Use both, in sequence. OpenSecrets is usually the faster way to understand a PAC’s donors, recipients, industries and spending patterns. FEC.gov is the authoritative place to verify what the committee filed, which reporting period and version a number belongs to, and what appears in the underlying transaction or report image. Start with OpenSecrets for discovery, then confirm any important figure in the corresponding FEC record.
What each service is for
OpenSecrets and FEC.gov show related campaign-finance information, but they are built for different jobs. Treating them as interchangeable is the main reason readers end up with apparently conflicting totals.

FEC.gov is the federal disclosure record
The Federal Election Commission is the federal disclosure regulator and publisher. Its public systems present the filings that political committees submit, including PAC and party reports. FEC.gov’s Browse Data area covers receipts, spending, candidates, committees, filings and reports, loans and debts, independent expenditures, electioneering communications and communication costs. It also provides downloadable CSV data, bulk data and the OpenFEC API.
That proximity to the filing matters when a number must be defended. FEC.gov can show the committee’s legal record, the coverage dates for a report, whether a document is original or amended, and the report image or transaction detail behind a total. It is therefore the stronger source for verification, formal citations and reproducible analysis.

OpenSecrets is a processed research and presentation layer
OpenSecrets works from campaign-finance filings and turns them into pages designed for research and explanation. Its presentation can make it easier to see a committee’s leading donors, recipients, industries or spending categories without first learning the FEC’s filing structure.
That convenience comes with processing choices. OpenSecrets says, “We are usually able to assign 90 to 95 percent of the money to a category, depending on the cycle.” A category is an analytical label, not necessarily the wording of an individual FEC transaction. OpenSecrets also says, “We typically download the expenditures data a week or two after every major FEC filing deadline and finish processing it a few days after that.” Its pages can consequently be easier to interpret while lagging a newly filed or amended FEC report.

Authority: which number should you trust?
For a question such as “What did this PAC report receiving during this period?” the answer should come from the FEC report or its transaction data. The FEC record identifies the committee, reporting period, document type and filing status. Those details establish what the committee actually disclosed and when.

A category comparison may show that a PAC’s spending is concentrated in a particular industry or that a small group of recipients dominates a cycle. When that pattern becomes a claim in an article, investigation or presentation, use OpenSecrets to locate the relevant records and FEC.gov to establish the exact amount and scope.
Neither site should be treated as a real-time account balance. A filing is a disclosure for a stated coverage period, and a later amendment can change the public record. “Total receipts” and “total disbursements” are report totals; they are not automatically the same thing as a list of every transaction visible at the moment you search.
Freshness and processing lag
What the FEC timing guidance means
The FEC says required filings are made available online within 48 hours of receipt. For electronically filed designations, statements, reports or notifications, it cites a 24-hour window. The FEC also warns that newly filed summary data may not appear for up to 48 hours.

These are publication guidelines, not a guarantee that every page, summary, search index and download will update simultaneously. A committee may have filed a document that is visible in a report list while an aggregate view is still processing. If the timing of a filing matters, check the report list and document status rather than relying on a single headline total.

OpenSecrets’ stated workflow explains a predictable delay: it generally downloads expenditure data one or two weeks after each major FEC filing deadline and completes processing a few days afterward. During that interval, FEC.gov may contain a new report while OpenSecrets still reflects the previous processing batch.
The lag is especially important around filing deadlines, major independent-expenditure activity and amendments. A difference on the same committee page does not by itself indicate an error. First establish whether both services cover the same dates and filing version; then account for OpenSecrets’ processing schedule.
Finding a PAC or spotting a pattern
Start with OpenSecrets for orientation
Search the PAC or committee name in OpenSecrets when you do not yet know which part of the record matters. The readable overview can help you identify notable donors, recipients, industries or expenditure categories. Record the committee’s formal name and, where shown, its committee identifier and election cycle.
This first pass is a discovery step, not the final source for a consequential number. Category labels help you ask a better question, but they may combine several underlying transaction types or leave a small share of money uncategorized.
Use the FEC committee record to disambiguate names
Committee names can be similar, can change over time or can be displayed differently by a research site. Move to the matching FEC committee record and confirm the committee ID, legal committee type and cycle before collecting totals. A correct name match with the wrong committee ID can produce a completely plausible but incorrect comparison.

Use FEC.gov when the pattern needs a defensible denominator
If you are comparing a PAC’s receipts with its disbursements, establish which report totals and coverage dates you are using. If you are comparing recipients, define whether the comparison uses itemized contributions, all disbursements or a specific independent-expenditure category. FEC.gov’s data structure lets you make that choice explicitly instead of inheriting an unstated category rule.
Filters, documents and machine-readable data on FEC.gov
The FEC’s PAC and party report search adds controls that are essential when a result must be reproduced:
- Filter by committee type and receipt dates.
- Choose report versions and distinguish an original document from an amended one.
- Review total receipts, total disbursements and ending cash on hand.
- Check independent-expenditure totals.
- Open the filing record and, when necessary, the report image.
For larger projects, download the relevant CSV or bulk data, or use the OpenFEC API. A downloaded file or API query can preserve the exact parameters used for an analysis, while a web-page total can change as amendments are processed.
FEC.gov also provides research paths for committee lists, receipt and disbursement rankings, itemized contributions, contributions to candidates, enforcement actions, audits, advisory opinions and historical reports. PAC and party filings identified by the FEC are available from 1993 to the present, giving long-run research a substantially broader historical span than a single election cycle.
How OpenSecrets’ categories help—and where they stop
Raw filings are precise but not always intuitive. A researcher may need to inspect many transaction descriptions before recognizing that several entries represent the same industry or type of recipient. OpenSecrets’ categories provide a consistent starting vocabulary for that work and make side-by-side discovery faster.
The category percentage is itself a qualification that belongs with any interpretation. OpenSecrets says it can assign 90 to 95 percent of money to a category, depending on the cycle. That means a category chart should not be presented as if every dollar has been assigned with certainty. The uncategorized or differently categorized share may matter, especially for a small committee or a narrow comparison.

