Openreach vs CityFibre vs Nexfibre: How to Compare UK Full-Fibre Networks

There is no single nationwide winner. Openreach, CityFibre and nexfibre build or operate the underlying fibre network, while a separate retail broadband provider sells your package, supplies equipment and handles support. The practical comparison starts with your exact address: identify which network can connect it, list the retail providers and tiers you can actually order, then compare the complete deal rather than the network logo.

Published footprint and speed figures are useful context, but they are not synchronized measurements and cannot tell you which service is available at home. The figures below are reported with their dates and limitations so you can use them without mistaking a national headline for an address-level guarantee.

What Openreach, CityFibre and nexfibre actually do

All three companies are infrastructure operators. They build, own or operate fibre access networks and make capacity available to retail broadband companies. Your contract is normally with the retail provider, not directly with the infrastructure operator.

Openreach

Openreach operates a large wholesale access network used by many broadband brands. Its network page says, “Your provider handles your package, speed, and customer support, but it’s our technology powering the connection behind the scenes.” Openreach reported more than 23 million homes and businesses covered in an article dated 7 August 2026. That is an operator-reported coverage figure, not a promise that every property in those areas can order full fibre.

Openreach also reported a 37% increase in Full Fibre usage in the first half of 2026 compared with the same period in 2025. That is Openreach network data and should not be treated as a measurement for CityFibre, nexfibre or the UK market as a whole.

CityFibre

CityFibre builds a wholesale full-fibre network and makes it available through retail providers. Its explanation is unusually direct: “CityFibre manages the fibre network, while your broadband service is managed by the provider you signed up with.” CityFibre’s homepage said more than 4.5 million premises had been passed when accessed on 13 October 2026. The page text did not give a matching as-of date, so that number should not be placed in a precise time-series ranking against the other operators.

nexfibre

nexfibre describes itself as a wholesale network. It reported 2.6 million premises passed and ready for service as at 31 December 2025. The phrase “ready for service” is important: it describes the operator’s reported network status at that date, while your ability to order still depends on the individual premise and the retail offers connected to it.

Why the address matters more than the national footprint

A town can appear on a rollout map while a particular street, building or flat remains unavailable. Openreach distinguishes exchange-area plans from premises that will actually be upgraded and warns that plans can change. It also notes that some properties may be too complex or costly for a specific programme. nexfibre similarly cautions that a listed location does not mean every premise there is serviceable. CityFibre directs residents to postcode and provider checks rather than treating a citywide presence as an order guarantee.

Use a footprint number to understand scale, not to select a provider. The decision point is whether the network can deliver an orderable line to your address today, which retail companies sell service over it, and what those companies charge.

Footprint figures: a careful, like-for-like view

Operator Published figure Date or timing How to interpret it
Openreach More than 23 million homes and businesses covered Article dated 7 August 2026 Large network-wide coverage claim; does not establish orderability at every premise.
CityFibre More than 4.5 million premises passed Homepage accessed 13 October 2026; no matching as-of date shown in the page text Use as a current homepage statement, not as a synchronized comparison with dated totals.
nexfibre 2.6 million premises passed and ready for service As at 31 December 2025 Dated operator figure; local availability and retail choice still require an address check.

The different words matter. “Covered” and “passed” are operator measures, while “ready for service” adds a stated network-status condition. Because the dates and definitions differ, these totals do not produce a defensible first-, second- and third-place ranking.

Network capability versus the package you can buy

Infrastructure can support a higher ceiling than any retail plan sold at your property. Even when a retailer advertises a tier close to the network maximum, your home Wi‑Fi, router, internal cabling and device ports can limit real-world speeds. Treat the following numbers as technical capability statements from the operators, not guaranteed household throughput.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Operator Technology or capability statement What is not established by the figure
Openreach Up to 1,600 Mbps That a 1,600 Mbps retail tier is offered at every address, or that Wi‑Fi will reach that rate.
CityFibre Up to 8.5 Gbps on its XGS-PON platform That every connected premise can order 8.5 Gbps, or that a provider includes equipment capable of delivering it over Wi‑Fi.
nexfibre Up to 10 Gbps symmetrical capability on XGS-PON That a 10 Gbps symmetrical retail package, compatible router and suitable in-home network are available at your address.

Upload performance deserves its own check. nexfibre explicitly describes symmetrical capability, meaning the stated ceiling applies in both directions at the network level. The cited Openreach and CityFibre statements give maximum capability but do not state a comparable upload figure. Ask the retailer for the advertised upload tier, not just the download headline.

How much retail choice each network reports

Openreach says more than 650 service providers operate across its network. CityFibre says it offers access through more than 30 broadband providers. These are network-wide company counts; they do not mean every named provider is orderable at your property. A provider may be present in one part of a network footprint and absent in another, or may sell only selected speed tiers.

nexfibre’s wholesale role means the retail line-up is also the relevant shopping list. Look for the providers returned by an address checker, then verify that the result is a live orderable package rather than a planned-build notification.

