Short answer: Hosted AI is usually the better starting point for small, changing, or experimental workloads because the provider operates the GPUs, serving stack, scaling, and updates. Self-hosted open-weight AI becomes more attractive when usage is steady and high, data must remain in a controlled environment, offline operation is required, or you need runtime and model customization. It is not automatically cheaper or more private: you take on hardware or cloud-GPU costs, electricity, maintenance, security, and operational risk.
The terms also describe different layers. “Open-source” is a claim about what parts of an AI system are available and under what license; “hosted” describes who operates the infrastructure that runs it. An open-weight model can be used through a hosted API, while a model with a restrictive license can still be hosted by its publisher. Make the decision by comparing the complete deployment, not by treating the two labels as opposites.

What “open-source AI” and “hosted AI” actually mean
In AI, “open source” is contested shorthand. The OECD says the software definition does not fully capture AI-specific openness, and the Open Source Initiative’s Open Source AI Definition 1.0 expects more than downloadable parameters: the release should include information about the data and code used to derive those parameters. A model described as open-weight may provide its trained parameters while withholding training data, training code, evaluation details, or other components. Always read the model card, license, usage policy, and release files.

Self-hosting means your organization operates the inference environment. That may be a GPU workstation in an office, an on-premises server, or a virtual machine rented from a cloud provider. You choose the serving software, network boundary, logging, upgrades, and scaling policy. You also pay for and maintain those pieces.

Hosted AI services
A hosted service exposes a model through a web application, SDK, or API while another company runs the accelerators and serving platform. You normally pay by token, request, seat, or a subscription. The provider handles capacity planning, hardware failures, software patches, and much of the model rollout, subject to its service terms and uptime commitments.
The middle option: managed private deployment
A managed deployment can run an open-weight model in a provider’s account or dedicated environment while the provider supplies part of the operations. This can reduce hardware work without giving you the same physical or administrative control as an installation you operate yourself. Data handling, administrator access, logging, retention, geographic region, and exit procedures still require a contract and technical review.
Open-source AI vs. hosted AI at a glance
| Dimension | Self-hosted open-weight model | Hosted AI service |
|---|---|---|
| Who runs inference | Your team or an operator you appoint, on hardware you control or rent | The service provider |
| Typical billing | GPU or cloud compute, storage, networking, electricity, support, and staff time | Token, request, seat, or subscription charges, plus any integration work |
| Data boundary | Can be kept inside a chosen network or facility, but depends on secure configuration and operations | Prompts and outputs reach the provider under its terms and selected region |
| Customization | More choice of model files, serving runtime, adapters, and upgrade timing, subject to the license and hardware | Limited to the controls, fine-tuning options, and models the provider exposes |
| Scaling | You procure capacity, balance load, and absorb idle capacity or shortages | Provider supplies pooled capacity, with quotas, rate limits, and possible outages |
| Maintenance | Your responsibility: patching, monitoring, model updates, backups, security, and incident response | Mostly delegated, although your integration, credentials, prompts, and governance remain your responsibility |
| Portability | You control the serving endpoint, but migration still depends on model format, license, and application interfaces | Fast to start, but provider-specific APIs, tools, and data formats can create switching work |
Is self-hosted AI cheaper than an API?
Only at particular utilization levels and under particular assumptions. A fair comparison includes the entire cost of inference: GPU purchase or rental, installation, electricity, cooling, colocation or cloud fees, storage, connectivity, depreciation, engineering support, insurance, monitoring, and the cost of people who keep the service reliable. Comparing an API’s token price with the purchase price of a GPU gives a misleading answer.
What the OECD model shows
The OECD’s 2026 Benefits of AI openness report modeled representative pay-as-you-go cloud API expense against private-hosting estimates. Its scenarios are illustrations, not a quote for a particular buyer or a universal forecast.

