Neither open-source nor proprietary AI models are universally better. Open-weight models can give an organization direct control over where inference runs and how it is operated; self-hosting can become economical when usage is high and steady. A hosted proprietary model can be cheaper for intermittent workloads because the provider supplies the GPUs, scaling and much of the operations work.
The useful comparison is not the label. Check the exact model license, the actual data-flow and retention terms of the service, task performance on your data, total cost at your volume, and how difficult it would be to change providers or deployment methods.

Start with the terms: “open-weight” is not automatically “open-source”
Open-weight means that the trained model weights can be obtained under stated terms. It does not, by itself, mean that the training data, source code, training procedure or unrestricted rights to use and modify the model are available.
Open-source has a narrower meaning that depends on the applicable definition and license. Before deploying any model, read the primary license and the terms for its tokenizer, inference code, adapters, safety components and other bundled software. Confirm whether your intended use permits commercial operation, modification, redistribution, hosting and the specific applications you have planned. A model can provide downloadable weights while imposing restrictions on one or more of those activities.

A hosted proprietary model is normally accessed through an API or managed product run by a provider. “Hosted” does not answer whether prompts are used for training, how long logs are retained, which subprocessors see the data or where processing occurs. Those details vary by provider and by product tier. Conversely, running open weights yourself does not prove that the model is private or that its creation methods are transparent: your organization still has to secure the environment and comply with the license.
Quick comparison: what each approach puts under your control
| Decision area | Open-weight model that you operate | Hosted proprietary model | What must be verified |
|---|---|---|---|
| Inference location | Your cloud account, data center or rented GPU environment | Provider-operated infrastructure | Storage and processing regions, cross-border transfers and subprocessors |
| Data handling | You set logging, retention and access policies, but must implement and enforce them | Provider controls are available only to the extent the selected tier and contract provide them | Training-use default, retention period, deletion process, zero-data-retention eligibility and audit evidence |
| Model changes | You choose when to update, fine-tune or pin a version | Provider controls releases and may retire or alter models under its service terms | Version pinning, notice periods, regression testing and migration support |
| Capacity | You buy or rent enough GPUs for peak demand and pay for idle capacity unless you schedule it | Capacity is billed through tokens, subscriptions or another service meter | Quotas, rate limits, latency guarantees, burst behavior and availability commitments |
| Operations | Your team handles deployment, patching, monitoring, security and incident response | The provider operates the model service; your team still manages application security and vendor risk | Staffing, support scope, incident notifications and responsibilities in the contract |
| Portability | Weights and serving stack can support migration, subject to licenses and hardware requirements | Applications may depend on a provider’s API, tools or output behavior | Exportable prompts and data, compatible APIs, replacement models and migration effort |
Privacy and data governance
What self-hosting can and cannot guarantee
With self-hosting, inference traffic can remain inside infrastructure that your organization administers. You can design network boundaries, choose the region, set log retention, restrict administrator access and decide whether prompts are stored at all. That direct control is valuable for regulated or confidential workloads.
It also creates obligations. Your team must secure the operating system, GPU hosts, model files, queues, observability systems, backups and administrator credentials. A prompt can leak through application logs, debugging traces, crash dumps or a third-party monitoring tool even when the model server itself is on-premises. Define data classifications, prohibit sensitive fields where they are unnecessary, encrypt data in transit and at rest, and test deletion rather than assuming a configuration switch worked.

