A safe enterprise migration to Oracle Cloud Infrastructure (OCI) is a controlled program, not a server move. Start by defining business outcomes and recovery targets, inventorying every dependency, measuring real workload demand, and building a governed OCI landing zone. Then select a migration method for each workload, rehearse it with production-like data, execute a go/no-go cutover with a tested rollback, and operate the result as a managed service.
1. Establish the migration case, constraints and owners
Write a one-page charter for the migration before creating any OCI resources. It should state why the workload is moving, what success means, and which constraints cannot be violated. Oracle’s Cloud Adoption Framework starts with the current state, desired state, gap assessment and an iterative adoption plan; use that sequence for the charter and roadmap.

- Business outcomes: for example, data-center exit, faster disaster recovery, capacity for a seasonal peak, platform standardization or a new regional presence.
- Service objectives: recovery-point objective (RPO), recovery-time objective (RTO), maximum acceptable downtime, transaction-loss tolerance and performance SLAs.
- Governance: compliance regimes, data-residency boundaries, audit requirements, records-retention periods and separation-of-duties rules.
- Financial limits: one-time migration budget, recurring OCI budget, licensing assumptions and a required cost-approval path.
- Accountability: a business owner, application owner, database owner, network lead, security lead, operations lead and a named go/no-go decision maker.
- Wave boundaries: which applications, databases, environments and shared services are in scope, and what is explicitly deferred.
Record assumptions and unresolved decisions in the same register as risks. A migration cannot be approved if nobody owns an exception, a dependency or the final rollback decision.

2. Discover and inventory the estate
Build an authoritative inventory rather than relying on procurement records or an old CMDB export. Oracle notes that every database migration requires discovery and planning, including workload restrictions and dependencies. Capture enough detail to make a placement and sequencing decision for each item.

| Inventory area | Minimum information to capture |
|---|---|
| Application | Business owner, criticality, users, release version, interfaces, batch schedules, certificates, DNS names and maintenance window |
| Compute | Operating system and patch level, CPU and memory allocation, utilization, host affinity, virtualization details and end-of-life exposure |
| Database | Engine and version, options, data size, growth rate, schemas, character sets, encryption, backup method, HA/DR design and licensing |
| Network | Source and destination addresses, ports, protocols, latency sensitivity, bandwidth, firewalls, proxies, DNS and private-connectivity requirements |
| Data | Classification, residency, retention, owners, replication destinations, personally identifiable information and deletion obligations |
| Operations | Monitoring, alert thresholds, runbooks, on-call team, patch cadence, incident history and recovery procedures |
Draw a dependency graph that includes shared identity, message queues, file transfers, payment or partner links, reporting extracts, time synchronization, certificate authorities and scheduled jobs. Mark dependencies that cross a proposed wave boundary. A workload that appears independent at the server level may still depend on a shared database, DNS zone or batch process.
3. Measure actual demand and size for the future
Do not size OCI resources from a single day’s average utilization. For Oracle database workloads, Oracle Database 19c migration guidance calls for 7–30 days of actual CPU, memory, storage, IOPS and throughput data. Include month-end, quarter-end, seasonal and overnight processing peaks where they apply.
Collect the measurements
- Capture CPU and memory at a granularity that reveals short peaks, not only daily averages.
- Measure read and write IOPS, storage latency, redo or transaction throughput, network ingress and egress, and backup traffic.
- Record database growth, largest tables, index footprint, temporary space and archive-log generation.
- List enabled database options, encryption requirements, partitioning, RAC or other redundancy, and external agents.
- Separate production, test, development and reporting demand; do not pay production rates for a nonproduction pattern.
Size for observed peak demand plus explicit headroom for growth and failover. Document the headroom percentage as an assumption that can be revisited after a capacity review. Validate the result against OCI service limits, supported shapes, storage performance and the target region’s availability.

4. Choose a migration pattern for each workload
Make a disposition decision per application: rehost with minimal changes, change platform, refactor, retire or retain temporarily. A single enterprise can legitimately use several patterns. For a database, method selection depends on source and target versions, data volume, change rate, DDL expectations, network path, downtime budget, HA/DR design and the team’s operating capability.

