There is no nationally cheapest choice for an Indian factory. Renewable open access can suit a large, steady load that can absorb contracted power; rooftop solar is strongest where daytime consumption and roof capacity are reliable; a green tariff is the simplest route when the distribution utility offers an acceptable renewable product. Compare each option using delivered ₹/kWh after every charge, the facility’s load curve, capital or contract tenor, reliability requirements, regulatory exposure, and the quality of the renewable claim.
What the three procurement choices actually mean
These are different physical and commercial arrangements, not interchangeable labels. The right comparison starts by identifying who owns the generation asset, how electricity reaches the factory, and how surplus or environmental attributes are settled.

Renewable open access
With renewable open access, an industrial consumer contracts for electricity from an off-site renewable generator—often through a power-purchase agreement (PPA), captive structure, or another approved procurement arrangement—and uses the distribution or transmission network to deliver it. The consumer still pays regulated network and system charges, which can include wheeling, transmission, scheduling, banking, cross-subsidy surcharge, additional surcharge, taxes, and other state-defined items.
The Ministry of Power notified the Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022, on 6 June 2022. A 2023 amendment summary states that a consumer may requisition green energy for only part of its consumption or for all of it, and may separately requisition solar and non-solar green energy. Banked energy that remains unused is adjusted within the same banking cycle; it does not automatically roll into a later cycle. Those provisions matter because a PPA sized above the factory’s actual synchronized demand can create settlement losses rather than savings.

Rooftop solar
Rooftop solar places photovoltaic (PV) modules, inverters, mounting, protection equipment, and metering at the factory. The plant first serves on-site load, reducing purchases from the grid whenever production coincides with demand. Surplus electricity is treated under the state’s applicable net-metering, gross-metering, banking, or export rules. The value of an exported kilowatt-hour can therefore be materially different from the value of a self-consumed kilowatt-hour.
The Ministry of New and Renewable Energy lists national guidelines for procurement of power from grid-connected solar PV projects dated 2 February 2024. A compliant design still has to satisfy the local distribution licensee’s interconnection, protection, inspection, and metering requirements.
Green tariffs
Under a green tariff, the factory remains supplied by its distribution licensee but elects a renewable-labelled tariff or green-energy supply product. There is no customer-owned generation plant and no separate open-access scheduling operation. Availability, eligibility, contract term, renewable accounting, and the treatment of certificates or attributes depend on the relevant utility and state regulator.
A Ministry of Power clarification recorded by MNRE says the green tariff should not exceed the renewable average power-purchase cost plus a surcharge capped at 20% of the average cost of supply. This is a regulatory ceiling formula, not a universal delivered price: the actual bill also depends on the customer’s tariff category, demand charges, time-of-day rates, taxes, and other approved components.
Why a national “cheapest” answer is impossible
Industrial electricity prices are jurisdiction-specific. The same renewable generator can produce very different factory costs after state-level charges and settlement rules are applied. Before calculating savings, obtain the facility’s state, distribution company, voltage level, contract demand, sanctioned demand, interval load curve, roof area, and the proposed open-access project location.
Then check the current State Electricity Regulatory Commission (SERC) tariff order and open-access charge schedule. Banking limits and rates, cross-subsidy and additional surcharges, wheeling and transmission charges, standby supply, deviation settlement, taxes, and meter requirements can change the result. Central rules create the framework, but state orders determine much of the delivered economics. The Central Electricity Regulatory Commission maintains current renewable-tariff regulations, while notices from the Delhi Electricity Regulatory Commission on green open access and net metering illustrate why a state-specific check is essential.

How to calculate a defensible delivered cost
Use one consistent time period—normally monthly intervals for at least 12 months—and compare the same reliability service in every case. A single generation tariff or PPA rate is not a delivered factory cost.
Open-access cost stack
For each interval, start with the contracted renewable energy charge. Add transmission and wheeling charges, scheduling and forecasting costs, banking charges, cross-subsidy surcharge, additional surcharge where applicable, taxes and duties, meter and application costs, and any standby or deviation settlement. Subtract only credits that the applicable order actually permits. Model curtailment and the financial effect of energy that expires at the end of the banking cycle.
Calculate both ₹/kWh delivered to the factory and the annual bill impact. A low energy rate can be overwhelmed by demand charges or by surplus energy that cannot be used. Test several load and generation cases rather than relying on a single forecast.
Rooftop-solar cost stack
Include the complete installed price for industrial rooftop solar panels, inverters, a solar panel mounting system, protection, cabling, metering, civil work, approvals, insurance, operations and maintenance, cleaning, monitoring, financing, and eventual inverter or other major-component replacement. Estimate output using the site’s solar resource and system design, then match each interval of generation against the factory load.
Value self-consumption at the avoided retail energy charge—not automatically at the export rate. Apply module degradation and realistic availability. Treat exported energy under the exact net-metering, gross-metering, banking, or export settlement available to that consumer category. Confirm roof structural capacity, fire access, waterproofing, working-at-height procedures, and the interconnection limit before committing to a system size.

