Oregon Unemployment Eligibility Requirements and Benefit Duration (2026)

Oregon unemployment eligibility has two separate tests. First, your covered wages or hours must establish a valid monetary claim. Then, every week you request payment must meet Oregon Employment Department (OED) rules for unemployment, ability to work, availability, active work search, and accurate reporting. A regular claim lasts for a 52-week benefit year and can pay up to 26 times your weekly benefit amount (WBA), although funds can run out sooner. One waiting week is required and is unpaid.

The published 2026 WBA range is $211 to $902, calculated from 1.25% of base-year gross earnings. The figures below reflect OED information available for 2026; limits and procedures can change, so read every notice in Frances Online and check OED’s current guidance.

What Oregon unemployment insurance covers

Oregon unemployment insurance provides money to people who have lost their jobs or had their hours reduced through no fault of their own, according to the Oregon Employment Department’s program page. Eligibility is not based solely on being out of work. OED first checks whether your past work created a financially valid claim, then checks whether you satisfy the rules for each week you claim.

Those two decisions are independent. You can pass the wage test but lose payment for a particular week if you were unavailable, did not seek work, or failed to report earnings. Conversely, meeting weekly conditions cannot create a claim when your base-year work does not meet the monetary test.

Stage one: establish a valid monetary claim

Choose the correct base year

OED normally measures wages in the “regular base year”: the first four of the last five completed calendar quarters when you file. OED automatically checks an alternate base year if the regular period does not qualify. The alternate is the four most recently completed calendar quarters. You do not need to calculate these quarters yourself; provide a complete work history and OED applies the appropriate period. Definitions are in OED’s glossary.

Meet one of Oregon’s two earnings tests

OED generally finds a valid claim when either of these tests is met:

Test Requirement What it means
Wage-and-quarter test At least $1,000 in subject wages during the base year, and total base-year wages of at least 1.5 times the highest quarter’s wages Your total earnings must be large enough compared with your strongest quarter, not merely reach $1,000.
Hour-and-wage test At least 500 hours worked during the base year and some subject wages This alternative can help when the wage pattern does not satisfy the first test, but you still need covered wages.

“Subject wages” are wages from work covered by Oregon’s unemployment insurance system. Self-employment income or other noncovered work may not count the same way. If an employer’s wage report is missing or incorrect, respond promptly to OED requests and retain pay records.

Understand how OED calculates your weekly benefit amount

Your WBA equals 1.25% of total gross earnings in the base year. For example, $40,000 in qualifying base-year wages produces a mathematical result of $500 per week before Oregon’s limits are applied. That is an illustration of the formula, not a guarantee of a particular claimant’s award.

OED’s 2026 glossary and handbook list a $211 minimum and $902 maximum weekly benefit amount, effective as published on June 28, 2026. These are Oregon Employment Department figures for 2026 and are subject to future updates. The OED handbook contains the current benefit calculation information.

Stage two: qualify for every week you claim

After OED establishes the claim, you must file a weekly claim for each week for which you want payment. Weekly eligibility is a separate checklist:

  • You are unemployed or underemployed under OED rules. OED generally treats you as unemployed when you work fewer than 40 hours and earn less than your WBA, but the exact week still must be reported and reviewed.
  • You are able to work. A physical or mental condition, transportation problem, or other restriction that prevents work can affect eligibility.
  • You are available for work. You must be ready and willing to accept suitable work and not place unreasonable limits on when or where you can work.
  • You are actively seeking work. Keep a contemporaneous record of employer contacts, applications, interviews, referrals, and other activities that satisfy OED’s instructions. The department can ask for proof.
  • You report work and earnings accurately. Report every hour worked and the gross earnings attributable to the week, even if you have not been paid yet. Do not assume a small paycheck is irrelevant.

OED’s questions and filing guidance explain the weekly standards at unemployment.oregon.gov/questions and unemployment.oregon.gov/file-a-claim. A week can be denied or placed on hold while OED investigates a separation, refusal of work, availability issue, or unreported earnings.

How long Oregon benefits last

The 52-week benefit year

A regular Oregon claim has a 52-week benefit year beginning when the claim is established. During that year, regular benefits may total up to 26 times your WBA. The payable duration is controlled by the claim’s maximum benefit amount and weekly rate, so “up to 26 times” is a ceiling rather than a promise that every claimant receives 26 full weeks.

For instance, a $500 WBA would have a theoretical 26-times amount of $13,000. Actual weeks can be fewer if the claim’s maximum amount is reached, a week is ineligible, or earnings reduce a payment. Once the balance is exhausted, you generally cannot start a new Oregon claim until the existing benefit year ends, even if weeks remain in that 52-week period. OED describes this rule in its glossary and questions page.

