OpenAI API pricing explained: tokens, usage, and cost controls

OpenAI API charges are driven by the model you select and the usage that each request generates. Depending on the model and feature, that usage can include input tokens, cached input, cache writes, output tokens, audio, images, tool calls, storage, or other metered units. The API endpoint itself is not a separate fee: Responses, Chat Completions, Realtime, Batch, and Assistants usage is billed at the selected model’s published rates.

To control spending, inspect token counts in each response, review activity in the Usage Dashboard, and use both notification thresholds and enforced organization or project limits. A notification threshold is only an alert; an enforced limit can stop tracked traffic, but enforcement is not instantaneous and a small overrun is possible.

What determines an OpenAI API bill?

Start with two variables: the model and the usage categories produced by your requests. OpenAI publishes rates by model, and a single model can have separate prices for input, cached input, cache writes, and output. Some models and modalities use additional units. Audio, image, storage, and tool features can therefore add charges that are not represented by a simple input-plus-output token calculation.

There is no universal API price. Rates, model availability, modality pricing, and service tiers can change, so any estimate should be calculated from the current official OpenAI pricing page for the model, region or currency shown in your account, and service conditions you intend to use. The figures on that page are commercial terms, not a permanent schedule.

Endpoint does not mean a second price

Responses, Chat Completions, Realtime, Batch, and Assistants APIs are not priced as separate products. They pass usage through the rates for the model and features selected. Two requests made through different endpoints can still cost different amounts if they use different models, generate different token totals, invoke tools, or use different modalities.

Rate categories to check

Usage category What to look for Why it changes the estimate
Input Tokens sent to the model Long prompts, conversation history, retrieved documents, and tool results increase the metered input.
Cached input Input recognized as reusable under the model’s caching rules Cached portions can have a different rate from ordinary input.
Cache writes Data written to a cache when the model or feature supports it A write can be charged separately from later cached reads.
Output Tokens generated by the model Longer answers, structured output, and tool arguments increase output usage.
Other units Audio, images, storage, tools, or modality-specific meters These may be billed in units other than text tokens and may add separate line items.

Do not infer billed usage from the visible length of an answer alone. The response usage object is the authoritative request-level record of token totals and, when available, cached-input or reasoning-token details.

How tokens appear in API responses

Usage field names depend on the endpoint. If you collect usage programmatically, map the fields for the endpoint you actually call rather than assuming one schema applies everywhere.

Chat Completions fields

Chat Completions usage reports prompt_tokens for input and completion_tokens for generated output. It also reports total_tokens. Depending on the model, additional cached-input or reasoning-token detail can be present.

Responses fields

Responses usage reports input_tokens and output_tokens, along with total_tokens. Optional details can expose cached input or reasoning tokens when the endpoint and model support them.

Capture usage at request time

  1. Send the request with the model and features your application will use in production.
  2. Read the returned usage object before discarding the response.
  3. Store the endpoint name, model identifier, timestamp, project, and each available usage field.
  4. Keep input, cached input, cache writes, output, and other modality quantities in separate columns so a later rate change does not blur categories.
  5. Use the recorded values to estimate cost, but use the Costs endpoint or the Costs tab for invoice reconciliation.

Reasoning tokens, when exposed for a particular model, are part of the model’s reported usage even though they may not appear as visible text. Treat them as a separate diagnostic field when available, not as a substitute for the total shown by the API.

Calculating a request estimate without stale prices

A reliable estimate combines quantities from the response with the current rate card. For each category, multiply usage by the applicable rate, then add the results:

estimated request cost = (input quantity × input rate) + (cached input quantity × cached-input rate) + (cache-write quantity × cache-write rate) + (output quantity × output rate) + other modality or tool charges

The formula is intentionally generic. Before publishing a number or setting an internal forecast, record the model, rate categories, currency, service tier, usage quantities, and the date checked. A calculation based on one model cannot be carried over to another model, and a text-only estimate does not cover image, audio, storage, or tool charges.

Example forecasting workflow

  1. Export a representative sample of requests from your application.
  2. Group the sample by model, endpoint, project, and feature set.
  3. Calculate average and high-percentile input and output quantities separately; include cached and reasoning fields when present.
  4. Apply the live rates for each group and multiply by the number of requests expected in the billing period.
  5. Add a separate allowance for tools, storage, audio, images, or other units instead of hiding them inside a token average.
  6. Recheck the calculation whenever you change models, prompts, context size, caching behavior, service tier, or modality.

Where to see usage and spending

Inspect one request

The response usage object is best for debugging a single call. It tells you what the endpoint counted, which helps explain why two apparently similar prompts produced different totals. Log the model and project with the usage data; otherwise, a token count without context is difficult to reconcile later.

Review activity in the Usage Dashboard

For ongoing monitoring, open the Usage Dashboard and select the organization, date range, and projects you need to examine. Dashboard timestamps are displayed in UTC, so convert local reporting periods before comparing them with internal calendar dates. Project filters help separate teams, environments, or applications when they are configured independently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the dashboard to spot trends and unusual project activity, then return to individual response records to diagnose a particular request. Dashboard totals and request logs answer different questions: one shows activity over a period, while the other explains the composition of a call.

