There is no universal winner. Oracle Cloud Infrastructure (OCI) gives you an API-first Responses API, a separately managed container-hosting service for custom runtimes, and a documented hybrid pattern. AWS has moved new evaluations away from Amazon Bedrock Agents Classic, which is closed to new customers, toward Amazon Bedrock AgentCore. Microsoft Foundry Agent Service offers managed prompt agents, managed voice prompt agents, and hosted agents that run your code. The right choice depends on how much of the agent loop you want the provider to own, which models and tools are available in your target region, and how you will control identity, data, memory, networking and operations.
This comparison focuses on those architecture decisions rather than declaring a performance or price champion. The cited product pages were checked on October 13, 2026; model catalogs, regions, preview status and prices can change, so verify them for the exact deployment you plan to build.

What you are actually comparing
“AI agent” is not one standardized cloud service. The three platforms expose different abstractions:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Managed orchestration: the provider runs a model-and-tool loop, stores or coordinates state and exposes controls through an API or configuration surface.
- Hosted runtime: you write the agent application and framework code, package it, and the provider runs that code behind a managed endpoint.
- Composable services: you combine model APIs, retrieval, memory, identity, networking and your own orchestration in an application you control.
Before comparing feature checklists, decide which of these you need. OCI explicitly offers both an API-led orchestration path and managed hosting for a customer-written containerized runtime. AWS AgentCore documents both a managed harness and a code-based runtime. Microsoft Foundry Agent Service separates prompt agents, voice prompt agents and hosted agents. These are related options, but they are not interchangeable products.

| Tooling documented by the provider | File Search, Code Interpreter, Function Calling and MCP Calling; managed vector stores and NL2SQL are also described | AgentCore gateway and optional memory, credential, evaluator and related components | Web and file search, Code Interpreter, custom functions, OpenAPI tools, MCP servers and reusable toolboxes |
| State and memory | Conversation context, long-term memory and short-term context compaction | Memory is an optional AgentCore component; exact retention and configuration must be checked | Memory is a documented platform capability; configure storage and retention for the selected resource |
| Enterprise controls | OCI authentication, networking, scaling, storage and public or private endpoints for hosted applications | Use the AgentCore and surrounding AWS identity, network and observability controls required by the workload | Microsoft Entra identity, Azure RBAC, content filters and virtual-network isolation |
| New-customer status | Enterprise AI Agents were announced generally available on March 31, 2026 | Bedrock Agents Classic is no longer open to new customers; AWS points new evaluations to AgentCore | Availability varies by agent type and feature; several voice-related capabilities are preview |
The table summarizes documented capabilities, not a benchmark. None of the cited sources establishes a cross-cloud winner for quality, latency, security or total cost.
Oracle Cloud Infrastructure: two complementary ways to build
OCI Responses API for managed orchestration
The OCI Responses API is an API-first, OpenAI-compatible interface. OCI manages execution while your application calls the API for model interaction, orchestration, conversation state and supporting resources. The documented tool set includes:
- File Search for retrieval over files and indexed content.
- Code Interpreter for running Python in a sandbox.
- Function Calling for invoking application-defined operations.
- MCP Calling for connecting to Model Context Protocol servers.
OCI documents conversation context, long-term memory and short-term context compaction. That lets a team start with a managed loop instead of implementing message history, tool dispatch and context-window housekeeping itself. You still need to define the tool contracts, permissions, data boundaries and failure behavior in your application.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →OCI Generative AI Applications for your own runtime
When the agent logic belongs in your code, OCI Generative AI Applications provides managed hosting for a containerized runtime. OCI documentation covers application networking, scaling, storage and authentication, so the cloud service operates the deployment while your team owns the framework and control flow.
This path suits agents that need custom retry logic, proprietary planning, an existing framework, specialized libraries or nonstandard tool protocols. It also means you retain responsibility for application upgrades, dependency security, prompt and policy versioning, and runtime-level observability.
Hybrid OCI architecture
OCI documents a hybrid design that uses the Responses API alongside a hosted custom runtime. For example, a customer-written service can handle domain-specific planning while delegating model calls, managed conversation features or selected tools to the API. This can reduce custom infrastructure without forcing every part of the agent into a declarative interface.

Data services and enterprise boundaries
Oracle describes managed vector stores for retrieval-augmented generation (RAG) and NL2SQL capabilities. Its documentation also describes database queries under permission controls without moving or copying database content. Treat the database permissions, generated-query review and read/write scope as application security decisions; an agent that can query a database is not automatically authorized to perform every business action represented in that data.

Regions and Code Interpreter scope
Oracle’s March 31, 2026 general-availability announcement lists Chicago, Ashburn, Phoenix, Frankfurt, London, Osaka, Hyderabad, São Paulo and Riyadh for Enterprise AI Agents. The current region and model matrix can differ by capability, so verify the target tenancy and model before committing an architecture.
OCI’s building guidance says its Code Interpreter runs Python in a sandbox with no external network access and includes more than 420 preinstalled Python libraries. That is a documented product figure, not a comparative performance measurement. Workloads that require package installation, outbound calls or native binaries need a different execution design.