| OCI Cloud Migrations | VM discovery and movement into OCI | Provides discovery, migration projects, replication schedules, asset replication and launch into OCI. Confirm operating-system support, application dependencies and the replication window. |
| OCI Database Migration | Managed Oracle or MySQL database moves | Supports offline and logical minimal-downtime patterns, change capture, pre-checks, resumable jobs and fleet-scale management. Confirm source/target compatibility, credentials, ports and encryption prerequisites. |
| Zero Downtime Migration | Oracle database migrations where downtime must be minimized | Evaluate supported source and target combinations, Data Guard or logical replication requirements, network reachability and the documented switchover sequence. |
| GoldenGate | Logical replication and migrations requiring flexible change capture | Plan DDL handling, conflict policy, latency monitoring and a bidirectional fallback design if the source must remain writable during rollback. |
| Data Guard | Physical Oracle database standby-based moves | Preserve transport and standby prerequisites required by the chosen configuration; validate version, patch, storage and network compatibility. |
| Export/import | Smaller databases, major transformations or migrations that can tolerate an outage | Estimate export, transfer, import, validation and application-reconfiguration time. Treat the outage estimate as a measured rehearsal result, not a guess. |
Use Oracle’s Migration Methods Advisor and service documentation to verify support for the exact source release, target service, database options and region. Record why the selected method meets the RPO, RTO and rollback requirement; “familiar to the team” is not enough if it cannot meet the cutover window.
5. Build the OCI landing zone before workloads arrive
Oracle describes the landing zone as “the foundation for your cloud deployment.” Create it as a repeatable platform, not as a collection of manually configured compartments. A sound design includes identity, network, security, monitoring and governance modules, delivered through standard Terraform or other approved infrastructure-as-code pipelines.
Tenancy and compartment model
Define compartments around environments, business units or platform boundaries that match ownership and policy. Keep production separate from nonproduction and isolate shared services. Establish naming standards, mandatory tags, cost centers and a policy for moving or deleting resources.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIdentity and separation of duties
- Create groups for platform administrators, network operators, database operators, security analysts, application teams, auditors and read-only users.
- Grant the least privilege needed for discovery, migration, operation and emergency recovery; use temporary elevation for exceptional actions.
- Separate the person approving a cutover from the person executing it where policy requires.
- Use federation or centralized identity where available, and protect break-glass credentials with monitored, time-limited access.
Governance and observability
Enable audit, logging, budgets, quotas, monitoring and configuration-drift detection from the beginning. The OCI Core Landing Zone integrates services such as Cloud Guard, Vault, Vulnerability Scanning, Bastion, Security Zones, Flow Logs and Connector Hub. Decide which logs are retained, for how long, in which region and who can retrieve them for an audit or incident.

6. Design private connectivity and network controls
Document the virtual cloud networks (VCNs), subnets, route tables, security lists or network security groups, DNS zones, firewall locations and private endpoints. Map every on-premises-to-OCI and cross-region path. Use VPN for an encrypted tunnel where its throughput and availability meet the migration plan; use FastConnect when sustained bandwidth, predictable latency or large transfers justify dedicated connectivity.
- Open only the ports required by the selected migration service, replication method and application.
- Measure round-trip latency, throughput and packet loss from the actual source location to the target endpoint.
- Test DNS resolution in both directions, including private hostnames and planned cutover names.
- Validate firewall inspection, proxy behavior, MTU, certificates and time synchronization.
- Exercise the connectivity failover path and record how replication behaves during an interruption.
Network bandwidth directly affects transfer duration and, for logical replication, the ability to keep up with source change rate. A link that passes a port test can still be too slow for the chosen cutover window.
7. Implement security and compliance controls
Translate each regulatory and internal control into an OCI configuration, an owner and evidence. Define encryption at rest and in transit, key ownership and rotation, secrets handling, vulnerability remediation, threat detection, log retention, residency and access reviews before loading production data.

- Use customer-managed keys when policy requires control of key lifecycle; test key rotation and recovery before migration.
- Enable vulnerability scanning and threat detection for the operating systems and OCI resources in scope.
- Use bastion access or another controlled administrative path instead of exposing management ports publicly.
- Capture audit, flow and application logs in an immutable or access-controlled destination when required.
- Verify that backups, replicas and temporary migration copies remain within approved jurisdictions.

