A 2026 preprint found that reproducing ChatGPT’s web citations through Google results and OpenAI’s Responses API recovered only 26.2% of the exact pages cited by GPT-5.5 Instant and 28.3% for GPT-5.3 Instant. Matching at the publisher or domain level was higher—48.7% and 50.3%, respectively. The result means an API-based tracker can often identify the same site while missing the specific article a ChatGPT user saw.
What the citation-matching study measured
The experiment compared citations displayed in ChatGPT’s web application with a stand-in built from two sources: up to five Google organic results for each question and repeated web-enabled requests through OpenAI’s Responses API. Researchers used 80 Search Arena questions—40 in English and 40 in Chinese—covering recommendations, fact lookup, information synthesis and analysis. Each question was run repeatedly in ChatGPT, while the Google and API collections were gathered separately.

Data collection ran mainly from March 29 through July 29, 2026. GPT-5.2 Instant and GPT-5.4 Thinking were decommissioned before all planned runs finished, so the most complete comparisons concern GPT-5.3 Instant and GPT-5.5 Instant. The figures come from a pre-peer-review preprint as reported by Search Engine Journal in 2026, and therefore apply to those model versions and that collection window rather than to every later release.

Page-level recall asks whether the tracker found the same URL that ChatGPT cited. Site-level recall asks only whether it found the same publisher or domain. A result can therefore look successful in a domain report while failing the stricter test of reproducing the article that appeared in the user’s answer. For citation auditing, both measures are useful, but they answer different questions: site visibility is directional, while exact-page matching reflects what a reader could actually open.

ChatGPT’s citations changed across repeated runs
Variation was substantial even when the prompt stayed the same. Of all distinct pages returned across 20 runs for a question, 44.5% appeared in only one run for GPT-5.5 Instant; the corresponding share for GPT-5.3 Instant was 40.8%. Pages that appeared more often were more likely to be cited, but the report does not establish that frequency alone causes a page to be selected.
This instability makes a single API call or one search-results page an unreliable baseline. A benchmark that records only one answer can mistake a transient citation for a stable model behavior, or miss a page that appears in other runs.

The search query may not be the wording the user entered
In visible-search runs, GPT-5.3 Instant and GPT-5.5 Instant generally rewrote the user’s question into one or more more-specific search terms rather than sending the original wording verbatim. Language differences were especially pronounced for Chinese prompts: GPT-5.3 Instant used only English-language searches 67.0% of the time, and GPT-5.5 Instant did so 69.6% of the time.
That rewriting can explain why a direct Google search for the original question fails to reproduce ChatGPT’s sources. A faithful audit needs the transformed queries, the search provider, the model and version, the prompt language and the run number—not just the final answer text.

What related evidence says about the API and chat interface
A separate arXiv preprint by Encarnación, Behzad, Lurie and Metaxa evaluated 401 prompts and 4,812 responses from ChatGPT’s interface and OpenAI’s API, with web search enabled and disabled. It measured accuracy, consistency across runs, text similarity, citation grounding and abstention. In its benchmark setting, enabling web search changed accuracy by as much as eight percentage points, and repeated runs were inconsistent for up to 21% of prompts.
The audit supports the broader conclusion that the deployed chat interface and an API-only test are different access paths. An API evaluation that omits modality, search condition and repeated trials can miss behavior visible in the product users actually operate.

Why missing surfaced citations do not prove no search occurred
OpenAttribution’s May 2026 dataset recorded 307 API responses in which no citations were surfaced even though web search was enabled; 281 of those responses came from OpenAI. The report cautions that an absent displayed citation does not prove the system failed to use sources internally. It is evidence of a transparency and auditability gap, not proof that the answer was generated without retrieval.

How to monitor ChatGPT citations more accurately
- Separate page and domain metrics. Record exact-URL recall and site-level recall as different measures. Do not report a domain match as if it were an article match.
- Run prompts repeatedly. Use a fixed number of trials per question and retain every distinct cited URL. Report both the share of one-off pages and the pages that recur.
- Log the access path. Identify whether each result came from ChatGPT’s web UI, the Responses API or a Google-only control. Record the model version and collection date.
- Capture rewritten searches. Preserve the queries ChatGPT actually issued, along with the provider and language. Comparing only the user’s original wording can produce a false mismatch.
- Stratify by language. English and non-English prompts may trigger different search languages and source sets. Keep those results separate instead of averaging them together.
- Repeat after model changes. The reported percentages are tied to GPT-5.3 Instant and GPT-5.5 Instant during the 2026 collection window. Re-run the same prompt set after a model update or retirement.
- Distinguish displayed evidence from internal retrieval. Treat a response with no surfaced citation as “not displayed,” not automatically as “not searched.”
Can Google results stand in for ChatGPT Search?
Only partially. The combined Google-and-API stand-in recovered about half of the cited sites but about one quarter of the cited pages in the reported comparison. Google results can provide a useful directional control for visibility and discoverability, yet they are not a faithful reconstruction of ChatGPT Search. ChatGPT’s query rewriting, model-specific ranking, repeated-run variation and interface behavior all affect which URL is ultimately cited.
For teams evaluating citation exposure, the practical standard is therefore reproducibility with qualifications: preserve the model and date, run enough repetitions to measure instability, and publish page-level and site-level results separately. Those safeguards make it clear whether a change reflects genuine visibility, a different article from the same publisher or normal variation in the model’s search process.