| Monthly workload in the model | Illustrative private-hosting hardware | Modeled result |
|---|---|---|
| Under 100 million tokens | One L4 GPU | Self-hosting savings were not evident in the OECD’s small-workload scenario. |
| About 1 billion tokens | One H100 GPU | Private-hosting break-even was about 30 months. |
| About 10 billion tokens | Two to three H100 GPUs | Private-hosting break-even was about two months. |
| About 50 billion tokens | Eight H100 GPUs | Private-hosting break-even was about one month. |
For the one-billion-token scenario, the report modeled an API cost of USD 8,000 per month under its representative price and workload assumptions. That figure is not a current universal API price. The break-even periods move if utilization, GPU prices, financing, electricity, staffing, model size, or API prices change. As the report puts it, “Self-hosting of open-weight models becomes cost-effective only at scale,” with that sentence understood in the context of its modeled assumptions.
Why low or irregular usage favors hosted services
A rented API can scale down when demand falls. A dedicated GPU continues to incur capital, lease, or depreciation costs while idle, and a self-hosted service still needs monitoring and security coverage. Bursty projects, prototypes, seasonal applications, and teams without an operations function therefore often pay less in total by buying capacity as needed, even if the per-token rate looks higher.
When high, steady usage can change the calculation
Once a service sends enough traffic to keep several accelerators busy, fixed infrastructure costs are spread across more tokens. The organization may also value predictable capacity and the ability to optimize batching, quantization, or request routing. Those benefits are workload-specific; measure actual utilization and latency rather than assuming that a larger token count automatically produces savings.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDo not confuse training cost with inference cost
Running an existing model is inference. Training a foundation model from scratch is a different financial category. An OECD 2025 report cites Stanford HAI estimates of roughly USD 41–192 million for training popular models. Those estimates do not describe the cost of using a hosted API or deploying an existing open-weight model.

A reported government example
In one government case, the OECD reported web hosting of about EUR 2,300 per month and estimated costs of EUR 0.93–1.55 per user per month. This is a reported example, not a general benchmark. It demonstrates why buyer traffic, architecture, and service scope must be documented before applying a number to another organization.
Which is more private: local AI or cloud AI?
Local or self-hosted inference can reduce the number of parties that receive prompts and can help satisfy a data-residency or offline requirement. It is not inherently private. Administrators can expose an endpoint, retain prompts in logs, misconfigure backups, or leave an unpatched serving host reachable from the internet.
Questions to ask about the data path
- Does the prompt leave your network, account, or country?
- Which legal entity and subprocessors can access requests and outputs?
- Are prompts, responses, embeddings, traces, and error payloads retained, and for how long?
- Can provider personnel or support systems view content?
- Where are backups, telemetry, and abuse-monitoring records stored?
- Can you delete tenant data and verify deletion?
For a hosted service, obtain the current data-processing terms, retention controls, region options, administrator-access rules, and security documentation. For self-hosting, apply the same discipline internally: encrypt traffic and disks, isolate inference hosts, restrict management access, rotate credentials, patch the operating system and serving stack, monitor logs, and test incident recovery. A private network is a control, not proof that the deployment is secure.
Offline and restricted-network use
An appropriately configured local deployment can run without an internet connection after model files, dependencies, and security updates are staged. This is useful for disconnected facilities or information that cannot be sent to a third party. Plan how the environment receives vulnerability fixes, model updates, license changes, and revoked credentials; offline operation does not remove those responsibilities.

Control, customization, and model choice
Open-weight files can let you select a model version, choose a serving runtime, apply an adapter or other permitted adaptation, and decide when to upgrade. You can also place inference near a database, device, or factory network. These freedoms are bounded by the license, available documentation, hardware memory, and the model’s technical interfaces.
What a hosted service simplifies
A hosted endpoint may provide streaming, tool calling, moderation, structured output, batching, observability, and automatic model updates as integrated features. Recreating those features locally can require substantial engineering. A provider may also offer a broader selection of model sizes than your hardware can serve efficiently.
What self-hosting exposes you to
You must select compatible GPU memory, drivers, a serving engine, quantization settings, concurrency limits, and a release process. An adaptation that works on one runtime may require changes after an upgrade. Measure quality, latency, throughput, and failure behavior on your own prompts; a model’s published parameter count does not tell you whether it meets your application’s requirements.

Operational burden and reliability
Hosted services delegate most infrastructure work, but they do not eliminate operational planning. You still need API-key protection, retries with backoff, rate-limit handling, timeout policies, output validation, cost budgets, and a fallback for provider outages or model deprecations.

Self-hosting transfers a larger set of duties to you:
- Provision and replace GPUs, storage, power, and networking.
- Install and patch drivers, runtimes, operating systems, and model-serving software.
- Monitor GPU memory, temperature, queue depth, latency, error rates, and quality regressions.
- Secure administrative interfaces and isolate tenant data.
- Back up configuration and model artifacts, while respecting license restrictions.
- Plan capacity for peaks and provide redundancy if downtime has a business cost.
- Respond to vulnerabilities, model recalls, abuse reports, and incidents.
Calculate the cost of staff time and on-call coverage. If no one owns these tasks, the apparent saving can become an availability or security liability.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Portability: an open model is not a portable application
Portability has at least three layers:
- Model artifact: the weights, tokenizer, configuration, and file format must be legally transferable and supported by the destination runtime.
- Serving interface: the endpoint’s authentication, request schema, streaming behavior, tool calls, error codes, and rate limits must be reproduced or adapted.
- Surrounding service: provider-specific retrieval, moderation, fine-tuning jobs, evaluations, telemetry, and billing integrations may not move with the model.
A downloadable artifact can therefore coexist with substantial switching work. Review the license for redistribution and commercial use, record the exact model revision and tokenizer, export prompts and evaluation sets, and keep application code behind an internal interface rather than scattering provider-specific calls throughout the product. The available evidence does not establish a universal portability guarantee for open-weight models.

