Open-weight means a model’s trained parameters (weights) are available for download, inspection or self-managed deployment. It does not automatically mean the model is open-source software, free to operate, commercially unrestricted or private by default. The practical questions are where the files came from, which revision you downloaded, what the license permits, where prompts are processed and how you will control updates.
This guide explains how to obtain models safely, check commercial rights, run them without a conventional API, protect sensitive prompts and maintain a reproducible production deployment.

What “open-weight” actually means
A model’s weights are the numerical parameters produced by training. If a publisher releases those files, you may be able to download them and run inference on hardware you control or through a hosting provider. “Open-weight” describes that availability; it does not describe every other part of the system.

Hugging Face describes openness as a stack that can include weights, architecture, source code, training data, training methods, evaluations, licensing and documentation. A release can therefore be open in one layer and closed in another. You might receive the weights but not the original training corpus, complete training code, evaluation artifacts or unrestricted rights to redistribute the files.

Read “open-weight” as a deployment option, not a legal conclusion. Before using a model, identify the exact publisher, model identifier, revision, license and acceptable-use rules attached to that release.
Where to download an open-weight model
Start with the publisher’s official distribution page and model card. Follow its links to the repository or registry rather than searching for a similarly named mirror. The official page is where you are most likely to find the correct license, tokenizer, configuration files, safety documentation and notices about revised weights.
OpenAI releases
OpenAI directs users to its open-model distributions on Hugging Face and GitHub. Its gpt-oss model card, published August 5, 2025, identifies gpt-oss-120b and gpt-oss-20b. Use the model card’s current instructions and files; do not assume that a third-party package has the same revision or configuration.
Meta releases
Meta documents direct downloads and distribution through Hugging Face and Kaggle, with an official download flow. Complete any access or account step required by the publisher, then retain the model card and the license that applied when you accepted the terms.
What to record at download time
- Publisher and exact model identifier, including size or variant.
- Immutable revision: preferably a commit hash or other revision that cannot move silently.
- Model-card version and publication or update date.
- License text, acceptable-use policy and any regional restrictions.
- Tokenizer, configuration and runtime files.
- File checksums when the publisher provides them.
- The repository URL and the date and time of your download in your asset inventory.
That record lets you reproduce an experiment, prove which terms governed a deployment and roll back after a problematic update.

Is an open-weight model open source?
Not necessarily. Open-source software generally grants defined freedoms to inspect, use, modify and redistribute code under a recognized license. A weight release may provide only the parameters, with separate restrictions on use, redistribution, geography or commercial activity.
| Layer | Question to ask | Why it matters |
|---|---|---|
| Weights | Can you download and run the parameter files? | Determines whether self-managed inference is technically possible. |
| Architecture and code | Are the model design and runtime implementation available? | Controls how deeply you can inspect, modify or port the system. |
| Training data and methods | Are sources, filtering and training procedures documented? | Affects auditability, provenance and risk assessment. |
| Evaluations | Are safety and capability tests published? | Shows what the publisher measured and what remains unknown. |
| License and policies | What use, redistribution, attribution and location rules apply? | Defines your legal operating boundary. |
| Documentation | Are installation, hardware and limitations explained? | Determines whether you can deploy and maintain it reliably. |
Use the narrower term “open-weight” unless the publisher clearly documents the other layers and grants the corresponding freedoms.

Can you use downloaded weights commercially?
Commercial use depends on the exact license and policy, not on the phrase “open-weight.” Read the version attached to the model you intend to deploy and check four issues: permitted use, redistribution, attribution and geography.
OpenAI gpt-oss
OpenAI makes gpt-oss available under Apache 2.0 together with the gpt-oss usage policy. Apache 2.0 is a permissive software license, but the additional usage policy still applies. Treat both documents as one compliance package. A commercial deployment must satisfy the policy even when a particular activity would otherwise be allowed under Apache 2.0.
Meta Llama 3.3
Meta’s Llama 3.3 uses a separate Community License. The license defines the covered “Llama Materials” and requires this attribution notice in distributed copies: “Llama 3.3 is licensed under the Llama 3.3 Community License, Copyright © Meta Platforms, Inc.” Include the notice where the license requires it, such as documentation or a distributed product package.

