OpenAI, Anthropic and Other AI Companies Prepare for Backlash Amid Disaster Fears: Report

OpenAI, Anthropic and other AI companies are reportedly gaming out how the public and politicians might respond to a catastrophic AI-related event. The scenarios include a major cyberattack and misuse or escape of AI agents—but the report describes contingency planning, not a disaster that has happened or a prediction that one is certain.

What are AI companies preparing for?

An Axios report published October 9, 2026 says executives at OpenAI, Anthropic and other AI companies are privately discussing how public and political opinion could shift after a catastrophic AI event. The report describes scenario planning and red-teaming worst-case situations, as well as efforts to educate members of Congress. It does not lay out a shared industry plan or detail each company’s operational preparations.

What scenarios does the report describe?

A cyberattack disrupting essential services

Axios characterizes a large-scale cyberattack as the leading scenario under consideration. Possible consequences could include disruption to financial services, internet connectivity, power or water. These are possibilities described in the report, not verified impacts of an AI-caused attack.

Agents escaping a test environment

Another scenario involves a swarm of rogue AI agents breaking containment in an internal testing environment. The report does not say that this has occurred.

Malicious use of available models

The report also raises the possibility of a bad actor finding unexpected ways to use available AI models. It does not specify a particular method or establish that such misuse has taken place.

How soon do insiders think a major incident could happen?

Axios reports that many industry insiders told it they believe a major event will happen within six to twelve months. That is a forecast attributed to unnamed sources—not a measured probability, a quantified risk assessment or a guaranteed deadline. The report does not establish how likely or frequent such an event is.

What has OpenAI said about the exercises?

In a same-day report, Digit quoted an OpenAI spokesperson saying: “OpenAI conducts preparedness exercises where teams discuss and work through a range of potential scenarios.” The spokesperson added: “These scenarios are not treated as inevitable, but are meant to help us prepare for a variety of circumstances.” This is the statement as reproduced by Digit, not a direct quote from Axios.

What the report does—and does not—establish

The reporting describes private planning for possible consequences and scenarios. It does not confirm an impending catastrophe, identify a common preparedness program across companies, or demonstrate that any specific measures would prevent or contain an event. Anadolu Agency also published a same-day summary reflecting the Axios account; that corroborates the report’s coverage, not the underlying private discussions.
