Facebook is the only usable choice between these two for a private community that must operate now. Orkut was officially shut down on September 30, 2014. Its remaining Community Archive lets people view some public discussions, but it is not a functioning network and does not provide a place to run a private group. Facebook Groups still offer a private visibility setting, although that setting is a control over who can see group content—not a guarantee of confidentiality or permanence.
The practical decision is therefore not a live feature contest. It is whether Facebook’s current privacy controls, governance rules and changing chat products are acceptable for your community, or whether you should evaluate a different host separately.

The comparison in one glance
| Question | Orkut | Facebook Groups |
|---|---|---|
| Can a new community operate there? | No. Google officially shut Orkut down on September 30, 2014. | Yes. Groups remain an active Facebook product. |
| Can members use a private-group visibility setting? | No functioning Orkut network exists to provide one. | Yes. In a private group, members can see the other members and group posts; people outside the group cannot see those items under the basic private-group definition. |
| What remains from the old service? | Google says public community discussions can be viewed in the Community Archive. Items associated with an Orkut profile can no longer be saved. | Content remains inside the group under its current settings, subject to administrator decisions and Facebook product changes. |
| What is happening to built-in group chat? | There is no live Orkut chat service. | Facebook says Community Chats are being retired and directs users to download messages before permanent deletion; it suggests a separate Messenger Community for a main chat, announcements and events. |
That table answers the headline question, but a responsible organizer still needs to understand what “private” means on Facebook, what changes can do to old posts, and how to plan for the loss of Community Chats.
Can you still use Orkut?
No. Google’s Orkut Help states: “Orkut was officially shut down on September 30, 2014, but you can view public community discussions in the Community Archive.” The archive is a historical viewing facility, not a replacement social network. It does not let an organizer create a current private community, approve members, publish new group discussions or run events.

The distinction between public discussions and profile material matters if you are trying to recover an old community. Google says public community discussions remain viewable in the archive, while items associated with an Orkut profile can no longer be saved. An archived discussion may therefore be useful as a record, but it should not be treated as a complete export of every member’s history.
What an Orkut archive can and cannot do
- Can do: let visitors view public community discussions that Google preserved.
- Cannot do: host a new private group, accept new posts, provide active membership management or restore profile-associated items for saving.
- Planning implication: if an old Orkut community still has a following, its members must deliberately establish a new home elsewhere. The archive itself is not that home.
Do not promise members that an archive is private. The published description specifically concerns public community discussions, so the archive should be treated as publicly viewable historical material.
How Facebook’s private-group setting works
Meta’s explanation of Facebook’s privacy labels, published in 2019, draws a clear line between public and private groups. In a public group, anyone can see the members and everything shared. In a private group, only members can see the other members and the posts. Jordan Davis, Facebook’s product manager for Groups, summarized the rule this way: “With private groups, only members can see who else is in the group and what they’ve posted.”
For a community organizer, that gives Facebook the minimum visibility model needed for a private discussion space: membership and posts are not displayed to the general public under the private setting. It does not answer every privacy question. A member can still copy, quote, photograph or otherwise redistribute information they can see, and the platform can change its products and controls. The private label should therefore be explained to members as an audience setting, not as a promise that information can never leave the group.

What the private label establishes
- People outside the group do not receive the public-group view of the member list and posts described by Meta.
- Members can see who else belongs to the group and what members have posted, subject to the current product rules.
- Administrators must still manage who is admitted and how the group is governed; the privacy label does not replace moderation or membership decisions.
What the private label does not establish
- It does not make a post confidential once an approved member can read it.
- It does not guarantee that Facebook will keep the same controls forever.
- It does not tell you how a future privacy conversion will affect old material; that requires checking the current conversion notice and settings.
- It does not make Facebook a universal best choice for every community. It is simply the viable option in this two-service comparison.
What happens if a private Facebook Group becomes public?
Meta announced in November 2025 that administrators can convert a private group to public. The announcement describes a specific treatment for existing material: previous posts, comments and interactions remain visible only to administrators, moderators and people who were already members. The member list remains visible only to administrators and moderators.
That treatment is different from instantly exposing every historical post to the entire internet, but it still represents a major change in audience and control. Existing members may have joined on the understanding that discussions were private, while new public activity would be discoverable by anyone. The announcement also means that the exact controls shown in your group matter; do not rely on a remembered screenshot or an older help article.
Governance checks before any privacy change
- Read the current conversion explanation in the group. Confirm who will be able to see earlier posts, comments, interactions and the member list after the change.
- Record the decision. Tell members why a change is being considered, what audience will apply to new posts and what the platform says about older material.
- Give members a way to raise concerns. A member may need to remove sensitive information, leave the group or ask for a different space before the change takes effect.
- Review moderation roles. Confirm which administrators and moderators can alter privacy settings and who is responsible for communicating the result.
- Recheck after the change. View the group as a non-member where Facebook allows and confirm that the audience shown in the interface matches the policy you announced.
The key risk is not only accidental exposure. A change can also damage trust if members discover it after the fact. Treat privacy as a governance decision that requires notice and documentation, not as a casual settings adjustment.

