OneNote usually opens a notebook as read-only because it cannot synchronize changes or no longer has write access. Before closing the notebook, protect any unsynchronized pages. Then use OneNote for the web as a split test, refresh the notebook, inspect its sync error, reauthenticate, verify edit permission, and restore network or SharePoint access as needed.
What OneNote’s read-only state means
Read-only does not necessarily mean that the notebook file is permanently locked. In most cases it is a safety state: OneNote cannot confirm that it can write your edits to the notebook’s server copy. The cause may be a failed synchronization session, an expired sign-in, revoked edit permission, a SharePoint site placed in maintenance read-only mode, or an unavailable network location.

When OneNote cannot safely reconcile local changes with the shared notebook, it may let you view pages while preventing edits. The exact wording can vary by app and platform, but Microsoft documents a common warning: “You can’t edit this notebook because it’s not syncing. Please refresh the notebook to continue syncing. [Refresh Now]”

Protect unsynchronized notes before troubleshooting
Do this on the device that contains the newest edits. Keep the affected notebook open until you have copied anything important to a safe location.
- Identify pages or sections you changed since the last successful synchronization. Look for recent text, drawings, attachments, or pasted content that is missing from the online copy.
- Copy the newest material to another notebook, a new page in a known-good notebook, or another safe location you control. If you cannot copy an entire page, copy its text and save attachments separately.
- Record the notebook name, section, and page names. If OneNote displays a sync error, note the complete code and message before attempting a reset.
- Only after the unsynced work is protected should you close the notebook, sign out, or remove and re-add it.
Microsoft specifically warns that closing and reopening a notebook that has not fully synchronized can risk losing recent information. The backup step is therefore the most important part of the fix, even when the eventual problem turns out to be a simple sign-in issue.
Use OneNote for the web as the fastest diagnostic test
The browser version separates a server-side problem from a desktop or mobile client problem. Open the same notebook in OneNote for the web while signed in.

If the web notebook opens and contains your latest notes
The server copy is available and the account can at least open the notebook. Compare its newest pages with the local app. If the web copy is current but the desktop or mobile app is read-only, the likely fault is the local client’s session, cached credentials, or synchronization state. Preserve any local-only edits first, then refresh or reconnect the app.

If the web notebook opens but is missing your newest local edits
Those edits have not reached the server. Do not overwrite the local copy or close it casually. Copy the missing pages or content to a safe location, then work through the sync error in the desktop app. The browser copy is the authoritative server state, not proof that every local change was saved.
If the web notebook will not open while you are signed in
Investigate identity, permission, and service availability before changing the local app. Microsoft states that if you cannot open the notebook in OneNote for the web while signed in, you do not have permission to open and edit it. Confirm that you used the account that owns the notebook or the work/school account to which access was granted. If the correct account still cannot open it, the owner or SharePoint/OneDrive administrator must check access and service status.
Step-by-step fix for OneNote read-only mode
1. Read the banner and choose Refresh now
If the notebook displays a banner saying that it is not syncing and offers Refresh now, select it. Let OneNote reload the notebook and wait for synchronization to complete. Large notebooks and slow connections can take time to reload; repeatedly closing the app during this period can create additional unsynced copies of your work.

If the banner returns, continue to the sync-status check rather than repeatedly selecting Refresh now.
2. Check the notebook’s synchronization details
In the OneNote desktop app, open File > Info > View Sync Status. The dialog identifies notebooks with synchronization problems and provides the notebook-specific error message.
- Select the affected notebook in the sync-status list.
- Read and record the complete error text or code.
- Choose Sync All or Sync Now, depending on the command shown by your app.
- Wait for the operation to finish, then check whether the error changes or clears.
A code is more useful than the general read-only banner because it points to the category of failure. Use the remedy for the specific code instead of deleting local files or reinstalling OneNote as a first response.
3. Sign out and back in with the authorized account
An expired or mismatched sign-in can leave a notebook visible but unwritable. Sign out of OneNote, then sign back in with the Microsoft account or work/school account that is authorized for that notebook.

- For a personal notebook, use the Microsoft account that owns it or received the share invitation.
- For a work or school notebook, use the organization account that has access to its SharePoint or OneDrive location.
- If several accounts are configured, verify the account shown for the notebook rather than assuming the first account in the app is the correct one.
After signing in, reopen the notebook and run Sync Now. If the browser test also failed with the same account, signing in again will not create permission that the owner or administrator has removed; access must be restored by the person who controls the notebook.
4. Verify that you still have edit permission
Opening a notebook and editing it are separate permissions. Ask the owner to confirm that your account still has edit access, not merely viewing access. For notebooks stored in SharePoint, the site or document-library administrator must verify that your account has permission to write to the location.
Permission changes can occur when a shared link expires, a user is removed from a group, an organization changes its sharing policy, or a notebook is moved. If the owner restores access, close only after your local-only pages have been copied, then open the notebook again and synchronize.
5. Check whether SharePoint was deliberately put into read-only mode
Microsoft documents a SharePoint maintenance case in which an administrator places a site in read-only mode during an upgrade. A notebook that was already open remains read-only until the administrator turns that mode off. This is not fixed by repeatedly refreshing OneNote or changing your local credentials.