Meta’s acceptable-use policy also says that rights for some multimodal models are not granted to individuals domiciled in, or companies headquartered in, the European Union. That is a policy-specific geographic limitation, not a universal rule for every Meta model. Verify whether the precise model and modality you selected are covered before deployment.
A practical commercial-use review
- Download the license and acceptable-use policy from the publisher’s official release page.
- Write down the exact model version and the legal entity or geography that will operate it.
- Check whether your use case is prohibited, restricted or subject to additional conditions.
- Check whether fine-tuned weights, outputs, model hosting or redistribution trigger extra obligations.
- Prepare required attribution and retain the texts in your compliance records.
- Ask qualified legal counsel about high-risk uses, regulated data or cross-border distribution.
A downloaded file is not evidence that your intended use is permitted. The documents attached to that file are.
Does running a model locally keep prompts private?
It can reduce transmission to a third-party API, but “local” is not synonymous with private. OpenAI says its open models are designed to run on infrastructure you control, including on-premises systems or your cloud or hosting partner. It also states that OpenAI does not receive or process data sent to self-hosted models unless you explicitly share it with OpenAI or use a managed hosting partner.
That arrangement can improve data residency and give you control over the inference path. You still control, and are responsible for, the surrounding system:
- Access control: restrict who can call the model and who can download its files.
- Logs: decide whether prompts, responses, user identifiers and errors are recorded, and set retention limits.
- Telemetry: inspect the runtime, container and monitoring configuration for outbound connections.
- Backups: encrypt prompt logs, model files and configuration snapshots, and limit backup access.
- Hosting terms: review the contract and data-processing terms of any cloud or managed inference provider.
- Supply chain: verify repositories, packages, containers and checksums before they enter production.
Hugging Face states that it does not own models or data uploaded to its Hub. If you use a hosted endpoint, the endpoint operator’s storage and logging controls determine practical privacy. Ask where requests are processed, how long data is retained, whether requests are used for improvement and who can administer the service.

Are open-weight models free, and can you run one without an API?
The weights may be free to download, but operation is not free by default. Budget for storage, GPU or CPU capacity, electricity, networking, monitoring, backups, engineering time and any hosted-inference charges. Large models can require more memory or multiple accelerators; the publisher’s current model card is the authority for hardware and runtime requirements.
Yes, you can run a model without calling a public API when its files and runtime support local or self-managed inference. You can install a compatible inference server on your workstation, a private data-center machine or your cloud account. A hosting partner can also run the model on your behalf while you retain a contractual and operational relationship with that provider. In every case, confirm the runtime supports the model’s architecture, tokenizer, quantization format and required acceleration before purchasing hardware.
How to download and deploy safely
- Choose the official release. Open the publisher’s model page and follow its documented Hugging Face, GitHub or Kaggle route. Avoid an unverified mirror.
- Accept and save the terms. Store the license, usage policy, model card and attribution language with your downloaded artifact.
- Pin the revision. Select a commit hash or immutable revision rather than a moving branch or “latest” tag.
- Verify the files. Compare checksums when supplied, confirm expected filenames and keep the tokenizer and configuration paired with the weights.
- Run a staging test. Validate loading, memory use, latency, output quality, safety controls and network behavior before production.
- Harden the service. Apply authentication, least-privilege permissions, encrypted storage, restricted egress and an explicit prompt-log retention policy.
- Document the baseline. Record hardware, runtime versions, model revision, configuration, test prompts and observed results.
- Promote deliberately. Move the tested artifact to production without replacing it with a newly downloaded file under the same name.
How to know when a model has been updated
Treat a model repository as a mutable software dependency. A branch, tag or filename can point to different content later. Hugging Face’s Transformers security guidance recommends setting a revision so repository updates cannot silently change the runtime input.
Routine monitoring
- Watch the publisher’s official model page and repository for release notes, model-card edits and security advisories.
- Compare the pinned commit or immutable revision with the current upstream revision.
- Review changes to weights, tokenizer, configuration, inference code, license and acceptable-use policy separately.
- Keep a rollback copy of the previous model and its complete environment.
Upgrade procedure
- Download the proposed revision into an isolated staging location.
- Verify checksums and inspect the changelog, model card and policy changes.
- Re-run capability, safety, latency and privacy tests using the same test set as the baseline.
- Check application compatibility, memory requirements and cost at expected traffic.
- Approve a dated production change, retain the old revision and define a rollback trigger.
Self-hosting shifts responsibility for security, observability, evaluation, scaling, model updates and incident response to the operator. Pinning prevents surprise changes; it does not remove the need to review upstream advisories.

| Decision area | Questions |
|---|---|
| Capability and modalities | Does the model support the languages, reasoning tasks, vision or other inputs you actually need? |
| Hardware and cost | Can your machines hold the chosen precision and context length, and what are the recurring compute and storage costs? |
| Latency and throughput | What response time and concurrent-request target must the deployment meet? |
| Privacy and residency | Can requests remain in your approved environment, and are logs and backups controlled? |
| License restrictions | Are commercial use, redistribution, attribution and your geography allowed? |
| Safety documentation | Are limitations, unacceptable uses and evaluation methods documented clearly? |
| Ecosystem support | Does your runtime support the architecture, tokenizer, quantization and integrations? |
| Maintenance effort | Can your team monitor revisions, patch dependencies, test upgrades and respond to incidents? |
For gpt-oss-120b and gpt-oss-20b, use the current OpenAI model card for supported capabilities, hardware guidance and any published evaluations. Do not infer a performance ranking from the names alone. The same rule applies to Llama 3.3 and other releases: benchmark values and limitations can change with the exact version, prompt format and runtime.
Common failure modes and fixes
The download works, but the runtime will not load the model
Check that the tokenizer, configuration and weights come from the same revision and that your inference runtime supports the model architecture and precision. Re-read the publisher’s installation instructions before changing quantization or conversion settings.
A production service changes behavior unexpectedly
Inspect whether a floating branch, tag or “latest” reference fetched new files. Replace it with an immutable revision, restore the recorded baseline and compare checksums and model-card versions.