Questions to ask a hosted provider
- Are prompts and outputs used to train or improve models by default, and can that use be disabled contractually?
- How long are inputs, outputs, abuse-monitoring records and backups retained?
- Is zero data retention available, which endpoints qualify, and what operational or safety exceptions apply?
- Which subprocessors handle requests, support and telemetry?
- Where are data stored and where is inference performed? Can you select a storage or processing region?
- What encryption, key-management and role-based access controls are provided?
- How are deletion requests, security incidents, legal demands and audit reports handled?
- Which commitments apply to your exact plan, geography and organization type rather than to a different product?
For example, OpenAI’s business-data policy says covered business and API inputs and outputs are not used to train models by default unless a customer opts in. It also describes configurable retention, including API zero data retention for qualifying customers, and regional storage and processing choices for eligible organizations. The available endpoints, regions and eligibility rules are product-specific, so read the current terms before treating those controls as part of your design. Map the complete data path
Draw the path from the user interface to the model and back. Include identity systems, retrieval databases, file stores, prompt filters, model gateways, provider APIs, logs, analytics and support tools. Mark every location where a prompt, retrieved document or generated answer is copied. This exercise often finds more exposure in the surrounding application than in the model choice itself.
Control, resilience and switching costs
An organization operating open weights can pin a known version, apply its own safety filters, tune routing and schedule upgrades around internal testing. It can continue serving requests during a provider outage if its own capacity and dependencies remain available. The trade-off is that the organization becomes responsible for every operational layer and for deciding when a model is safe to update.
Recommended Free Tools
A hosted service removes much of that infrastructure work and may offer support, service-level commitments and managed scaling. It also introduces provider dependence. A model can be renamed, rate-limited, repriced or retired; output style and refusal behavior can change after an update. Mitigate that risk by storing prompts and evaluation data, pinning versions where available, maintaining an abstraction layer around provider APIs and testing at least one viable replacement.
Portability is not automatic in either direction. Moving from a hosted API may require replacing tool calls, structured-output handling, safety checks and prompt templates. Moving from self-hosting may require adapting to a different model architecture, quantization format, GPU memory requirement or license.
License and rights: inspect the exact artifacts
Make a rights inventory before a technical pilot. Record the model-weight license, tokenizer license, inference-server license, adapter or fine-tuning license, dataset terms and any acceptable-use restrictions. Ask legal counsel to review commercial use, modification, redistribution, hosting for customers, sublicensing and prohibited applications.

Do not describe a model as “open source” merely because its weights can be downloaded. If a component’s terms are not clear, mark the intended use as unresolved rather than assuming a permissive right. A hosted provider’s terms also matter: the contract may define ownership of inputs and outputs, permitted uses, confidentiality, suspension rights and limits on reverse engineering or automated access.
Cost: compare the whole system, not a token price
Costs that belong in a self-hosting estimate
- GPU purchase or rental, including enough capacity for realistic peak concurrency.
- Servers, storage, networking, installation and connectivity.
- Electricity, cooling, facility costs, insurance and depreciation.
- Engineering time for serving, model updates, optimization and integration.
- Security patching, monitoring, evaluation, on-call coverage and incident response.
- Capacity that sits idle during nights, weekends or demand troughs.
- Migration, replacement hardware and the cost of supporting more than one model version.
Costs that belong in a hosted-service estimate
- Input and output token charges, subscription fees or minimum commitments.
- Usage spikes, retries, long context windows, embeddings and related services.
- Quotas, overage rates, reserved capacity and any premium latency tier.
- Application engineering for authentication, retries, redaction, monitoring and provider-specific features.
- Price changes, model migrations, compliance reviews and the effort to switch vendors.
Use measured average and peak traffic rather than a single monthly average. A self-hosted GPU that is busy for two hours a day has a different economics from one serving continuously; a hosted API that appears inexpensive at average volume may become costly when a product suddenly generates long outputs.
What the OECD model says about scale
The OECD’s 2026 report, Benefits of AI openness, compares cloud API charges with private GPU installation scenarios and concludes that “Self‑hosting of open-weight models becomes cost-effective only at scale.” The figures below are modeled results under that report’s assumptions, not quotations from vendors or guaranteed savings:
| Modeled monthly volume | Modeled result | How to interpret it |
|---|---|---|
| 100 million tokens | No break-even in the report’s small-workload scenario | Under those assumptions, private hosting does not recover its modeled cost |
| 500 million tokens | 30.4-month break-even | The modeled private installation takes about 30.4 months to repay its higher upfront cost |
| 1 billion tokens | About 2.5 years before private hosting is cheaper | This is a separate medium-use passage in the report; do not merge it with the 500-million-token table category |
| 5 billion tokens | 1.8-month break-even | The result assumes the report’s high-volume utilization and cost inputs |
| 50 billion tokens | 1.0-month break-even | This is an extreme-volume modeled case, not a normal business forecast |
Read the assumptions in the OECD cost analysis before applying a number to your budget. Hardware prices, electricity, utilization, staffing, model size and API prices can change the result. The table demonstrates why volume and utilization matter; it is not a universal price list.
A public-sector case illustrates utilization risk
In a 2025 OECD case study, a laboratory estimated self-hosting a Llama model at about EUR 9,300 per month, while token charges for its daytime usage were around EUR 3,500 at that time. The lab judged that its GPU capacity would have to be paid for throughout the day even when demand was low. It described a custom deployment as taking weeks of infrastructure work, compared with minutes to deploy a hosted model instance. These are one organization’s estimates and experience, not current market prices or a promise that every API deploys in minutes.