Contact the SharePoint administrator and ask whether the site is in maintenance or read-only mode. The administrator must restore write access. A copied local notebook can serve as a temporary place to continue working, but it cannot receive other users’ changes while it is detached from the shared server notebook. Treat any copy as a separate notebook and reconcile changes carefully after access returns.
6. Restore network or network-location access
For error 0xE4010641 (Network Disconnected), reconnect to the network or network location where the notebook is stored. This may mean restoring Wi-Fi or wired connectivity, reconnecting to a corporate network, or making an unavailable network location reachable again.
- Restore the connection used by the notebook’s storage location.
- In OneNote, open the synchronization controls and select Sync Now.
- If the desktop app supports the shortcut, press Shift+F9 to initiate synchronization.
- Return to File > Info > View Sync Status and confirm that the error clears.
A browser may still have internet access while a corporate SharePoint endpoint, mapped network location, or protected service is unreachable. Test the actual notebook location rather than assuming that general web browsing proves the storage path is available.
7. Reopen the server notebook through its URL
If the account, permissions, and network are correct but the desktop session remains read-only, reconnect the client to the existing server notebook. This procedure resets the local connection without creating a new server notebook.
Best Value
- In OneNote, open File > Info and copy the notebook URL.
- Keep a backup of any pages that were not synchronized.
- Close the affected notebook in OneNote.
- Paste the URL into a browser and open the notebook in OneNote for the web.
- Choose Open in Desktop App.
- After the desktop app loads it, open File > Info > View Sync Status and run Sync Now.
Opening the URL first matters: it reconnects you to the existing server copy. Do not create a new blank notebook with a similar name unless you deliberately intend to work separately.

How to tell whether your edits are safe
Use the web copy and the local copy as two separate records. A page visible in the browser is on the server; a page visible only in the desktop or mobile app is local until synchronization succeeds. Compare the newest headings, paragraphs, ink, and attachments rather than checking only whether the notebook name appears online.
- Latest content appears online: the server has that content. Remaining read-only behavior is usually a client, sign-in, or permission-session issue.
- Latest content appears only locally: keep the app open and copy those changes. Do not rely on a future refresh to preserve them.
- Neither copy contains the expected page: check other sections, the notebook recycle or version-recovery options provided by your organization, and any manually saved copy. The supplied Microsoft procedures do not establish that every missing page can be recovered automatically.
When several people edit a notebook, avoid making parallel edits in a detached local copy unless the administrator has confirmed how the changes will be merged. A local workaround can prevent lost typing for one person while also creating conflicting versions for everyone else.
What not to do
- Do not close first and investigate later. Unsynchronized local edits may be lost or become difficult to reconcile.
- Do not assume read-only means the entire service is down. The browser test distinguishes a server copy that is available from a client that cannot connect correctly.
- Do not keep switching accounts without recording which one owns the notebook. Multiple identities can make a valid notebook appear inaccessible.
- Do not delete the notebook from the app as an initial fix. Removal can discard the local state you still need to copy.
- Do not treat a local copy as a synchronized replacement. It will not receive collaborators’ changes while disconnected from the shared notebook.
- Do not repeatedly force synchronization while the network location is unavailable. Restore reachability first, then run Sync Now and review the resulting status.
Recovery checklist
- Leave the read-only notebook open.
- Copy all recent local-only pages and attachments to a safe location.
- Open the same notebook in OneNote for the web.
- Compare the browser copy with the local copy and note which version contains the newest work.
- Select Refresh now if the banner provides it.
- In the desktop app, use File > Info > View Sync Status.
- Run Sync All or Sync Now and record any code.
- Sign in again with the account authorized for the notebook.
- Have the owner or administrator confirm edit permission and check for SharePoint maintenance read-only mode.
- For 0xE4010641, restore the network or network-location connection and use Sync Now or Shift+F9.
- If the session remains stuck, copy the URL from File > Info, close the notebook only after backing up local work, and select Open in Desktop App from the browser version.
- Verify the newest page in OneNote for the web before deleting any temporary copy.
When administrator help is required
Some read-only states cannot be repaired from the OneNote client. Contact the notebook owner or administrator when the web version will not open, your account has only view access, a SharePoint site is in maintenance read-only mode, or the storage location is unavailable despite a working general internet connection.
Provide the notebook name, the account you used, the exact sync error, whether the browser copy opens, and whether the latest edits are present online. Those details let the administrator distinguish a permission change from a service or network problem without asking you to discard local work.
Bottom line
OneNote opens a notebook read-only primarily to prevent edits from being made while synchronization or write access is uncertain. Protect unsynced pages first. Then test the notebook in OneNote for the web, refresh it, inspect View Sync Status, correct the account or permission, restore SharePoint or network access, and finally reopen the existing notebook from its URL. The correct fix depends on whether the web copy opens, whether it contains your latest edits, which account is signed in, and what synchronization error OneNote reports.
