At Open Source Summit Europe 2026 in Prague, openKylin presented a plan to move Linux from merely hosting artificial-intelligence applications to actively providing the runtime, tools and scheduling layer those agents use. The project paired that software roadmap with RISC-V enablement, openKylin 3.0 AI PCs and on-device demonstrations, while stopping short of publishing performance benchmarks or adoption figures.
What openKylin presented in Prague
Open Source Summit Europe ran from October 7 to 9, 2026, in Prague, Czechia. openKylin’s official post-event report says Executive Director Liu Min delivered the October 8 main-forum keynote, “From AI Runtime to System Agents: Reimagining Linux for the AI Era with openKylin.”

The project’s earlier event preview described the same keynote as running from 09:25 to 09:35 local time at the Prague Congress Centre, but named Wu Qingbo, chairman of the openKylin Technical Committee, as the speaker. Those two official pages do not match, so the available record establishes a speaker discrepancy rather than a single confirmed name.

openKylin’s central distinction is architectural. In the familiar “AI on the OS” model, an application bundles its own model integration and uses operating-system services through ordinary application interfaces. openKylin’s proposed “AI for the OS” model places an AI-aware layer inside the operating-system architecture, allowing agents to understand intent, invoke system capabilities, collaborate with those capabilities and schedule multi-step work.

How the proposed AI runtime would work
The foundation is a unified AI runtime. openKylin describes it as a common runtime layer that can reduce duplicated integrations and expose system functions as tools that agents can call. Instead of each assistant implementing separate connectors for files, settings, devices or other operating-system services, those capabilities would be made available through a shared system-facing layer.

- Interpret intent: an agent understands what the user is trying to accomplish rather than treating every request as a single application command.
- Discover tools: the agent accesses operating-system capabilities exposed through the unified runtime.
- Coordinate actions: it combines those capabilities into a task, rather than handing the user from one isolated AI feature to another.
- Schedule intelligent work: the system can organize follow-up operations and resource use as part of the task.
This is a design direction, not a claim that every Linux application already supports system agents. The summit material describes the runtime and execution environment as the project’s proposed foundation and does not specify a generally available release, compatibility matrix or production deployment timetable.
RISC-V is a first-class part of the roadmap
Li Jianfeng’s lightning talk addressed “AI-ready Linux on RISC-V.” The topics included hardware enablement, optimization for vector extensions, integration of the AI runtime and heterogeneous computing for RISC-V desktops. Together, those areas show that openKylin is treating processor support and AI software as a combined platform problem rather than adding an AI layer only after hardware support is complete.

SpacemiT K3 demonstration
SpacemiT presented its K3 processor, ecosystem progress and software frameworks for AI-computer and AI-robot scenarios. The official report says a K3 system ran openKylin 3.0 at the booth and supported on-device AI demonstrations. That is evidence of a working demonstration configuration; it is not a published performance comparison with other processors.

The booth also displayed AI PCs powered by openKylin 3.0 alongside partner demonstrations. The demonstrations connected the desktop distribution, the proposed runtime direction and hardware capable of running AI locally, but the event report does not provide model sizes, frame rates, power measurements or independent test results.

Partners and the broader open-source ecosystem
The report names KylinSoft, SingNova Singapore, Haihe Laboratory and SpacemiT as participants in the ecosystem.

openKylin also described a closed-door exchange with Thierry Carrez of the Linux Foundation and the OpenAtom Foundation. The discussion covered global ecosystem building, cross-border developer collaboration, AI-era governance, and future community and industrial cooperation. That meeting signals an emphasis on governance and international collaboration as well as code and hardware integration.
Why the summit setting matters
The Linux Foundation’s account of the Prague summit placed openKylin’s announcement among sessions on open AI and data, digital trust, safety-critical software, cloud-native orchestration, embedded Linux and related infrastructure. The foundation reported more than 40 million lines of code across its hosted work in 2026 and described Linux as marking 35 years. Jim Zemlin, the Linux Foundation’s CEO, summarized the event’s open-development premise: “The world’s most important technology is built in the open.”
For openKylin, that context matters because a system-agent architecture cannot be delivered by a desktop distribution alone. It requires common interfaces, processor support, model and tool integration, security and governance practices, and contributors willing to implement those layers across different devices.
What is established—and what remains unproven
The October 2026 material establishes a clear direction: openKylin wants a unified AI runtime, an operating-system-level agent environment, and RISC-V hardware support tied to openKylin 3.0 demonstrations. It also documents partner activity and a K3-based on-device showcase.