Reconcile invoices with costs data

General usage records are not guaranteed to match invoice totals exactly. For financial reconciliation, OpenAI recommends the Costs endpoint or the Costs tab in the Usage Dashboard. Use that costs view when closing a billing period, allocating spend to a finance system, or investigating a discrepancy; use raw usage fields for engineering diagnostics and optimization.

Cost controls: alerts versus enforced limits

OpenAI exposes several controls that are easy to confuse. A project monthly spend threshold is a soft monitoring control. It sends notifications to owners when tracked spending reaches the threshold, but it does not interrupt requests.

When usage exceeds this limit within a given calendar month (UTC), API requests will continue to be processed without interruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OpenAI Help Center, “Managing projects in the API platform”

That behavior makes a soft threshold useful for awareness and escalation, not for guaranteeing a maximum bill. If an application must stop making calls after a budget is consumed, configure an enforced organization or project spend limit where that control is available.

What an enforced limit does

An enforced spend limit can stop affected traffic when recorded spend reaches the configured amount. Enforcement and spend accounting are not instantaneous. Requests already in flight, delayed reporting, or processing latency can cause tracked spending to exceed the configured limit slightly. Treat the setting as a protective ceiling with possible overrun, not as an exact zero-dollar cutoff.

Controls that are not the same thing

Control Purpose Does it stop requests?
Project monthly notification threshold Warn owners that tracked monthly spend has reached a chosen level No. Requests continue.
Enforced project spend limit Stop affected project traffic after recorded spend reaches the configured amount Yes, subject to reporting and enforcement delay.
Enforced organization spend limit Apply a spend stop across the organization within the scope documented for the setting Yes, subject to the same non-instantaneous enforcement.
Approved usage limit Account-level authorization or spending capacity It is not the same as a project budget.
Request or token rate limit Control throughput, such as requests or tokens per time period It limits speed, not accumulated monthly cost.
Prepaid balance Available funding for an account that uses prepaid billing Its behavior is separate from project thresholds and enforced limits.

Account settings differ, so verify which controls your organization and projects actually expose. Do not assume a rate limit, prepaid balance, or approved usage limit will perform the job of a hard spend stop.

A practical monitoring setup

For a small application

  • Log the model, project, endpoint, timestamp, and all returned usage fields for every request.
  • Set a project notification threshold below the amount that would require human intervention.
  • Review the Usage Dashboard weekly, using UTC-aligned date ranges.
  • Use the Costs tab at the end of each billing period rather than treating logged token totals as the invoice.

For a production service

  • Separate production, staging, and development into projects so filters and limits map to real owners.
  • Emit a cost estimate alongside each request record, but label it as an estimate based on the rate card version used.
  • Alert on sudden changes in input length, output length, cached-input share, tool calls, or modality usage; these often explain spend changes faster than a monthly total.
  • Configure an enforced project or organization limit appropriate to the blast radius of an outage, while retaining a lower notification threshold for early warning.
  • Document the recovery action when a limit is reached, such as disabling a nonessential feature, reducing context, or routing traffic to an approved fallback model.

When a limit is reached unexpectedly

  1. Check the Usage Dashboard in UTC and identify the project and time window responsible.
  2. Use request logs to determine whether input growth, output growth, caching changes, tools, or another modality caused the increase.
  3. Check the Costs endpoint or Costs tab to distinguish a usage-accounting issue from an invoice-level amount.
  4. Confirm whether the event was a soft threshold, an enforced spend limit, a rate limit, or an exhausted prepaid balance; each requires a different remedy.
  5. After restoring service, lower unnecessary context, cap output where appropriate, disable unintended tools, or adjust project ownership and limits based on the finding.

Common mistakes that produce inaccurate cost forecasts

  • Using one token price for every model. Input, cached input, cache writes, and output can all have different rates, and rates vary by model.
  • Counting only visible answer text. Prompt history, retrieved context, tool results, cached data, and reasoning usage can contribute to the bill.
  • Assuming a dashboard total is an invoice. Use the Costs endpoint or Costs tab for reconciliation.
  • Treating an alert threshold as a cutoff. Soft thresholds notify owners while requests continue.
  • Promising an exact hard cap. Enforced limits can stop traffic, but delayed enforcement and reporting may allow a small overrun.
  • Ignoring UTC. A local-month report can disagree with the calendar month used by project spend controls.
  • Leaving projects unsegmented. Without project separation, it is harder to identify the application or team responsible for a spike and harder to apply a narrowly scoped limit.

Key takeaways for budgeting

Build forecasts from model-specific rates and the complete usage object, not from response length or a generic token average. Track request-level usage for engineering decisions, the Usage Dashboard for trends, and the Costs endpoint or Costs tab for financial reconciliation. Pair a soft notification threshold with an enforced organization or project limit when you need both early warning and a mechanism that can stop tracked traffic. Recheck rates and account settings whenever the model, endpoint, modality, service tier, or billing period changes.