A continuity plan for chat-dependent groups
- Open the retirement notice from the affected group. Note the date Facebook displays for your community and whether the download option is available to each administrator.
- Download messages before deletion. Store the file in a controlled location, restrict access to people who were entitled to see the conversation and tell members what has been preserved.
- Separate records from live conversation. An archive is not a replacement for an active chat. Decide which information belongs in a reference file and which needs to be reposted in the new conversation space.
- Evaluate the suggested Messenger Community. Facebook presents it as an option for a main chat, announcements and events. Check the current audience and moderation controls in your account before moving sensitive discussions.
- Notify members before the switch. Provide the new location, the final date for the old chat and a clear explanation of what will and will not carry over.
Do not assume that downloading messages preserves every context, permission or attachment exactly as members experienced it. The documented promise is the ability to download messages before permanent deletion; it is not a guarantee of a complete, portable reconstruction of the original chat.
What Meta’s moderation statistics do—and do not—tell you
Meta reported that in 2020 it removed about 12 million pieces of content in groups for violating its hate-speech policies and found 87% of that content proactively. Those are Meta’s own figures about its enforcement activity in that year. They are not an independent measurement of privacy, nor do they predict the safety or responsiveness of a particular group.
The figures can still inform an organizer’s expectations. Facebook operates automated and human enforcement at platform scale, and some policy-violating material may be detected before members report it. However, a private group can still experience harassment, scams, personal-data exposure or disagreements that do not meet a platform policy threshold. Your own rules, moderator coverage and escalation process remain necessary.
Questions to answer before launching
- Who can remove posts, comments or members when your community rules are broken?
- How will moderators handle a report involving personal information or a credible safety concern?
- Where will you keep a record of important decisions and rule changes?
- How quickly can members reach a human moderator rather than relying only on a platform report flow?
- What is the plan if Facebook changes the group’s privacy, chat or moderation tools?
How to decide whether Facebook is suitable for your community
Because Orkut is discontinued, the decision is an acceptance test for Facebook rather than a scorecard between two active products. Use the following sequence before inviting members.

1. Define the audience you are protecting
Write down whether the group concerns a hobby, workplace, school, health matter, support network or another subject. The more sensitive the subject, the less reasonable it is to treat a private-group label as the sole safeguard. Explain to prospective members that approved participants can see posts and membership, and that they should avoid sharing information they cannot risk being redistributed.
2. Verify the current visibility controls
Open the group’s current settings and read the privacy and audience descriptions shown there. Confirm who can discover the group, who can see the member list and who can read posts. Product labels and paths can change, so use the wording Facebook displays for your account rather than relying on an old guide. Save a dated copy of the policy you communicate to members.
3. Establish membership and moderator responsibility
The available evidence here does not establish a specific current approval workflow, so do not promise a particular button or screening sequence. Instead, identify the people who will review membership requests, remove accounts when necessary and answer privacy questions. Publish criteria for admission and removal in plain language.

4. Plan for settings changes
Limit the number of people who can alter group settings, record every proposed change and require a member notice before a private-to-public conversion. Include a fallback plan for moving discussions if Facebook retires a feature or changes the audience model.
Best Value
5. Separate discussion, announcements and records
Do not let a single chat thread become the only copy of your community’s important information. Keep durable rules and event details in a place members can find, and treat any downloaded chat file as a restricted record. If you adopt the Messenger Community option suggested by Facebook, verify its current audience before using it for sensitive material.
6. Test with a small founding group
Invite a few trusted members first. Ask one person to inspect the group as a member and another to check what a non-member can see, using only the viewing options Facebook currently provides. Confirm that the displayed audience matches your written policy before expanding invitations.
Choosing between the two in common situations
| Situation | Practical answer | Reason |
|---|---|---|
| You need to start a private community today. | Use a Facebook private Group if its current controls meet your requirements. | Orkut was shut down in 2014 and cannot host a live community. |
| You want to preserve an old Orkut discussion. | Use the Community Archive as a historical reference, then create a new community elsewhere. | Google says public discussions remain viewable, but the archive is not an active private network. |
| Your group relies on Community Chats. | Download messages before the deletion date shown by Facebook and plan a replacement conversation space. | Facebook says Community Chats are being retired. |
| Your members require strict confidentiality. | Do not treat a Facebook private label as sufficient by itself; assess a service designed for your threat model separately. | Private controls limit the described audience but cannot prevent an approved member from redistributing what they see. |
| You are considering making the group public. | Pause and document the effects on old posts, comments, interactions and membership visibility before converting. | Meta’s 2025 announcement gives existing members and moderators a different visibility treatment from the general public. |
Migration notes for former Orkut communities
A former Orkut organizer should treat migration as a fresh consent and governance exercise. Start with the archive only to identify publicly viewable themes or contacts that can be reached legitimately. Do not assume that an archived name, post or profile item gives permission to add someone to a new group.
A careful handoff sequence
- Tell former participants that Orkut is discontinued and that the archive is only a historical viewing location.
- Invite people to opt in to the new community rather than transferring a presumed membership.
- Explain the new host’s audience setting, including who can see members and posts.
- Recreate only the rules and reference material that members still need; do not copy sensitive historical material by default.
- Set a review date for privacy settings, moderator access and chat continuity.
This approach avoids presenting an old public archive as if it were a private database and gives members a clear choice about participating in the new space.
Limits you should state to members
A concise member notice can prevent the most common misunderstanding: “This is a Facebook private group. Members can see the member list and posts. Please do not share information here that you cannot risk an approved member repeating elsewhere. Administrators will announce any proposed privacy or chat change before it happens.” Adapt the wording to your rules and the settings Facebook currently shows.
Also tell members that platform features can change. The retirement of Community Chats demonstrates why a group should keep a current contact list, preserve essential announcements outside a single chat and maintain a plan for moving if the available controls no longer fit the community.
Final assessment
For the exact choice between Orkut and Facebook, Facebook wins by availability: it is the only one that can host an operating private community today. Its private-group setting gives members-only visibility for the member list and posts as described by Meta, but organizers must still manage trust, moderation and the possibility of product changes. Orkut’s archive can preserve a glimpse of public history; it cannot replace a live private network.
