Open-World City Builder Beginner Guide: How to Plan Roads, Zones, and Services

Build a road hierarchy first, zone only where streets provide access, and add services in response to real needs. In Cities: Skylines II, a successful starter city is a feedback system: roads determine movement and utility access, zoning creates homes and jobs, services keep people and buildings functioning, and the budget decides how quickly you can expand. Start with one compact district, separate local access from through traffic, keep pollution and freight away from homes, and inspect demand, coverage, traffic, and production after every major change.

What a good starter city is trying to achieve

Your first objective is not to fill the available land. It is to create a small district that can pay for and serve itself while leaving room for the next district. Four systems must work together:

As an Amazon Associate I earn from qualifying purchases.

  • Movement: residents, workers, shoppers, service vehicles, and trucks need routes with enough capacity.
  • Access: every building needs a usable street connection, while water and electricity infrastructure follows the road network.
  • Land use: homes, commerce, industry, and offices depend on one another for labor, goods, customers, and tax revenue.
  • Public capacity: services must have enough range, capacity, magnitude, and operating efficiency to meet actual demand.

Henri Haimakainen, a Cities: Skylines II game designer, described roads as both the “bones” and “arteries” of a city in an Xbox Wire article published October 24, 2023. That distinction is useful: a road creates buildable frontage, but it also channels every trip through your network. A street that looks convenient for one block can become the route used by an entire region.

Read the map before placing anything

Find the outside connection and the first freight corridor

Pause immediately and inspect where the starting road meets the outside network. That connection will carry imports, exports, commuters, and early construction traffic. Trace a route from it toward the flattest practical building area, then identify a separate direction for future industry and freight. Do not allow the entrance road to become the only street serving every future neighborhood.

Mark terrain, water, and pollution risks

Steep slopes increase construction difficulty and can make later road upgrades awkward. Water resources determine where utilities can operate, while prevailing pollution sources and industrial traffic should be kept away from housing. Leave undeveloped buffers where you expect noisy or dirty uses; a narrow strip of empty land is cheaper than relocating a dense neighborhood.

Reserve space for upgrades

Keep setbacks along the first main route for a wider road, transit lanes, ramps, or a parallel connection. A road that is perfect at population 500 may be impossible to widen once buildings occupy both sides. Planning an upgrade corridor costs nothing now and prevents demolition later.

Use a road hierarchy instead of one oversized grid

The game provides small, medium, large, and highway road categories. It also includes grid and snapping aids, replace and parallel construction, slope guides, highway ramps, bus lanes, tram tracks, and pedestrian streets. Treat those tools as a hierarchy rather than a collection of cosmetic options.

Road role Best use What to avoid
Highway or regional route Outside connections, long-distance movement, and freight that should bypass neighborhoods Frequent driveways, short local trips, or dense zoning directly on ramps
Large road Major city-to-city or district-to-district movement Using it as the frontage street for every building
Medium road Distributor routes that collect traffic from several local streets Turning every intersection into a full-access junction
Small local street Building frontage, short trips, and quiet residential access Sending regional trucks or commuter traffic through the neighborhood

In practice, connect the outside route to one main road, branch a few distributors from it, and let small streets feed those distributors. This arrangement separates movement from access: through traffic gets a direct path, while buildings receive frequent, low-speed connections without placing a junction on the regional route every few meters.

Build the first network in a controlled sequence

  1. Pause and draw the main route. Follow the least expensive practical terrain from the entrance toward your first buildable area. Leave a straight segment or reserved strip where a later upgrade can fit.
  2. Add two or three distributors. Branch medium roads from the main route so future blocks can connect without all traffic returning to one intersection.
  3. Lay a compact local grid. Use small streets for frontage and keep blocks modest enough that pedestrians and service vehicles have multiple access choices.
  4. Check slopes and junction spacing. Use the slope guide and snapping tools to avoid sharp grades and closely stacked intersections. Replace or realign a segment now rather than after zoning.
  5. Provide utility access. Because water pipes and electric cables run beneath roads, a disconnected street is also a disconnected utility plan.
  6. Zone only after access is working. Watch the road overlay and building arrows; unserved frontage can create confusing demand and abandonment later.

Do not connect every local street directly to the entrance. A single entrance with many branches becomes a roundabout of conflicting trips, and widening it does not solve the underlying pattern. Add another distributor or a parallel route when traffic is trying to cross the same junction from several directions.

Zone according to demand and relationships

The official zoning tools are Fill, Marquee, and Paint. Fill is quick for regular blocks, Marquee selects a defined rectangle, and Paint lets you leave buffers, shape an edge, or create a small 2×2 residential pocket. Use the least aggressive tool that matches the district you are designing; painting every available square tends to create more lots than your economy can support.

Residential: quiet streets with room to grow

Place the first homes on local streets, away from heavy freight and obvious pollution sources. Residents evaluate housing, shops, services, schools, workplaces, pollution, rent, and land value. A large residential patch beside a noisy industrial route can therefore produce demand that never turns into stable occupancy. Start with a compact pocket, then add another only when the demand meter and available jobs justify it.