When a category total is materially important, identify the underlying FEC receipts or disbursements that account for it. Use the category to explain the pattern and the FEC records to establish the transactions and totals.
A reproducible five-step workflow
- Map the landscape in OpenSecrets. Search the PAC or committee name. Note the election cycle, prominent donors, recipients, industries and spending categories that appear relevant to your question.
- Capture the identity details. Record the committee ID, formal name and cycle. Do not proceed on a similar-sounding name alone.
- Open the matching FEC record. Review the committee type and the report list. Check coverage dates, filing dates, document status, original versus amended versions, receipts, disbursements, ending cash on hand and independent-expenditure totals.
- Preserve the evidence. Download the relevant FEC CSV or bulk data, use the OpenFEC API, or save the report image when the figure will be quoted or used in analysis. Keep the report identifier and date with your notes.
- Explain any difference before publishing. Compare reporting periods and versions first. Then check whether one service has processed a newer filing, and whether OpenSecrets’ category rule groups the transactions differently from the FEC presentation.
This sequence separates discovery from verification without discarding the strengths of either service. It also gives another reader a path to reproduce a high-stakes result.

Different reporting periods
A PAC may file monthly, quarterly or under an election-specific schedule. Two pages can therefore show different totals while both are accurate for their respective coverage dates. Put the start and end dates beside every number you record.
Original versus amended filings
An amended report can replace or correct information from an original filing. FEC.gov exposes report versions and document status; OpenSecrets may reflect a processed view that has not yet incorporated the latest amendment. Select the version that matches your question and identify it in the citation.
FEC publication and indexing time
The FEC’s 24-hour and 48-hour publication guidance concerns receipt and online availability, while summary-data processing can take up to 48 hours. A search performed during that window can return a report list, a summary and a download that do not yet agree.
OpenSecrets’ download and categorization schedule
OpenSecrets’ expenditure data is normally collected after major deadlines and processed afterward. Its categories also apply research rules to reported descriptions. A raw FEC line may therefore appear in a different OpenSecrets category, or not yet appear in the processed total.
Different transaction scopes
“Receipts,” “disbursements,” “contributions to candidates” and “independent expenditures” are distinct views. Confirm that both services are measuring the same scope before comparing values. A recipient ranking should not be compared with a total that includes every kind of disbursement.

How to cite a PAC-money claim responsibly
For a low-stakes orientation, naming OpenSecrets may be enough to tell readers where a pattern was found. For a high-stakes claim—such as an allegation about a donor, an exact total, a recipient ranking or an amendment—cite the FEC filing or report image. Include the committee name and ID, report type, coverage dates, filing version and the date you accessed the record.
If you use an OpenSecrets category, describe it as a category-based view rather than a verbatim FEC classification. State when the comparison uses a cycle or period and avoid implying that the category captures every dollar when OpenSecrets’ own methodology says assignment is generally 90 to 95 percent.

Show which report period and version you used, identify whether one source was waiting on processing, and explain any category or scope difference. That explanation is more informative than declaring one database “wrong.”
Historical coverage and what it means for comparisons
The FEC says its PAC and party filings and related research tools are available from 1993 to the present. That range supports comparisons across multiple election cycles, but a long time span increases the need for consistent definitions. Keep cycles distinct, use the same transaction scope in each period and check whether a committee changed identity or legal type.
OpenSecrets can make a multi-cycle narrative easier to read by presenting comparable categories. Its stated category-assignment rate varies by cycle, so a trend line should disclose that the classification process is not a guarantee of complete categorization in every year. For a result that depends on a small change between cycles, return to the FEC records rather than relying on a rounded category chart.
A decision checklist before you publish
- Have you identified the exact committee ID, not just a similar name?
- Are the election cycle and reporting-period dates written beside every total?
- Did you distinguish receipts, disbursements, candidate contributions and independent expenditures?
- Did you check whether the FEC document is original or amended?
- Could the FEC’s up-to-48-hour summary-data delay explain a temporary difference?
- Could OpenSecrets’ one-to-two-week post-deadline download schedule explain a lag?
- Are you treating an OpenSecrets category as an analytical grouping rather than a raw filing field?
- For an important claim, did you preserve the FEC report image, download or API parameters?
- If the numbers differ, did you document the period, version, processing status and category scope instead of hiding the discrepancy?
Bottom line
OpenSecrets is the better first stop when your question is exploratory: find the committee, see where its money appears to come from or go, and decide which pattern deserves attention. FEC.gov is the better final stop whenever the number matters: it is the primary federal disclosure record, exposes filing versions and report details, and supports downloads and API-based reproduction. The most reliable PAC-money research uses OpenSecrets to discover the story and FEC.gov to prove the specific claim.