AWS: do not start with the legacy default
Amazon Bedrock Agents Classic
The current Amazon Bedrock Agents documentation labels the service “Amazon Bedrock Agents Classic” and states that it is no longer open to new customers. Existing customers may continue using it. For a new enterprise evaluation, treating Classic as the default equivalent of the other platforms can lead to a design that cannot be onboarded.
Amazon Bedrock AgentCore managed harness
AWS directs readers seeking similar capabilities to AgentCore. The AgentCore quickstart documents a configuration-based managed harness in which the service runs the agent loop. This is the closest fit when your team wants a provider-operated orchestration surface and is comfortable adopting AgentCore’s configuration and component model.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →AgentCore Runtime for code-based agents
The same quickstart documents a code-based path: choose a framework, deploy your orchestration logic to AgentCore Runtime, test locally, invoke the deployed agent and inspect logs and traces through the documented CLI flow. Framework choices listed by AWS include Strands, LangGraph, Google ADK and OpenAI Agents SDK.
Rank #3
That model is useful when you already have an agent application or need control over planning, state transitions, tool adapters and error recovery. The provider runs the hosting layer, but framework upgrades, application behavior and the security of your code remain your responsibility.
Optional AgentCore building blocks
AWS lists optional memory, gateway, credential, evaluator and other components. Map each one to a concrete requirement before enabling it: where durable memory is stored, how credentials are issued to tools, which gateway routes are reachable, and which evaluations block a release. “Available” does not mean configured with least privilege or with the retention period your compliance team requires.
Microsoft Foundry Agent Service: three agent types
Prompt agents
Microsoft Foundry Agent Service prompt agents are configuration-led and managed by Foundry. They fit teams that want to define instructions, select a supported model and attach tools without operating a separate agent server.
Voice prompt agents
Voice prompt agents add managed real-time voice orchestration. Microsoft’s overview identifies voice-based agents and several related monitoring, evaluation, avatar, WebRTC and telephony features as preview. Preview features do not have a service-level agreement; confirm current terms before making one a production dependency.
Hosted agents
Hosted agents let you bring code and a framework that Foundry runs through a managed endpoint. You can provide a container image or a source ZIP from which Foundry builds an image. This is the Foundry choice for teams that need custom control flow while preferring a managed deployment surface.
Tools, memory and operations
The documented platform includes model catalog access, web and file search, Code Interpreter, memory, custom functions, OpenAPI tools, MCP servers and reusable toolboxes. It also includes tracing, evaluation and publishing features. Confirm that each tool is available for your selected model, subscription and region; broad catalog language does not guarantee identical availability across every deployment.
Rank #4
Identity and network controls
Microsoft documents Microsoft Entra identity, Azure role-based access control, content filters and virtual-network isolation. Design the agent identity separately from the human developer identity, grant only the tool permissions required for a task, and test private-network name resolution and egress before production. Model, voice and feature availability depends on the Foundry resource region, selected model and voice, subscription and any preview enablement.
Managed agents versus hosted agents
The distinction affects staffing, reliability and incident response more than the product label does.
| Question | Managed agent loop | Hosted customer runtime |
|---|---|---|
| Who owns turn-taking and retries? | Mostly the provider’s service; you configure policies and tools. | Your application and framework; the cloud supplies execution infrastructure. |
| How much code can be reused? | Existing code usually becomes tool endpoints or integrations. | Existing agent code can often be packaged with its dependencies. |
| Where is debugging focused? | Prompts, tool schemas, service traces and configuration versions. | All of those plus application logs, framework behavior, dependency versions and container health. |
| What is the main lock-in risk? | Provider-specific orchestration, state and tool abstractions. | Provider runtime APIs, build pipeline and networking integration around your code. |
| What is the operational burden? | Lower runtime burden, but less control over undocumented internals and scheduling. | More responsibility for releases and failures, with greater control over execution. |
A managed loop is not automatically safer, and a hosted runtime is not automatically more portable. In both cases, establish explicit tool authorization, data retention, timeouts, idempotency and human-approval rules.
How to choose for a real enterprise workload
1. Start with runtime ownership
Write down whether the team wants a declarative managed loop, an API that the existing application orchestrates, or a customer-owned runtime hosted by the provider. If the answer differs by workflow, a hybrid architecture may be more honest than forcing one pattern everywhere.
2. Verify models in the target region
Create a matrix of required models, context limits, modalities and deployment types for each target region. Check access, quota and lifecycle status directly in the current provider catalog. Do not infer equivalent model access from a platform’s general “model choice” description.
3. Map every tool to a permission boundary
List retrieval, function and API calls, MCP connections, code execution, database access and external services. For each tool, specify the agent identity, allowed operations, network route, secrets source, timeout, retry policy and approval requirement. OCI’s NL2SQL and permission-controlled database features, Microsoft’s OpenAPI and MCP tooling, and AgentCore’s gateway and credential components all still require workload-specific configuration.