8. Plan migration waves and entry criteria
Group workloads by business service and dependency graph, not by whichever servers are easiest to copy. Start with a representative but recoverable wave that exercises shared identity, networking, monitoring, backup and the selected migration tooling. Keep tightly coupled components together unless a proven interface allows separation.
Wave plan
- List the applications, databases, VMs, interfaces and shared services in the wave.
- Define predecessor and successor waves, DNS and certificate changes, batch freezes, license actions and communications.
- Assign a wave owner and decision authority; publish an entry checklist and an exit checklist.
- Set a code, schema and configuration freeze period appropriate to the replication method.
- Book the maintenance window with business owners, service desk, vendors and on-call teams.
Entry criteria
- Supported versions, patches, options and target shapes are confirmed.
- Connectivity, IAM, encryption keys, secrets, backups and monitoring have passed tests.
- A rehearsal has measured transfer time, replication lag, validation time and application recovery.
- Rollback steps have an owner, a time limit and a tested data-consistency procedure.
9. Prepare databases and applications
Follow a task flow that separates resource creation, database preparation, connection registration, assessment, migration jobs, monitoring and switchover preparation. This makes a failed pre-check actionable instead of discovering a missing prerequisite during cutover.
- Create the target compartments, VCN/subnets, database or compute resources, policies, vault keys and monitoring alarms.
- Patch and configure the source and target to supported levels; verify time, character sets, NLS settings, database options and storage capacity.
- Register source and target connections with least-privilege credentials. Test every required port from the service that will perform the migration.
- Validate Transparent Data Encryption (TDE) wallets or key material, backup access, archive-log retention and replication prerequisites.
- Run the service’s assessments and pre-checks. Resolve warnings that affect performance, compatibility, privileges, schema objects or recoverability.
- Update application configuration in a controlled way so connection strings, wallets, certificates, pools, secrets and feature flags can switch to the target.
Keep source and target configuration under version control. Do not make an undocumented manual change on cutover night; it cannot be reproduced during rollback or the next wave.
10. Rehearse, test and collect evidence
Oracle recommends practicing a migration multiple times and testing KPIs, SLAs and outages. A rehearsal should use representative data volume, schema complexity, integrations and peak-like application load. Measure the complete elapsed time, not only the database-copy step.
Best Value
- Data integrity: compare row counts, checksums or reconciliation queries for critical tables; verify sequences, grants, jobs, synonyms, links and files.
- Application behavior: execute login, read, write, reporting, batch, integration and error-handling transactions with business testers.
- Performance: compare latency, throughput, queue depth, CPU, memory, IOPS and database wait events against the agreed baseline.
- Recovery: restore a backup, restart failed components, test monitoring alerts and exercise the documented RTO and RPO.
- Security: confirm least-privilege access, key use, audit events, vulnerability status and log delivery.
Save timestamps, command output, validation results, defects and decisions as wave evidence. A rehearsal is successful only when the team can repeat it with the same or better result and explain every variance.
11. Approve a safe cutover and rollback
Choose a low-workload window and publish a minute-by-minute runbook. The go/no-go meeting should use measured facts rather than optimism.
Go/no-go checks
- Replication is healthy and lag is within the stated threshold.
- Final backups completed and can be restored or otherwise satisfy the recovery plan.
- Application, DNS, certificates, secrets, firewall rules and monitoring are ready on the target.
- Business owners, service desk and on-call engineers are present or reachable.
- Rollback time remains inside the agreed window, with a clear decision deadline.
Cutover sequence
- Announce the start and stop new deployments, batch jobs and nonessential integrations.
- Quiesce writes or place the application in maintenance mode when the method requires it.
- Confirm final replication position, run the final synchronization and record source timestamps.
- Promote or switch the target using the approved service procedure.
- Change connection strings, DNS, routing or service discovery, then start application components in dependency order.
- Run smoke tests followed by business transactions and data reconciliation.
- Obtain written business-owner acceptance before ending the maintenance window.
For a GoldenGate logical migration, Oracle discusses bidirectional replication as a fallback option; design and test conflict handling before relying on it. For a Data Guard physical migration, preserve transport as required by the documented Zero Downtime Migration configuration. Rollback must state whether writes are reversed, replayed or discarded; simply pointing DNS back does not restore consistency.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →12. Verify the new service and operate it
Keep heightened monitoring in place after acceptance. Check application errors, database waits, replication or backup status, storage growth, connection pools, latency, security alerts and cost signals at agreed intervals during the first day, week and billing cycle.
- Enable alerting for availability, capacity, failed jobs, backup failures, replication lag and certificate or key expiry.
- Run backup-and-restore tests and scheduled disaster-recovery exercises, not just backup-success checks.
- Apply patches through a controlled maintenance process and review vulnerability findings to closure.
- Review utilization and costs against the original sizing assumptions; resize only after observing stable demand.
- Detect configuration drift from the approved infrastructure-as-code definitions.
- Update incident, change, on-call and escalation procedures for the OCI operating model.
Oracle’s adoption framework treats management and operations as an ongoing pillar covering performance, cost optimization, reliability and future growth. A migration is not complete when the copy finishes; it is complete when the operating team can protect and improve the service.
13. Close the wave and improve the migration factory
After the stabilization period, archive the runbook, approvals, test results, timestamps, incidents and deviations. Update architecture diagrams, the CMDB or inventory, ownership records, data-flow maps, licenses and disaster-recovery documentation. Remove temporary access, migration agents, staging data and unused network rules. Reconcile actual OCI costs with the approved estimate.
Hold a short review with business, application, database, network, security and operations owners. Turn every repeatable fix—pre-check script, Terraform module, validation query, dashboard, communication template or rollback improvement—into the standard for the next wave. Keep a decision log so later teams understand why a pattern, region, service or downtime budget was chosen.
Quick Recap
Quick decision checklist
- Are objectives, RPO, RTO, downtime, compliance, budget and owners written down?
- Does the inventory include dependencies, versions, licensing, utilization, data classification and end-of-life risks?
- Do 7–30 days of measurements cover peak CPU, memory, storage, IOPS and throughput for database sizing?
- Is the migration pattern justified against data volume, change rate, versions, DDL, network and rollback?
- Are compartments, IAM, tags, budgets, audit, logging, monitoring and IaC established in the landing zone?
- Have connectivity, ports, latency, throughput, DNS and failover been tested from the real source environment?
- Are keys, secrets, vulnerabilities, residency, retention and evidence requirements satisfied?
- Has a representative rehearsal measured transfer, lag, validation, application performance and recovery?
- Are go/no-go thresholds, communications and a tested rollback procedure approved by a named owner?
- After go-live, are backups, DR, patching, alerts, costs, drift detection and lessons learned being managed?
