Open-Source AI Models You Can Run Locally Without Restricted Chinese Cloud Services

You can avoid dependence on a hosted Chinese AI service by downloading model weights from an official repository and running inference on hardware you control. The most practical choices covered here are DeepSeek-R1 distilled checkpoints, Qwen releases, and Google DeepMind’s Gemma 4. They differ substantially in size, model lineage, licensing and hardware demands, so “open-source” is not a sufficient selection criterion by itself.

These are generally open-weight systems: their trained parameters are available to download, while training data, training code and redistribution rights may remain restricted. Read the exact model card and license for the checkpoint you intend to use.

What local, service-independent AI actually means

A local deployment downloads the model files to your own computer or to a server you administer. Prompts and generated responses can then remain on that machine instead of being sent to an inference API. You still need an operating system, a model runtime and suitable storage and memory, but the model does not require an account with a hosted provider for each request.

Independence has limits. A model may be downloadable while its license limits commercial use, redistribution or specific applications. A local runtime may also require an initial download of supporting libraries. If you need a completely disconnected environment, stage all model files and software packages on an approved machine, then transfer them through your organization’s normal security process.

DeepSeek-R1 distillations 1.5B, 7B, 8B, 14B, 32B and 70B Distilled from Qwen2.5 and Llama 3.1 series bases Qwen-derived checkpoints are identified as Apache 2.0; the Llama-derived model follows the Llama 3.1 license. Confirm the individual model card. The 1.5B–8B options are the most approachable for modest systems; 14B–70B require progressively more memory and usually slower or costlier local inference. Reasoning-oriented experiments, coding and general text generation where a downloadable reasoning checkpoint is desired.
Qwen releases Varies by release; select the exact checkpoint Qwen family Repository code is Apache 2.0, but model licenses vary. Check the checkpoint’s terms before commercial use or redistribution. Choose a parameter count and quantization that fit your available memory; requirements are release-specific. General language tasks, coding, experimentation and workflows documented by the Qwen project.
Gemma 4 Varies by released model Google DeepMind Gemma family Use the terms supplied with the exact Gemma release and its model card. Google DeepMind explicitly positions Gemma 4 for consumer GPUs and workstation-based local servers; actual needs depend on size, quantization and context length. Local-first development, student and research projects, and workstation deployments.

The table is a planning aid, not a benchmark ranking. No single comparable benchmark figure is established here across all three families, and performance can change with quantization, prompt format, context length and runtime.

DeepSeek-R1 distilled checkpoints

DeepSeek’s official model documentation states: “We open-source distilled 1.5B, 7B, 8B, 14B, 32B, and 70B checkpoints based on Qwen2.5 and Llama3 series to the community.” This size ladder lets you match the checkpoint to the machine rather than treating the model family as one fixed product.

How the distillations differ

The smaller and larger checkpoints are not simply identical models at different file sizes. They are distilled from different base families. Qwen-derived versions and the Llama-derived version can therefore differ in behavior, tokenizer details, prompt conventions and licensing. Record the full repository name and revision when you build an application so that a later download does not silently change the model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

License decisions

The DeepSeek documentation identifies the Qwen-derived distillations as Apache 2.0 licensed and describes the Llama-derived model as based on the Llama 3.1 license. That distinction matters if you redistribute weights, bundle them in a product or offer a commercial service. Treat “DeepSeek-R1” as a family label, not as a single license. Read the license file and model card for the exact checkpoint before release.

Choosing a size

  • 1.5B: A starting point for testing pipelines on constrained hardware, with less capability than larger checkpoints.
  • 7B and 8B: Practical middle choices when you want a stronger local model without the memory burden of the largest files.
  • 14B: A step up in capacity that may require a workstation-class GPU or carefully chosen quantization.
  • 32B and 70B: Large deployments. Plan memory, storage, cooling and inference speed before downloading; parameter count alone does not determine the final requirement.

Qwen checkpoints

The official Qwen repository documents checkpoint downloads from Hugging Face or ModelScope and provides training and local-usage workflows. Because Qwen publishes multiple releases and sizes, select a checkpoint by its complete name, modality and revision rather than downloading the first result returned by a search.

What to verify before use

  • Read the license attached to the exact model release. The repository’s code is Apache 2.0, but model licenses vary.
  • Confirm whether the checkpoint is intended for text, vision-language or another modality; a runtime and prompt format that work for one release may not work for another.
  • Follow the project’s documented local-usage instructions for the selected revision and retain the configuration files that define its tokenizer and chat template.

Qwen is a useful choice when you want a broad family of local checkpoints and project-maintained usage instructions, but its variety makes version tracking especially important.

Gemma 4 for consumer-GPU workstations

Google DeepMind describes Gemma 4 as optimized for consumer GPUs, “giving students, researchers, and developers the ability to turn workstations into local-first AI servers.” The official page provides model-weight downloads through Hugging Face.

That positioning does not mean every Gemma 4 checkpoint fits every graphics card. Memory use depends on parameter count, numerical precision or quantization, context length, runtime overhead and whether other processes share the GPU. Start with the smallest model that meets your quality requirement, then increase size only after measuring your own workload.

Why Gemma can suit a local-first setup

  • Consumer-GPU optimization makes a workstation a realistic target rather than requiring a specialized datacenter installation.
  • Weights are available through a developer-documented download path, which helps you keep provenance clear.
  • A workstation can serve multiple local applications while keeping prompts inside your network, provided you configure access controls correctly.