Best Value
4. Decide where state lives
Document the location and retention of conversation transcripts, uploaded files, vector indexes, short-term summaries and durable memories. Check tenant isolation, encryption, customer-managed keys where required, deletion behavior and export options for the exact service configuration. A feature called “memory” can represent very different retention and retrieval semantics.
5. Draw the identity and network diagram
Show the user, agent runtime, model endpoint, tool services, databases, secret stores and observability systems. Mark public versus private endpoints, outbound egress, private DNS, role or policy assumptions and break-glass access. Validate that a tool cannot reach a network or credential simply because the hosting runtime can.
6. Separate generally available features from previews
Record the support status of every feature in the architecture. Microsoft’s voice-related capabilities and several associated features are identified as preview. AWS’s Classic service is not open to new customers. OCI’s Enterprise AI Agents announcement is dated March 31, 2026, but its listed regions and model support still require current verification.
7. Model the full operating cost
Estimate model inference, tool calls, hosted compute, storage, vector indexing, memory, network transfer, logs, traces, evaluations and supporting databases. Use current provider pricing calculators and a representative request mix. The available documentation does not support a normalized cross-cloud price ranking, so a simple “per agent” comparison is misleading.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A fair proof-of-concept plan
Use the same bounded business task on each platform rather than comparing demos with different scopes.
- Freeze the workload: choose one task with a defined corpus, tool set, permission scope, expected answer format and escalation path.
- Normalize the model class: select comparable models that are actually available in each target region and record the model version and context settings.
- Implement equivalent tools: expose the same retrieval documents, API operations and database permissions. Keep destructive actions behind approval.
- Measure outcomes: record task success, factual grounding, tool-call errors, latency distribution, timeout recovery, human interventions and cost per completed task.
- Measure operator effort: track deployment time, policy changes, debugging steps, release rollback and the work needed to inspect a failed run.
- Run failure cases: revoke a credential, return malformed tool data, exceed a context limit, make a dependency unavailable and submit an unauthorized request.
- Review portability: identify which prompts, schemas, memory records and application code can move if the provider or model changes.
This procedure produces evidence for your workload; it is not a claim that one platform will win every workload.
Common mistakes and how to avoid them
- Choosing Bedrock Agents Classic for a new build: AWS says it is closed to new customers. Evaluate AgentCore instead unless you are an existing Classic customer with a documented reason to continue.
- Equating hosted with serverless: your code still needs dependency management, secure configuration, health checks, versioning and incident ownership.
- Granting broad tool access: use narrowly scoped identities and separate read, write and approval paths.
- Assuming a listed tool is available everywhere: verify region, model, subscription and preview conditions for each capability.
- Using memory without a retention policy: define what can be remembered, for how long, who can retrieve it and how it is deleted.
- Comparing sticker prices: include inference, storage, network, observability, evaluations, idle hosted capacity and human review.
- Treating a sandbox as a general compute environment: OCI documents no external network access for Code Interpreter; workloads requiring outbound calls need another controlled service.
- Skipping trace and evaluation design: define quality gates and red-team cases before production, not after the first incident.
Which platform fits which starting point?
| Starting condition | Most natural first evaluation | Why |
|---|---|---|
| You want provider-managed orchestration and OCI-native identity and data services | OCI Responses API | It combines an API-first loop with documented state and tools, while retaining a path to hosted custom code. |
| You already have a framework-based agent and want AWS-managed execution | Amazon Bedrock AgentCore Runtime | The quickstart documents code deployment and framework choices including Strands, LangGraph, Google ADK and OpenAI Agents SDK. |
| You want configuration-led agents with Microsoft identity and Foundry lifecycle tooling | Foundry prompt agents | Prompt agents are managed by Foundry and integrate with its model, tool, tracing, evaluation and publishing surfaces. |
| You need to package proprietary orchestration code | OCI Generative AI Applications, AgentCore Runtime or Foundry hosted agents | All three document managed hosting paths, but packaging, networking, framework support and operations differ and must be tested. |
| You need real-time voice | Foundry voice prompt agents, subject to preview checks | Microsoft documents managed voice orchestration, while also identifying related capabilities as preview. |
These are starting points for evaluation, not universal recommendations. A regulated workload may choose a different platform after validating residency, private connectivity, model approval and audit requirements.
Bottom-line decision
Choose OCI when its API-first Responses API, managed vector and database-oriented capabilities, OCI controls or hybrid hosted-runtime pattern match your architecture. Choose AWS by evaluating AgentCore for new work, selecting its managed harness or code-based runtime according to how much orchestration you want to own. Choose Microsoft Foundry when its prompt, voice or hosted-agent types and Microsoft identity, networking and lifecycle tooling align with your estate.
The defensible enterprise decision comes from a controlled pilot with identical task boundaries and explicit measurements for quality, latency, failure recovery, cost and operator effort. Current documentation does not establish a universal winner, and the AWS Classic eligibility change makes service-generation and customer eligibility part of the decision from day one.