Commercial: edges and collectors, not every corner

Small shops work well at the edge of a neighborhood or along a suitable collector where customers and deliveries can arrive without cutting through every residential block. Commerce depends on household demand and on a reliable flow of goods. If stores report shortages, inspect freight access and production before zoning more retail.

Industrial: direct freight access and pollution separation

Place industry near an outside connection or on a distributor with a clear path to the larger road network. Trucks should not need to cross the starter neighborhood to reach factories or warehouses. Keep a buffer between industrial parcels and homes, because pollution, noise, and freight movement affect residential desirability and land value.

Office: add when labor and demand support it

Office areas can diversify jobs without the same freight profile as manufacturing, but they still consume workers and services. Treat them as a later adjustment to the jobs balance rather than a default replacement for industry. Check whether your residents have suitable education and whether the budget can support the additional service load.

Why empty land is not a zoning plan

Residents and companies respond to conditions, not to the amount of paint on the map. Companies consider material transport costs, so an industrial or commercial site with poor freight access may underperform even when demand appears high. Services also do not automatically raise land value: Paradox Interactive notes that simply placing all city services in a neighborhood does not increase land value unless residents’ needs are actually met.

A practical starter layout

Area Street pattern Reason
Housing pocket Small streets connected to one or two distributors Reduces through traffic and gives residents short local trips
Neighborhood commerce Collector edge with service and delivery access Lets shoppers and trucks arrive without saturating local streets
Industry and storage Near the outside connection, with a direct larger-road route Shortens freight paths and keeps heavy vehicles out of housing
Future expansion reserve Unzoned land beside a planned distributor or parallel route Preserves options for a second district and road upgrades

This is a starting pattern, not a rigid template. Terrain, water, and the location of the outside connection may force a different shape. Preserve the relationships—quiet access for homes, convenient deliveries for shops, and direct freight movement for industry—even when the blocks are irregular.

Provide services as targeted systems

Services are not decorations that make a map look complete. Each building combines a passive local effect with simulated operations. Passive effects from healthcare, elementary education, fire, police, and parks are strongest around the building and depend on range, capacity, and magnitude. Efficiency can change a building’s capacity and range. Vehicles and citizens can travel beyond the immediate radius, so a service building does not need to sit on every street.

Start with the current warning

Build the service that addresses the problem your city is actually reporting. A police station, for example, reduces local crime accumulation through its passive effect while patrol vehicles extend coverage along the road network. Adding several stations before crime or capacity requires them consumes upkeep without guaranteeing higher land value.

Place buildings for fast departure

Put service buildings on accessible roads, preferably where vehicles can leave without crossing a congested local junction. A centrally located building with poor egress can respond more slowly than a slightly farther building beside a clear distributor.

Understand district assignment

District assignment can limit where simulated service operations occur, while passive coverage remains local to the building’s neighborhood. Use districts when you need to control patrols, maintenance, or other vehicle activity; do not assume that assigning a district expands the passive effect across the entire city.

Read coverage and capacity together

  • Range: how far a passive effect or operation can reach.
  • Capacity: how many cases, citizens, students, or incidents the service can handle.
  • Magnitude: the strength of the local effect.
  • Efficiency: how effectively the building converts its budget and staffing into service.

A warning may indicate insufficient capacity rather than insufficient geographic range. Conversely, a map can show broad theoretical range while congested roads delay the vehicles that deliver the service. Check both overlays and the road route before constructing another building.

Why traffic jams happen even with wide roads

Traffic is a network problem, not a width contest. Agents calculate pathfinding cost from the road network, travel time, travel cost, personal preferences, and changing incidents. They can reroute around accidents or stopped vehicles, which means a minor blockage can suddenly load a parallel street that was designed only for local access.

Diagnose the overloaded route

  1. Open the traffic view and identify the segment or junction where queues begin.
  2. Follow vehicles backward to determine whether the pressure is regional through traffic, district distribution, or local access.
  3. Check whether several destinations are using one short connector because it is cheaper or faster than the intended main route.
  4. Inspect nearby intersections for closely spaced turns, missing connections, or a service building whose vehicles must cross the queue.
  5. Apply one change, then observe the route again before making a second major alteration.

Match the fix to the failure

Observed problem Likely response
Regional traffic crosses a neighborhood Add a parallel or higher-capacity route that bypasses local streets; connect it to the outside network where appropriate.
Several districts feed one collector Add another distributor or a second connection between districts.
One junction blocks short local trips Remove unnecessary turns, space intersections farther apart, or give local streets another outlet.
Freight cuts through homes Move industrial access toward the larger road network and create a direct freight path.
A single segment remains saturated after rerouting Upgrade that segment, reserving widening for the actual bottleneck instead of rebuilding every road.