How to select a model for your hardware and task

1. Define the privacy boundary

Decide whether prompts may leave your computer, your private network or your organization. A local model prevents routine API transmission, but logs, crash reports, browser extensions and remote-management tools can still expose data. Disable or restrict those channels where your policy requires it.

2. Estimate the memory envelope

Model parameters are only one part of the footprint. Account for weights, the key-value cache used by long contexts, runtime overhead and simultaneous users. Quantization can reduce memory use, but it may alter output quality and must be supported by the chosen runtime. Leave headroom instead of sizing a system to the model file alone.

3. Match capability to the job

  • For lightweight classification, extraction or short drafting, begin with a smaller checkpoint.
  • For coding or multi-step reasoning, compare a larger checkpoint from the same family against a smaller one at the context length you actually use.
  • For multimodal work, verify that the specific release supports the required inputs; a text-only checkpoint cannot process images merely because another model in the family can.

4. Plan for throughput

A model that fits in memory may still be too slow for interactive use. Measure tokens per second, first-token latency and concurrent-request behavior on your own hardware. There is no universally safe cross-family number in the available documentation.

Download and deploy without losing provenance

  1. Start at the developer’s official repository. Use the DeepSeek model card, the Qwen project repository or Google DeepMind’s Gemma documentation. Prefer the Hugging Face or GitHub location named by the developer rather than an unexplained mirror.
  2. Pin the exact checkpoint. Record the family, parameter size, quantization, revision or commit and the date downloaded. Two files with similar names may have different licenses or chat templates.
  3. Read the model card and license. Check permitted uses, attribution requirements, redistribution conditions, safety notes and any required access approval.
  4. Verify files before loading. Compare checksums when the publisher supplies them, keep the original metadata, and scan downloads according to your organization’s malware policy.
  5. Install a compatible runtime. Use a maintained runtime that supports the checkpoint’s format and tokenizer. Follow the model author’s documented local-usage example before adapting it to a server.
  6. Run a harmless smoke test. Ask for a short, non-sensitive response, confirm that the expected model identity appears in logs, and check that no request is sent to an external endpoint.
  7. Harden the service. Bind the interface to the intended network, require authentication for shared access, restrict file permissions and protect prompt logs. A model running locally is not automatically a secure server.
  8. Document updates. Keep the previous working checkpoint until the replacement passes your tests. Changes in weights, tokenizer, template or license can affect an application even when the family name is unchanged.

Licensing and redistribution: the checks people skip

“Open-source” is often used loosely for downloadable AI weights. In practice, separate at least four questions:

  • PCIe 5.0 Support: PCI Express 5.0 x16 interface for maximum bandwidth with the latest workstation platforms.
  • Can you download it? Some repositories require an account or acceptance of terms.
  • Can you run it privately? Personal or internal use may be allowed even when redistribution has additional conditions.
  • Can you modify or fine-tune it? The base license may govern derivative weights, notices and attribution.
  • Can you redistribute or sell access? This is where model-specific restrictions, acceptable-use rules or upstream licenses can matter most.

DeepSeek’s different base lineages and Qwen’s release-by-release license variation demonstrate why a family-level label is insufficient. Gemma users should likewise read the terms accompanying the particular Gemma 4 release.

Common failure modes and fixes

The model loads but produces malformed or repetitive answers

Check that the tokenizer, chat template and instruction format match the checkpoint. A runtime configured for a different family can load weights successfully while applying the wrong prompt structure.

The process runs out of memory

Reduce context length, choose a smaller checkpoint or use a supported quantization. Also check for other GPU processes and leave memory headroom for the runtime cache.

Generation is too slow

Try a smaller model, a hardware-appropriate quantization or a runtime optimized for your accelerator. Test with the same prompt length and output limit you expect in production; short demonstrations can hide long-context costs.

A download has unclear ownership or terms

Stop before loading it into a production system. Return to the developer’s named repository, compare the file identity and read the license and model card there. Do not assume a mirror has identical weights or permissions.

A local endpoint is reachable from the wrong network

Inspect bind addresses and firewall rules, remove public exposure, require authentication and rotate any credentials that may have appeared in logs. Local inference protects data only when the surrounding service is configured safely.

Keeping a local model current

Local deployment trades hosted-service dependence for maintenance responsibility. Monitor the official repositories for security notices, license changes, tokenizer updates and replacement checkpoints. Before updating, save the exact working revision and run a fixed evaluation set that represents your real prompts. Keep a rollback copy until the new revision passes quality, latency and privacy checks.

The broader open-weight ecosystem changes quickly. A Stanford DigiChina brief published in 2025 discusses cumulative downloads of major open-weight LLMs from November 2023 through October 2025, but its underlying figure is not reproduced here as a universally comparable benchmark. Download counts should not be treated as evidence that one family is more accurate or safer for your workload.

Frequently Asked Questions

Do these models work with no internet connection at all?

After the weights, runtime and dependencies have been downloaded and transferred, inference can run offline. Updates, license checks and package installation still require a controlled process unless you maintain an internal mirror.

Which checkpoint should I choose first?

Choose the smallest checkpoint that meets your task and memory budget, then test a larger sibling if quality or reasoning is insufficient. DeepSeek-R1 offers a particularly clear 1.5B-to-70B ladder; Qwen and Gemma require selecting a specific release and size.

Can I sell software that includes one of these models?

Not automatically. Review the exact checkpoint license, upstream lineage, attribution rules and redistribution conditions before shipping a product or hosted service.
