It was a technical experiment with simple graphics and zoom controls, not a nearly complete version of the 1997 game. Between that test and release, the team restarted Race and Chase around a more capable engine, developed a mission system built around phoneboxes, refined driving that had been seriously unstable, expanded the world design, and reworked the graphics and performance pipeline.
The comparison has an important limit: no complete, build-by-build changelog survives for one prototype and every final version. The strongest evidence is the preserved 1995 prototype description plus later recollections from the developers. Those sources show the direction and scale of the change without proving every small difference in every platform build.

The February 2, 1995 proof of concept
Hidden Palace preserves a build dated February 2, 1995 and identifies it as a small top-down proof of concept. Its readme is attributed to DMA Design programmer Mike Dailly. The demonstration used basic graphics, a top-down view and zoom controls to test whether the team’s new rendering approach could support the project.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThat date matters because the word “demo” can make the build sound like a preview of a finished game. It was closer to an engineering demonstrator: a way to show the camera, map rendering and underlying engine before the mission game had been designed. It did not contain a finished version of Liberty City, a complete campaign or the final balance of driving and police play.

Later promotional demos are different artifacts
The same archive lists demo builds from late 1997. Those promotional versions belong to the period immediately around release and should not be treated as the 1995 prototype. If a video or download is labeled simply “the GTA demo,” check its date and archive description before comparing it with the finished game.
How it relates to Race and Chase
Dailly’s notes explain that he showed the early demo to Keith, David Ozbourn and Dave Jones. The team then decided to restart Race and Chase using the new engine. In his wording, the engine offered “far more freedom, and ‘true’ perspective.” He also qualified that description: the perspective calculation was performed for each block rather than for each line. The restart is the clearest documented turning point between the small technical test and the game that eventually shipped as Grand Theft Auto.
Prototype and release game at a glance
| Comparison point | February 1995 prototype | Released game and late development |
|---|---|---|
| Primary purpose | Proof that the new top-down city-rendering approach and camera controls worked. | A commercial, mission-driven open-city game built after the project restarted around that engine. |
| Camera and rendering | Top-down presentation with basic graphics and zoom controls. | A more capable perspective system; Dailly described it as “true” perspective calculated per block. |
| Mission structure | No evidence in the preserved description that it contained the final phonebox mission framework. | Phoneboxes became mission pick-up points, a change Paul Farley said made play “much more free and open.” |
| Driving | An early driving demonstration rather than a polished vehicle system. | Driving and car handling were developed through major stability problems and tuning work. |
| World design | Not evidence of three completed cities. | The team designed three cities drawing on the essence of Manhattan, San Francisco and Miami; these became Liberty City, San Andreas and Vice City. |
| Graphics and performance | Basic prototype presentation. | A later 24-bit graphics change, a multi-palette system, a retained 3dfx version and Pentium optimization were part of Dailly’s retrospective account. |
The table distinguishes documented prototype characteristics from recollections about development. It is not a claim that every feature appeared in one identifiable intermediate build.

From a visual test to a usable city engine
The prototype’s achievement was showing a city from above while allowing the player to zoom. That is a rendering and control milestone, not a complete game loop. Once the team adopted the engine for Race and Chase, the same basic viewpoint could support a larger, more interactive space.
Dailly’s phrase “true” perspective should be read precisely. His notes say the calculation was made per block, not per line. That approach gave the team more freedom than the earlier experiments, but it does not mean the game used a modern fully three-dimensional camera. The released game remained a top-down, sprite-based experience whose sense of depth came from perspective treatment, map construction and moving vehicles.

Why the restart mattered
Restarting around the new engine changed what the designers could attempt. A proof of concept can demonstrate that a road grid renders; a game must keep that grid responsive while vehicles move, missions trigger, collisions occur and the player can roam. The restart created room for those systems to be designed together instead of bolting them onto a narrow demonstration.
How missions made the game more open
Phoneboxes replaced a purely test-oriented experience
Designer Paul Farley recalled the crucial design idea this way: “Then we had the idea of allowing the player to pick up missions by visiting phoneboxes, and it became much more free and open.” The significance is structural. A phonebox is placed in the city rather than presented as a mandatory menu or a single linear starting point. The player can travel, find one and decide whether to accept the work.

Missions became objects in the world. The city was no longer only scenery around a driving test; it became the interface through which the player selected activities.
What the prototype does not prove
The preserved 1995 description does not establish that phonebox missions, the final mission chains or the finished criminal progression were already present. It is safer to describe those as later design developments remembered by Farley than to project them backward into the prototype.
Freedom did not mean an absence of structure
“Open” in Farley’s account refers to how missions were encountered, not to a world without rules. The finished design still relied on authored objectives and routes. The important change was that the player could move through the city and choose when to engage with mission content, instead of remaining inside a tightly scripted technology test.