A wider road can attract more traffic without resolving the destination pattern. If the network offers only one fast route, agents will continue to converge on it. Parallel connections, better junction spacing, and separation of local and regional trips usually provide a more durable solution.

Manage the early budget and production chain

A new city receives government subsidies while it is too small to support itself through taxes and service fees. Use that breathing room to establish a functioning core, not to pre-build a vast road network that has no residents or customers.

Use taxes as a demand lever

Taxes can encourage or discourage particular products. Adjust them when you need to influence production or consumption, then watch demand and company activity for a response. A tax change is not a substitute for fixing a missing freight connection or an oversupplied zone.

Treat the service budget as an efficiency control

Service budgets can be set from 50% to 150%. Lower settings reduce operating cost but can reduce building efficiency; higher settings provide more capacity or range at greater expense. Use the slider on the constrained service rather than raising every department at once.

Read production views before zoning more factories

The production panels show surpluses, deficits, inputs, outputs, and imports or exports. A deficit may justify additional industry, but first verify that trucks can reach the site and that workers are available. A surplus may indicate that new factories would only increase pollution and operating costs.

  1. Check demand: confirm that residents or companies are requesting the type of zoning you plan to add.
  2. Check access: verify that the proposed streets connect to distributors and that utilities follow those roads.
  3. Add a modest amount of zoning: use Paint or Marquee to avoid oversupplying the market.
  4. Watch traffic: identify whether new trips use local streets, a collector, or the outside connection.
  5. Inspect services: compare passive coverage, vehicle reach, capacity, and efficiency.
  6. Review money and production: check taxes, service costs, imports, exports, and material balances.
  7. Upgrade one constrained system: widen a bottleneck, add a service building, adjust a budget, or create a freight route—not all four at once.

This sequence makes cause and effect visible. If you zone an entire tile, build several services, and upgrade roads simultaneously, you will not know which change solved or created a problem.

When to expand the first district

Build the next district only when the existing one shows room in all of the systems that expansion will stress:

  • Residential, commercial, industrial, or office demand remains persistent rather than appearing as a brief spike.
  • Jobs and workers are balanced well enough that new homes will not create a large commute burden or new businesses will not sit empty.
  • The main route and distributors have spare capacity, or you have already built the parallel connection needed for the next area.
  • Service buildings have usable capacity and vehicle access; a coverage circle alone is not sufficient evidence.
  • The budget remains positive after recurring service and road costs, without relying on an unexamined temporary surplus.
  • Production views show that additional housing or industry will not deepen an existing input shortage or freight deficit.

Expand from an existing distributor and give the new district at least two logical connections when the terrain allows. One connection makes every trip depend on a single junction; two connections let agents choose alternate paths and give emergency vehicles another way around an incident.

Common beginner mistakes and precise fixes

Painting all zones at once

Symptom: empty lots, abandoned buildings, or sudden service and traffic pressure.

Fix: remove excess zoning, wait for demand to return, and add only the next small pocket. Empty land is not a reason to create supply.

Putting every road on the entrance

Symptom: a permanent queue at the first intersection even though local streets look clear.

Fix: keep the entrance as a main route, add distributors, and route local frontage away from that junction. Reserve a second outside connection or parallel path for later growth.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Widening roads everywhere

Symptom: higher construction or maintenance costs with little traffic improvement.

Fix: identify whether the problem is regional movement, district distribution, or local access. Upgrade only the segment whose capacity is actually limiting the network.

Building services for visual coverage

Symptom: high upkeep while land value or service warnings do not improve.

Fix: check the service’s range, capacity, magnitude, efficiency, and vehicle routes. Add a building only when the relevant need or capacity limit is documented by the city.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing industry with housing

Symptom: pollution, lower desirability, freight queues, and unhappy residents.

Fix: move heavy uses toward an outside connection, create a buffer, and give trucks a direct larger-road route that bypasses residential streets.

Ignoring production data

Symptom: companies close despite apparent demand, or imports and traffic rise unexpectedly.

Fix: inspect inputs, outputs, surpluses, deficits, and import/export flows before adding another zone. The missing piece may be transport rather than land.

A compact first-hour checklist

  • Pause and identify the outside connection, terrain limits, water, and likely pollution corridor.
  • Draw one main route with room for a future upgrade.
  • Add a few distributors before creating a large grid.
  • Lay local streets and confirm utility access.
  • Zone a small residential pocket, limited commerce, and a job area with direct freight access.
  • Place only the essential services required by current warnings and population.
  • Watch demand, traffic, coverage, budget, and production after each change.
  • Upgrade the single constrained system before opening another district.

Final planning rule

Think of each district as a small experiment. Roads establish how agents can move, zoning determines what trips exist, services determine whether those trips and buildings remain viable, and the budget determines which improvement you can afford next. If you preserve a road hierarchy, zone in response to demand, separate freight and pollution from homes, and expand only after checking the feedback panels, your city can grow without turning the first neighborhood into a permanent bottleneck.