The unpaid waiting week

Oregon requires one waiting week on each claim. You must file for the week after submitting the initial application, but OED does not pay that week. Continue filing weekly claims while the initial claim is being reviewed; stopping can create gaps and may prevent payment for later eligible weeks. The waiting-week instructions are at unemployment.oregon.gov/weekly-claims.

Submit the initial claim

  1. Open OED’s Frances Online initial-claim page and choose the initial unemployment claim process.
  2. Enter identity, contact, employment, and separation information exactly as requested.
  3. Review the wage and employer details before submitting. Save the confirmation number or a copy of the submission.
  4. Watch Frances Online and your mail for requests, fact-finding questionnaires, determinations, and deadlines.
  5. File the required weekly claim even while OED is deciding whether the initial claim is monetarily valid.

Complete employment-service requirements

Most claimants must register for employment services through iMatchSkills and complete a WorkSource Oregon reemployment orientation. OED’s main site and its after-I-file guidance explain who must complete these steps and how to document them. A missed registration, orientation, questionnaire, or deadline can stop payments until the issue is resolved.

What to do each week

  1. Track all work, gross earnings, job-search contacts, interviews, referrals, and schedule changes during the week.
  2. Confirm that you remained able and available for work and note any restriction, travel, illness, schooling, or refusal of work that could affect the answers.
  3. File the weekly claim through the channel OED specifies, answering every question truthfully.
  4. Report hours and earnings for the week they were worked, not merely when the paycheck arrived.
  5. Read new Frances Online messages and mailed notices immediately. Complete any fact-finding response by the stated deadline.

If you work part time, do not stop filing automatically. OED generally considers a person unemployed when they work under 40 hours and earn less than the WBA, but the department still needs the exact hours and gross earnings to calculate that week. A week with earnings at or above the WBA may produce no payment even though the claim remains open.

Regular claims versus the 2026 strike provision

Most applicants use the regular monetary and weekly tests described above. Oregon also has a narrowly defined strike provision for strikes that begin on or after January 4, 2026. Under Oregon’s 2026 tax schedule III, eligible striking workers may receive benefits for up to 10 weeks, subject to separate able-to-work, available-for-work, and active-work-search requirements. The rule does not automatically cover every labor dispute or every worker affected by a strike.

Who it addresses Workers who meet the normal monetary test and weekly conditions Eligible striking workers under the special rule

Read OED’s strike-benefit guidance and the state’s eligibility-factors page before relying on this exception. The strike rule has its own fact pattern and should not be used to assume regular eligibility.

Common reasons a claim is delayed or denied

Waiting for the initial decision

OED may need employer information, identity verification, or a separation interview. Keep filing weekly claims during the review so eligible weeks are preserved. Do not treat silence as approval or denial; check Frances Online and your mail.

Missing a work-search or orientation requirement

Failure to register in iMatchSkills, complete the WorkSource Oregon orientation, or maintain work-search records can interrupt benefits. Complete the task as soon as possible and follow the notice’s instructions for reopening or explaining the issue.

Underreporting work

Report all hours and gross earnings, including temporary, part-time, or short assignments. Underreported earnings can create overpayments, a new eligibility review, or penalties. If you discover an error, correct it through the method OED provides rather than waiting for an audit.

Missing a notice deadline

Determinations and questionnaires have response dates. A missed deadline can result in a denial becoming effective before OED hears your explanation. Save copies of submissions and confirmation screens.

Assuming exhaustion creates a new claim

Reaching a zero balance does not normally permit an immediate new Oregon claim. You generally must wait until the current 52-week benefit year ends, then requalify under the wages and hours in the new base-year calculation.

A practical eligibility checklist

  • Have you earned at least $1,000 in subject wages and 1.5 times your highest-quarter wages, or worked at least 500 hours plus some subject wages, in the applicable base year?
  • Did you provide 18 months of complete employer information?
  • Is your calculated WBA within the 2026 published range of $211 to $902?
  • For the week claimed, were you unemployed or underemployed, able to work, available, and actively seeking work?
  • Did you report every hour and gross dollar earned?
  • Did you file the waiting week and continue weekly claims during review?
  • Did you complete iMatchSkills registration and WorkSource Oregon orientation if OED requires them?
  • Have you read and answered every Frances Online or mailed notice by its deadline?

If any answer is uncertain, use the instructions in the applicable OED notice or contact OED through the official channel listed there. Eligibility is decided on the facts of the claim and the week being certified, not on a general assumption that a person is unemployed.