Use the 20%-of-average-cost-of-supply limit as a ceiling formula for the renewable surcharge described by the Ministry of Power clarification, not as a prediction of the final bill. The customer’s complete tariff schedule remains controlling.
When renewable open access is the better fit
Load and scale conditions
Open access is most workable for a facility with substantial, predictable consumption across the hours covered by the contract. Continuous-process plants, large campuses, and groups of synchronized loads can absorb more contracted energy than a factory with a short daytime operating window. A detailed interval load curve should show how much renewable generation can be consumed without relying on uncertain banking or exports.
Contract and regulatory work
Expect a multi-party arrangement involving the generator, the distribution or transmission system, scheduling and settlement entities, and the consumer. The contract should specify delivery point, contracted capacity, forecast obligations, curtailment treatment, change-in-law allocation, force majeure, credit support, default remedies, meter data, and renewable-attribute ownership. Verify every charge and approval with the relevant state order before signing.

The Ministry of Power Annual Report 2024–25 records 308 registered green-open-access users and 38,607 approved applications representing 20,201.64 million units (MU) between November 2022 and December 2024, with status reported at 31 December 2024. Those figures indicate meaningful uptake, but they do not establish that open access is economical for any particular plant.
When rooftop solar is the better fit
Daytime coincidence and site control
Rooftop PV is attractive when production runs during daylight and the roof can host a properly engineered array. Every kilowatt-hour consumed behind the meter avoids a retail purchase without open-access wheeling or banking. Facilities with refrigeration, pumps, compressed air, or daytime manufacturing often have useful solar-hour demand, but the interval data—not the nameplate load—determines the actual match.
Engineering checks before procurement
- Obtain structural drawings or commission a structural survey for dead load, wind load, corrosion, drainage, and remaining roof life.
- Map electrical single-line diagrams, transformer capacity, protection settings, earthing, short-circuit levels, and the utility’s interconnection point.
- Measure at least 12 months of interval demand and identify weekends, shutdowns, seasonal changes, and process peaks.
- Size the array around self-consumption and the permitted export path, not around maximum roof coverage.
- Require certified equipment, documented warranties, a commissioning test plan, monitoring access, and a maintenance response standard in the EPC or lease contract.
Limits of the rooftop option
Solar output varies with weather and disappears at night, so a rooftop plant does not by itself replace firm grid capacity. Batteries, additional grid supply, or another dispatchable arrangement may be needed for critical processes. Roof replacement, shading, limited area, fire-code clearances, and export caps can reduce the usable system size. Financing also changes the comparison: a cash purchase, equipment loan, operating lease, and third-party PPA place different risks on the factory.

When a green tariff is the better fit
Simplicity and speed
A green tariff avoids construction, roof work, generation forecasting, and open-access settlement. It can be the practical choice for a leased facility, a plant with an unsuitable roof, a small industrial consumer, or an organization that needs a renewable procurement option without changing its electrical infrastructure.