How the city concept expanded
Farley said the team designed three cities from the essence of Manhattan, San Francisco and Miami. Those inspirations became Liberty City, San Andreas and Vice City. This is a retrospective design account, so it should not be interpreted as evidence that the February 1995 prototype already contained three complete maps or that each later city existed in final form at the same time.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The statement does explain the scale of the ambition after the restart. The project moved from proving that a top-down city could be rendered to building distinct urban identities. Different visual references gave the designers a way to vary street layouts, districts and atmosphere while keeping the same underlying engine and viewpoint.
Why the driving changed so much
The early build was not stable
Dailly described the early driving demo in blunt terms: “it was still bug-ridden and the demo was always crashing.” Gary Penn’s interview account, reported by GameSpot, likewise identifies crashes and poor car handling as major development problems. These comments establish that vehicle behavior and stability were central engineering issues, not minor polish tasks.
A driving proof of concept can show a car moving through a map; a shippable game must cope with repeated collisions, changes of direction, traffic, mission triggers and long play sessions. Crashes interrupt all of those systems. Poor handling also changes the entire experience because every mission depends on the player being able to control a vehicle reliably.
What can and cannot be measured
The interviews confirm that the problems were addressed during development in broad terms, but they do not provide a build-by-build list of fixes, a dated physics rewrite or numerical handling tests. There is therefore no defensible percentage improvement in turning, acceleration or crash frequency to report. The safe conclusion is qualitative: the released game represented substantial stabilization and tuning beyond the early driving demonstration.

Graphics and performance work added production time
The 24-bit change
Dailly’s retrospective notes describe a later move to a 24-bit graphics mode. He says the change required the graphics to be redone and a multi-palette system to be added, extending development by “almost a year.” That is his own recollection of the schedule, not an independently audited production record, so the phrase should not be converted into an exact number of months.
The technical consequence was significant. Reworking art for a new color mode affects every environment, vehicle and character asset. A palette system also changes how colors are organized and reused. Those are pipeline changes, not a single switch in an options menu, which helps explain why the work could consume a large portion of development.
3dfx support and Pentium optimization
Dailly also wrote that a 3dfx version was retained and added to the final release, and that the final code was optimized for Pentium processors. These details describe how the team adapted the game to contemporary PC hardware. They do not mean that every player received identical graphics or performance: hardware configuration and the particular regional or platform build still mattered.
The combination of a new perspective engine, redone 24-bit artwork, palette work and processor optimization shows that the finished presentation was the result of continuing technical changes. The prototype’s basic graphics were a starting point, not a visual target that remained unchanged until launch.
When did the finished game actually arrive?
The archive lists separate final-build and release milestones for Europe and the United States. Treating one date as the universal launch date hides those regional differences.

| Milestone | Date listed by the archive | How to interpret it |
|---|---|---|
| European final build | October 16, 1997 | A dated final-build milestone for the European version. |
| European release | November 28, 1997 | The European release date listed for the game. |
| US final build | February 9, 1998 | A dated final-build milestone for the US version. |
| US release | March 24, 1998 | The US release date listed for the game. |
These dates are archival milestones, not proof that every later port, reissue or regional edition had the same code. When someone asks about “the finished game,” specify whether the comparison is with the European PC release, the US PC release or another version.
What the evidence does not let us claim
- It does not provide a complete feature checklist for one February 1995 build versus every final platform version.
- It does not show that the prototype already contained all three finished cities.
- It does not supply exact dates for each vehicle-handling fix or a numerical measure of stability.
- It does not establish that a particular late-1997 promotional demo is identical to the February 1995 proof of concept.
- It does not support a universal release date that erases the European and US milestones.
Those limits make the comparison more accurate, not less useful. The surviving material is strong enough to identify the major design and engineering shifts, while a claim-by-claim changelog would require development builds that are not documented here.
How to examine the prototype without confusing it with the final game
- Verify the archive label and date. Look for the February 2, 1995 prototype description if you want the early proof of concept. A late-1997 item is a different demo category.
- Separate engine behavior from game content. Zooming, map rendering and the top-down view demonstrate technology; they do not prove the presence of final missions, cities or progression.
- Compare the design loop. Ask whether the build lets the player choose activities through the city. Phonebox mission pick-ups are the remembered change associated with the later, more open structure.
- Watch vehicle behavior as a development clue. Crashes and awkward handling belong to the problems developers recalled from early driving work, not to a formal performance benchmark.
- Identify the target release. Use the European or US build dates when discussing the finished PC game, and avoid treating another port as interchangeable without evidence.
A concise timeline of the transformation
- February 2, 1995: A small top-down proof of concept demonstrates basic graphics and zoom controls.
- After the demonstration: Dailly’s new engine leads the team to restart Race and Chase, with more freedom and block-based perspective calculations.
- During design: Phonebox mission pick-ups turn the city into a more open way to discover objectives.
- During production: Driving remains unstable and difficult to handle until the team works through crashes and vehicle problems.
- Later production: The project undergoes 24-bit graphics work, multi-palette development, 3dfx support and Pentium optimization, according to Dailly’s retrospective notes.
- October 1997 to March 1998: European and US final-build and release milestones mark the transition from development project to shipped PC game.
Why the difference matters
The prototype and the finished game answer different questions. The prototype asks whether a top-down city can be rendered and navigated. The released game asks what a player can do with that city over time: drive, accept missions, recover from mistakes and choose where to go next. The distance between those questions is where most of Grand Theft Auto’s identity was created.
That is why calling the 1995 artifact an early version of the final game is technically true but misleading. It supplied an engine and a visual direction. The open mission structure, larger city concept, reliable vehicle play and production-ready graphics were developed afterward. The surviving record supports a story of reinvention around a promising technical foundation, rather than a nearly finished game slowly receiving cosmetic upgrades.
