validation | Plan the work so the process remains safe, including during transition, abnormal states, and emergencies when relevant. | Plan, test, document, implement, monitor, and review the change while respecting OT performance, reliability, and safety constraints. |
This comparison combines the scope of OSHA’s PSM rule and interpretation with NIST’s configuration-control and OT guidance. It is not a universal legal checklist; sector rules, jurisdiction, covered-process status, contracts, and internal policy can change the required steps.

What OT management of change means
It is a process-safety control, not simply a ticket type
In the United States, the clearest regulatory use of MOC is OSHA’s Process Safety Management standard, 29 CFR 1910.119(l). Within that covered-process context, MOC addresses changes to process chemicals, technology, equipment, procedures, and facilities when the change could affect process safety. The rule contains a replacement-in-kind exception. A like-for-like replacement that remains within the existing design basis may therefore be treated differently from a change that alters capability, materials, control logic, operating limits, or safeguards.

“Management of change” is not one universal definition for every industry. A facility outside OSHA’s covered PSM scope may still adopt an MOC process as good engineering or governance practice, but the OSHA requirement should not be presented as a blanket rule for every OT modification.
Organizational and staffing changes can be relevant
OSHA’s March 31, 2009 interpretation memorandum explains that organizational, staffing, or policy changes can trigger MOC when they result in changes to the covered elements or otherwise affect safe operation. A new shift structure, loss of specialist coverage, changed maintenance responsibility, or revised operating policy deserves a safety review when it changes how the process is operated or protected. The memorandum is an enforcement interpretation, not a new regulation, and it does not create obligations beyond the standard itself.
What an MOC review must establish
A useful MOC record answers four practical questions:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- What is changing, why is it changing, and which process, equipment, procedure, facility, or chemical is affected?
- What hazards, safeguards, operating limits, and process-safety information could change?
- What training, procedure revisions, drawings, specifications, or other information must be completed before startup or return to service?
- Who authorized the change, what conditions apply, and how will the facility verify that the result is safe?
The work should be scheduled around the process state. A technically correct modification can be unsafe if it leaves a control loop unavailable during startup, disables an interlock while production continues, or creates an untested abnormal condition. MOC therefore covers the transition and commissioning period, not just the final configuration.
What IT change management and configuration change control mean
IT change management is the organizational umbrella
Organizations commonly use IT change management for planned modifications to applications, infrastructure, networks, cloud services, endpoints, identities, and supporting procedures. The workflow normally identifies the requester and owner, assesses impact and risk, obtains an approval appropriate to the risk, schedules implementation, records the result, and closes or rolls back the change. Some organizations use a change advisory board (CAB); a CAB is a governance choice, not a universal legal requirement.
NIST’s configuration-control description
NIST SP 800-171 Rev. 3 describes configuration change control for systems handling controlled unclassified information (CUI) in nonfederal systems. Its control description calls for defining controlled changes; reviewing and approving or disapproving proposed changes with security impacts considered; documenting approved implementation; and monitoring or reviewing change activity. Those requirements are scoped to that publication and should not be described as automatically applying to every IT organization.
In practice, an IT change record often includes the affected configuration item, baseline and target state, dependencies, implementation commands or procedures, test evidence, maintenance window, communications, rollback method, and verification results. Security review may examine authentication, access control, logging, vulnerability exposure, segmentation, encryption, and the possibility that a change weakens a protective control.

Why the IT lens alone is insufficient for OT
NIST defines OT broadly as programmable systems and devices that interact with the physical environment or manage devices that do so. Examples include industrial control systems, building automation, transportation systems, physical access control, and environmental monitoring or measurement systems. NIST describes these systems as devices that “detect or cause a direct change through the monitoring and/or control of devices, processes, and events.” A software update, firewall rule, account change, time-source adjustment, or controller configuration edit can therefore affect a physical process even when the work looks like routine IT administration.
Why an OT change can require both reviews
An OT asset has at least two relevant identities: it is an information system with configuration and security properties, and it is part of a physical function with performance, reliability, and safety constraints. Changing a historian server may alter alarm visibility; changing a firewall may interrupt a safety-related data path; changing controller logic may alter an interlock; changing a building-automation schedule may affect environmental conditions. The same proposal can consequently need security analysis, process-hazard analysis, operational testing, and controlled authorization.