- Is the product available to this industrial category, voltage level, and sanctioned-load range?
- Is enrollment voluntary and cancellable, and what is the minimum term?
- How is the premium calculated and revised?
- Does the utility retire renewable attributes for the customer, or merely provide a renewable-labelled supply option?
- Can the customer make environmental claims, and what evidence is supplied for audits or reporting?
- Are reliability, outage restoration, power quality, and standby terms unchanged from the standard tariff?
What the tariff does not provide
Choosing a green tariff generally does not give the factory control over a specific generating plant, a fixed long-term energy price, or protection from ordinary utility tariff revisions. It also does not automatically prove that every environmental claim is valid; accounting and certificate ownership must be documented.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Renewable claims, certificates, and accounting
Procurement and claims are separate decisions. A factory should document whether it is receiving physical renewable electricity, a contractual allocation, renewable energy certificates, or another attribute. The contract or utility statement should identify who owns and retires the attribute, the period covered, the technology or project, and whether the same attribute can be claimed by another buyer.
Do not describe grid electricity as “100% renewable” merely because a contract has a green label. Match public claims to the evidence available under the applicable accounting standard and the utility or regulator’s rules. Keep meter data, invoices, contracts, certificates, and retirement records together for internal assurance and external reporting.
A practical decision process for a factory
- Define the baseline. Collect 12–24 months of bills, interval data, demand charges, time-of-day consumption, outages, power-quality events, contract demand, voltage, and sanctioned demand.
- Set operating constraints. Record roof ownership and remaining life, available area, structural limits, process downtime, minimum reliability, credit capacity, budget, and acceptable contract tenor.
- Obtain state rules. Download the current SERC tariff order, open-access charge schedule, banking provisions, net- or gross-metering rules, export limits, and utility green-tariff terms for the exact service territory.
- Build three hourly or interval models. For open access, include all network, surcharge, scheduling, banking, and settlement items. For rooftop PV, include self-consumption, exports, degradation, financing, maintenance, and replacement. For a green tariff, include the complete utility bill and premium mechanics.
- Stress-test the assumptions. Vary renewable output, factory production, open-access charges, banking availability, curtailment, tariff escalation, financing rates, and equipment downtime. Show a base, downside, and upside case.
- Check contract and claim risk. Assign responsibility for approvals, meters, forecasts, deviations, outages, environmental attributes, change in law, and termination.
- Compare decision metrics. Review delivered ₹/kWh, annual cost, capital at risk, contract tenor, payback or internal return where appropriate, reliability, implementation time, operational workload, and renewable-claim quality.
- Approve with a review trigger. Set dates to revisit charges, tariff orders, generation performance, and load growth before renewing or expanding the arrangement.
Common failure modes and fixes
Using the generator’s rate as the factory price
Symptom: an open-access proposal appears cheaper before network and statutory charges. Fix: model the complete delivered stack and reconcile it to the latest state order.
Oversizing rooftop PV
Symptom: the design assumes every generated unit earns the retail tariff. Fix: separate self-consumption from exports in each interval and apply the permitted export value.

Ignoring banking expiry
Symptom: annual energy appears balanced while monthly surplus accumulates. Fix: simulate the banking cycle; under the green-open-access framework, unused banked energy is adjusted within that cycle and does not roll forward automatically.
Comparing unlike reliability services
Symptom: a renewable supply price is compared with firm grid service without standby costs. Fix: include backup capacity, outage exposure, deviation settlement, and power-quality requirements in every scenario.
Making unsupported renewable claims
Symptom: marketing language says “100% renewable” without attribute records. Fix: identify the physical and contractual basis of the claim and retain retirement or allocation evidence.

Which option should different industrial users choose?
| Factory situation | Likely starting point | Reason to verify before committing |
|---|---|---|
| Large, steady demand with limited roof area | Renewable open access | Charges, banking, scheduling, and counterparty terms can erase the apparent energy-price advantage. |
| Daytime production and a structurally sound owned roof | Rooftop solar | Confirm self-consumption, export treatment, interconnection capacity, and financing. |
| Leased premises or no practical construction route | Green tariff | Check premium, term, renewable accounting, and future tariff adjustments. |
| Critical process needing firm supply | Hybrid evaluation | Retain adequate grid or backup capacity; neither variable solar nor a renewable contract alone guarantees uninterrupted power. |
| Rapidly changing load or uncertain site tenure | Shorter-commitment tariff or staged project | A long PPA or large rooftop investment can become mismatched to the factory’s demand. |
Bottom line for procurement teams
Choose renewable open access when the plant is large enough, predictable enough, and professionally equipped to manage contracts, scheduling, and state charges. Choose rooftop solar when on-site daytime consumption and a compliant roof let the factory capture the value of self-consumed generation. Choose a green tariff when simplicity, speed, or site constraints outweigh the benefits of owning or contracting generation.
The defensible winner is the option with the lowest risk-adjusted delivered cost—not the lowest advertised energy rate. Recalculate whenever the SERC tariff order, open-access schedule, banking rule, export rule, utility product, load profile, or project location changes.