A repeatable method for comparing the networks

  1. Check the property, not just the area. Enter the complete address into each operator’s availability tool where available, and also check major retail providers. For flats, use the exact building and unit details; a connected block and an unconnected unit can produce different results.
  2. Record the network and every orderable provider. Write down whether the result is Openreach, CityFibre, nexfibre or another network, and list the providers that can place an order now. Keep planned, coming-soon and unavailable results separate.
  3. Capture the full speed profile. Record download and upload speeds, any minimum or estimated range, and whether the advertised number is a headline maximum. Do not substitute the network’s capability ceiling for the retail tier.
  4. Calculate the contract total. Add every monthly charge over the minimum term, then include installation, activation, delivery or one-off equipment fees and subtract only credits that are explicitly guaranteed. Record when any introductory rate ends and what price applies afterward.
  5. Read exit conditions. Note the minimum term, early termination calculation, cooling-off period, move-home policy and any notice requirement. A cheaper monthly rate can cost more if your circumstances may change before the term ends.
  6. Check equipment and installation. Identify the included router, Wi‑Fi standard, mesh option, Ethernet ports, fibre termination equipment and whether installation is free, subsidised or charged. Ask whether an engineer visit is required and what happens if the first appointment cannot complete the work.
  7. Evaluate support and voice needs. Confirm how faults are reported, the support hours and any service-status process. If you rely on a landline, alarm, telecare device or accessibility feature, ask whether the package supports it and whether the service changes during a power cut.
  8. Save the evidence. Keep screenshots or a written record of the address result, price, speed, contract term and installation promise on the day you order. Retail availability and line-ups can change, so the record helps if the delivered package differs from the sales description.

What to compare after coverage is confirmed

Comparison point Questions to ask Why it can change the decision
Total cost What is the recurring price, for how many months, and what one-off fees apply? The lowest introductory price may not be the lowest cost over the full term.
Download speed What tier is orderable at this address, and is it a maximum, estimate or guaranteed minimum? A network maximum is not the same as the retail product supplied.
Upload speed What upload rate is included, and is it symmetrical? Large backups, live broadcasting and home working can depend more on upload than download.
Contract and exit How long is the minimum term, and how is early termination calculated? Flexibility can outweigh a small monthly saving.
Installation Is installation included, and what happens if the property needs additional work? Unexpected work or a failed appointment can delay activation or add cost.
Router and Wi‑Fi Which router is included, and are mesh units optional or charged? The access line can be fast while rooms remain limited by in-home Wi‑Fi.
Support Who handles faults and billing, and through which channels? The retail provider, not the network operator, normally owns the customer relationship.
Phone and accessibility Are voice, telecare, alarm or accessibility requirements supported? A broadband-only comparison can miss essential household services.

How to interpret a planned build or a failed availability check

The area is planned but your address is not orderable

Treat a planned date as provisional. Openreach says rollout plans can change, and its programme may exclude properties that present unusual engineering or cost challenges. Wait for an address-level order result rather than cancelling an existing service solely because a map shows nearby work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The operator is present but no provider appears

This can mean the network has been built but retail systems have not opened ordering for your premise, or that the particular provider you checked does not use that network there. Check several retailers and ask whether the result is a live service, a pre-order, or an expression of interest.

The checker says service is available but installation cannot complete

Ask the provider for the engineering reason, the revised appointment process and any additional charge before accepting a new date. Keep the written order details. Do not assume that a national coverage claim overrides a property-specific survey.

Choosing between networks in common household situations

Only one network is available

There is no network-level contest to resolve. Compare the retail providers on that infrastructure using total contract cost, upload speed, equipment, support and exit terms. The operator name still matters for the technology behind the line, but the service you experience is shaped by the provider’s package and installation.

Two or more networks are available

Use the same checklist for each retailer and align the contract terms before comparing price. A 900 Mbps plan on one network is not automatically better than a 500 Mbps plan on another if the latter has a lower total cost, stronger upload rate, better router or shorter commitment for your needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need high upload capacity

Prioritise the retailer’s stated upload tier and any equipment limits. nexfibre’s network description includes symmetrical capability up to 10 Gbps, but that does not establish that every address has a matching retail product. Confirm the actual upload rate in the order summary.

You mainly browse, stream and use video calls

Once a service comfortably meets your household’s simultaneous-use needs, reliability, Wi‑Fi coverage, support and contract flexibility may be more valuable than the largest headline download number. Compare the supplied router and the cost of any additional mesh hardware.

Questions to ask before placing the order

  • Which physical network will serve this exact address?
  • Is the result available to order now, or is it planned or subject to a survey?
  • What download and upload speeds are included in the selected tier?
  • What is the total charge over the minimum term, including installation and equipment?
  • When does any introductory price end, and what recurring price follows?
  • What router is supplied, and are replacement or mesh units charged?
  • Who handles faults, and what support channels are available?
  • Will the service support an existing phone, alarm, telecare or accessibility setup?

What the operator labels do—and do not—tell you

Openreach, CityFibre and nexfibre identify the infrastructure layer. They do not, by themselves, tell you the monthly price, contract length, activation date, router quality or support experience for your household. Openreach and CityFibre both describe a division in which the retail provider manages the customer account; nexfibre presents itself as a wholesale provider. That division is why the same network can carry different prices, speed tiers and service policies through different retailers.

Use the published footprint and capability figures to understand the market, then make the purchase decision from the address result and the written retail offer. The most accurate comparison is therefore property-specific and date-specific, not a permanent league table of three national brands.

Bottom line

Check all three networks for your exact property, separate live orders from planned coverage, and compare the retail offers that are genuinely available. Keep operator claims—more than 23 million Openreach homes and businesses covered, more than 4.5 million CityFibre premises passed, and 2.6 million nexfibre premises passed and ready for service at 31 December 2025—in their stated dates and definitions. Then choose on total contract cost, real download and upload tiers, installation, equipment, support and household requirements.