Alignment does not mean that every IT ticket becomes an OSHA MOC. It means the organization should connect the records and reviewers so that an OT change cannot be approved solely because it passes an IT checklist while its physical-process consequences remain unknown.
When does an OT change need MOC?
Start with the legal and operational scope, then apply a documented screening decision. The following questions help route a proposal without pretending that one checklist determines every jurisdiction:
- Is the asset part of, or capable of affecting, an OSHA-covered process? If not, OSHA’s PSM MOC requirement may not apply, although another sector rule or internal standard may.
- Does the proposal alter process chemicals, technology, equipment, procedures, facilities, operating limits, safeguards, or the way people operate the process? If yes, treat it as a potential MOC and obtain the responsible process-safety determination.
- Is it genuinely replacement in kind? Confirm that the replacement preserves the existing design basis and does not change capacity, materials, control behavior, alarm or trip settings, communications dependencies, or maintenance assumptions.
- Could the work affect safe operation during installation, testing, startup, shutdown, abnormal operation, or an emergency? A temporary bypass or loss of monitoring can be safety-significant even if the final state is unchanged.
- Does it change staffing, competence, responsibility, or procedures? Route organizational and training effects to the MOC owner when they could affect safe operation.
- Does it alter cyber or configuration risk? Open an IT configuration-control review as well, documenting security impacts and the approved technical implementation.
The result should be a recorded decision: MOC required, MOC not required with the reason, or additional engineering review required before the decision can be made. Avoid a blanket rule that every OT change legally requires OSHA review; the covered-process and jurisdictional facts matter.

- Describe the proposed state change. Identify the asset, location, controller or server role, current baseline, target configuration, business reason, requester, owner, and planned maintenance window. Record temporary components such as jump hosts, test laptops, bypasses, or alternate communication paths.
- Map the physical and logical dependencies. List the process function, instruments, actuators, networks, safety systems, historians, alarm servers, remote-access paths, time sources, and upstream or downstream equipment that could be affected. Mark whether the asset monitors, controls, or merely reports a process.
- Screen for MOC and other safety review. The process owner or safety specialist determines whether the proposal changes a covered process element, operating procedure, safeguard, or staffing arrangement. Document the replacement-in-kind rationale when that exception is being considered.
- Assess security and configuration impacts. Examine authentication, privileges, segmentation, firewall rules, exposed services, malware defenses, logging, backups, removable media, and the possibility of configuration drift. Use the organization’s applicable IT control framework; NIST SP 800-171 Rev. 3 is specifically scoped to CUI in nonfederal systems.
- Define safe implementation and rollback. Specify pre-change backups, known-good configurations, offline copies, restoration authority, hold points, communication paths, and criteria for aborting. For OT, include process conditions under which work is prohibited and the person authorized to place the process in a safe state.
- Test in an environment that represents the process. Validate software compatibility, controller behavior, alarm and interlock response, communications, time synchronization, failover, performance, and recovery. Where a full replica is unavailable, document the limitation and use a staged or offline test with process-owner approval.
- Route approval to the people who understand both domains. Obtain the required process-safety or operations authorization and the IT or security approval. A CAB may coordinate scheduling, but it cannot substitute for technical authority over a covered process or safety function.
- Implement under controlled conditions. Record the actual start and finish times, personnel, commands or versions used, deviations, alarms, bypasses, and any unexpected behavior. Maintain a live communication channel with operations throughout the work.
- Verify the returned state. Confirm process variables, alarms, trips, permissives, communications, access controls, logs, backups, and monitoring. Have operations accept the process state, not just the system administrator who executed the change.
- Close the records and update knowledge. Attach test and verification evidence, resolve deviations, update drawings, asset inventories, configuration baselines, operating procedures, maintenance instructions, training, and process-safety information where appropriate. Record lessons and any follow-up work as separate controlled changes.
Examples that show the distinction
Firewall rule change between an engineering workstation and a controller network
IT change control should identify the rule, source, destination, ports, duration, owner, logging, and rollback. OT review must determine whether the rule interrupts control, alarms, remote diagnostics, or a safety-related communication path. If the affected path supports a covered process or its safeguards, the proposal may also require MOC or another process-safety review. A successful ping test alone does not demonstrate safe process behavior.
Controller firmware upgrade
The IT record should capture firmware provenance, vulnerabilities addressed, compatibility, backup, and recovery. OT and process-safety reviewers should evaluate scan-time changes, I/O behavior, alarm and trip handling, startup state, vendor-specific prerequisites, and the conditions under which the process can be taken offline. The upgrade is not automatically replacement in kind merely because the controller model remains the same.
Like-for-like instrument replacement
A replacement that exactly preserves the approved design may qualify for the OSHA replacement-in-kind exception, but the organization still needs a controlled maintenance record, identity and calibration checks, proof that the correct range and materials were installed, and verification that alarms and interlocks operate. Any change in range, materials, firmware, communications, location, or function should be screened again.
Change to staffing or operating procedure
Moving responsibility to a different shift, removing specialist coverage, or changing a response procedure can affect safe operation without changing a line of code. Review competence, training, workload, escalation, emergency response, and the process information operators use. If the change affects a covered process, route it through the applicable MOC procedure.
Records, roles, and evidence to retain
A durable record lets a later reviewer reconstruct what was approved, what actually happened, and why the process was considered safe. At minimum, define ownership for these artifacts:
- Change description and scope: asset identifiers, baseline, target state, dependencies, reason, and affected process function.
- Impact assessments: process-safety hazards, cybersecurity effects, reliability and availability, service impact, environmental or regulatory consequences, and temporary conditions.
- Authorization: named technical owner, operations or process owner, safety authority where applicable, security reviewer, approval date, conditions, and expiration for temporary changes.
- Implementation and rollback: step sequence, backups, commands or versions, hold points, communications, abort criteria, and restoration evidence.
- Validation: test plans, measured results, alarm and interlock checks, access and logging checks, operator acceptance, exceptions, and unresolved risks.
- Knowledge updates: drawings, network and asset inventories, configuration baselines, procedures, training, maintenance plans, and process-safety information.
Define retention, access, and review rules in the organization’s governance system. The exact retention period is not established by the comparison here and depends on applicable law, contracts, policy, and the system’s risk.