- Prompts depend on proprietary system fields or undocumented behavior.
- Tool calls, JSON schemas, or streaming events differ from the standard your application expects.
- Fine-tuning, retrieval indexes, safety settings, or conversation history are stored only in the provider’s platform.
- Terms restrict downloading tuned artifacts or moving customer data.
- Quality depends on a provider’s hidden model revision or preprocessing.
Can you switch from a hosted provider to an open model?
Usually, but treat it as a migration project rather than a file download. The model’s license, hardware requirements, application interface, and data pipeline all determine the effort.
- Inventory the current dependency. Record every model name and revision, prompt template, system instruction, tool schema, moderation step, embedding model, retrieval store, log, and provider-specific parameter.
- Define acceptance tests. Build a representative, privacy-safe evaluation set. Measure task accuracy, refusal behavior, factuality checks, latency, throughput, context length, and error handling before changing production traffic.
- Inspect legal terms. Confirm rights to download, modify, deploy, redistribute, and use the candidate model commercially. Check whether training data or code is unavailable and whether a separate usage policy applies.
- Size the deployment. Match model memory and expected concurrency to GPU or CPU capacity. Include storage, networking, cooling, redundancy, and a plan for model and dependency updates.
- Recreate the data boundary. Decide where prompts, logs, embeddings, backups, and telemetry reside. Apply access controls, encryption, retention limits, and deletion procedures before sending real data.
- Build an adapter. Keep the application’s internal request and response contract stable while translating it to the local serving endpoint. Normalize streaming, tool calls, token accounting, and errors.
- Run a shadow or limited pilot. Compare the open model with the hosted baseline on the acceptance set and a controlled slice of traffic. Watch quality, GPU utilization, queueing, and operational alerts.
- Plan rollback and exit. Keep the hosted path available until the new service meets the agreed thresholds. Document how to restore traffic, delete staged data, and remove the model if its license or security status changes.
A practical decision framework
Self-hosting is worth evaluating when
- Token volume is high and steady enough to keep purchased or reserved capacity busy.
- Data-location, offline, or network-isolation requirements outweigh the convenience of a hosted endpoint.
- You need control over model revision, runtime, adaptation, or release timing.
- Your organization can staff secure infrastructure operations and incident response.
- You have measured a target workload instead of relying on a token-price comparison alone.
A hosted service is usually the better first step when
- Usage is small, unpredictable, seasonal, or still being validated.
- You need to launch quickly without buying GPUs or building a serving team.
- The provider’s integrated tools, model selection, and scaling are more valuable than low-level control.
- Your data can legally and technically be processed under the provider’s terms and selected region.
- You can reduce lock-in by using an internal API contract and exporting evaluation data.
Choose a managed deployment when
You need more control over region, model, or network placement but do not want to own every operational task. Negotiate who can access data, which logs are retained, how upgrades are approved, what happens during an outage, and how you retrieve artifacts and data at termination.
Common mistakes and how to correct them
| Mistake | Why it fails | Correction |
|---|---|---|
| Calling every downloadable model open source | Weights may be available while data, code, or rights are restricted. | Read the license and release materials and describe the model as open-weight when that is the accurate claim. |
| Comparing API tokens with GPU purchase price | It omits electricity, staff, support, networking, depreciation, and idle capacity. | Build a total-cost model using measured utilization and the full operating stack. |
| Assuming self-hosted means private | Logs, backups, administrators, and exposed endpoints can still leak data. | Map the data path and enforce technical and organizational controls. |
| Assuming open weights guarantee portability | APIs, tools, formats, licenses, and managed features may not transfer. | Keep an abstraction layer, export artifacts, and test a second runtime before you need it. |
| Ignoring updates because the model is local | Unpatched serving software and stale dependencies create operational and security risk. | Assign ownership for patching, vulnerability response, model review, and rollback. |
Bottom line
Choose hosted AI for simplicity, fast deployment, and variable demand when the provider’s data terms meet your requirements. Choose self-hosted open-weight AI when sustained scale, controlled data residency, offline operation, or deep customization justifies the infrastructure and operational burden. The decisive comparison is not “open versus closed”; it is the full cost, control boundary, security practice, and migration plan of the deployment you will actually run.