The case is useful because it includes idle capacity and staff time. Review the full OECD public-sector case study and rebuild the calculation with your own traffic pattern.
GPU rental and managed inference
Renting GPUs or using managed inference can sit between an API-only design and owning servers. It may avoid a large purchase while allowing more control over networking and model versions. Compare hourly or monthly rental charges, availability, data handling, region, storage, egress, support and the engineering needed to operate the serving stack. Rental capacity is not automatically private, inexpensive or easier; it simply changes which party supplies the hardware.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evaluate task performance instead of assuming a category winner
There is no established general performance winner between open-weight and proprietary models. Run the same representative workload against each candidate. Include ordinary requests, long-context cases, structured output, retrieval-grounded answers, multilingual inputs, adversarial prompts and expected failure conditions.
- Accuracy: score against an answer key or a reviewed rubric.
- Grounding: measure unsupported claims and citation or retrieval errors.
- Reliability: record timeouts, malformed JSON, refusals and retries.
- Latency: measure time to first token and complete response at realistic concurrency.
- Safety: test disallowed requests, sensitive data handling and escalation paths.
- Operations: measure monitoring effort, memory use, deployment time and recovery after failure.
Keep prompts, retrieved context, temperature and acceptance criteria constant. Separate model quality from system quality: a retrieval bug, prompt filter or network queue can make a strong model appear weak.

- Classify the data. Identify personal, confidential, regulated and public inputs. Establish required regions, retention limits, audit records and deletion behavior before selecting a model.
- List non-negotiable controls. Decide whether you need private networking, customer-managed keys, zero data retention, on-premises operation, version pinning or a contractual processing commitment.
- Build a representative evaluation set. Use real but appropriately protected tasks, define quality and latency thresholds, and include failure cases.
- Check rights. Review every model and software license for commercial use, modification, redistribution, hosting and prohibited uses.
- Measure traffic. Capture average and peak tokens, concurrency, context length, uptime requirements and idle periods. Do not size hardware from an optimistic average.
- Model total cost. Price API usage, rented GPUs and owned infrastructure with power, staffing, security, depreciation, support and migration included.
- Assess operational capacity. Confirm who will patch hosts, monitor quality, respond to incidents, rotate credentials and perform upgrades at 2 a.m. if necessary.
- Pilot the leading options. Run a time-boxed deployment with production-like controls, then compare measured quality, latency, privacy evidence and monthly cost.
- Preserve an exit. Store evaluation artifacts, keep provider-neutral interfaces where practical and document a second deployment path for critical workloads.
When a hybrid design is sensible
A hybrid architecture can route workloads by sensitivity, latency and volume. Highly confidential requests can remain on an approved private deployment; bursty or less sensitive work can use a hosted service; a smaller model can handle classification and routing before expensive generation. The policy should be explicit: define which data classes may leave the environment, which provider tiers are approved, what redaction occurs, and how failures fall back.
Best Value
Hybrid systems add complexity. They need consistent evaluation across models, routing rules, separate credentials, monitoring for data leakage and a plan for provider outages. Use one only when the control or cost benefit justifies those extra moving parts.
Common mistakes and how to correct them
“Open” is treated as a privacy guarantee
Correction: audit the actual deployment, logs, network paths, administrator access and backups. Open weights do not secure a careless application.
A token quote is compared with free hardware
Correction: include purchase or rental, power, cooling, depreciation, staffing, idle time, monitoring and incident response in the private estimate.
A provider’s marketing page is used instead of the contract
Correction: verify the exact tier’s training-use default, retention, regions, subprocessors, deletion terms and eligibility in current legal and technical documents.
A benchmark decides the purchase
Correction: test your own tasks with production-like concurrency and score failures as well as ideal answers.
Switching costs are ignored
Correction: document API dependencies, version behavior, prompt formats, tool calls and replacement options before the first production launch.
Bottom line
Choose open-weight self-hosting when direct environment control, custom operation or sustained high utilization outweighs the infrastructure and staffing burden. Choose a hosted proprietary service when demand is intermittent, rapid deployment matters or your team does not want to run GPUs—provided the selected tier supplies the privacy and contractual controls your data requires. For many organizations, the defensible answer is workload-specific routing rather than a single ideological choice: classify data, test quality, calculate total cost at measured volume and keep a practical path to switch.