Common failure modes and how to correct them
Calling every OT change “IT-only”
Why it fails: The ticket may omit process hazards, transition states, or operator acceptance.
Correction: Add an OT/process-impact screening question at intake and require a process owner when the asset monitors or controls a physical function.

Why it fails: OSHA’s requirement is tied to its covered PSM context, and the replacement-in-kind exception and jurisdictional limits matter.
Correction: Record the covered-process determination and the reason for the MOC decision instead of applying a universal label.
Using a CAB as a substitute for subject-matter review
Why it fails: A scheduling committee may not understand interlocks, operating limits, chemical hazards, or control-system failure modes.
Correction: Give approval authority to the people accountable for process safety, operations, system engineering, and security; use the CAB only where it adds governance value.

Why it fails: Connectivity and service checks do not prove that alarms, trips, failover, timing, or physical responses remain correct.

Correction: Define functional, safety, security, and recovery tests before implementation, with explicit acceptance criteria and an operator who can reject the returned state.
Forgetting temporary states
Why it fails: Bypasses, disabled monitoring, temporary accounts, and alternate routing can persist after the main work is complete.
Correction: Give each temporary condition an owner, expiry, compensating control, restoration step, and verification record.
Closing the ticket without updating documents
Why it fails: Operators and maintainers then rely on obsolete diagrams, procedures, inventories, or training.
Correction: Make document and training updates closure conditions, not optional follow-up notes.
Which guidance is current, and what it does not prove
NIST SP 800-82 Rev. 3, published in 2023, is the established OT security and configuration-change guidance cited here. NIST SP 800-171 Rev. 3 was published in 2024 and describes configuration change control for systems processing CUI in nonfederal environments. As of September 21, 2026, NIST identifies SP 800-82 Rev. 4 as an initial public draft. A draft is not a final replacement, so organizations should use the final Rev. 3 guidance unless they deliberately evaluate and label the draft’s status.
OSHA’s MOC language comes from 29 CFR 1910.119(l). The March 31, 2009 OSHA interpretation memorandum can clarify how the agency viewed organizational or staffing changes, but interpretation letters do not create additional employer obligations. For a compliance decision, consult the current regulation, the facts of the covered process, and jurisdiction-specific requirements.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsNeither NIST’s technical guidance nor OSHA’s PSM provision establishes one universal workflow, one mandatory CAB, or one software product. The right control depth depends on the process, hazard, architecture, consequence, sector, jurisdiction, and organizational policy.
Practical decision rule
If a proposed change can alter what a physical process does, how safely it does it, or how people detect and respond to an unsafe condition, do not approve it through an IT-only path. Run the configuration and security review, involve the OT and process-safety owners, document the MOC determination, test the physical function, and update the operating knowledge needed to keep the process safe. For changes with no covered-process or physical consequence, ordinary IT change control may be sufficient under the organization’s applicable policy.
