Two bags can work better when you want your laptop and documents within reach or need room for formalwear and extra shoes—but only if every airline on your itinerary permits the items and they fit its size and weight limits. The right choice depends on the trip, not a universal rule.
Start with the airline rules
There is no single carry-on allowance that applies to every airline. The Federal Aviation Administration advises checking your airline’s permitted item count and maximum dimensions; airline rules may be stricter than general guidance, and limited overhead space can mean a personal item must fit under the seat. The International Air Transport Association describes 56 × 45 × 25 cm as a general reference used by many airlines, not a guarantee of acceptance. Allowances can vary by airline, cabin class, and aircraft.

Before choosing one or two bags, check the current policy for each flight’s operating carrier, including any codeshare. Compare the packed bag’s dimensions—including wheels and handles where the airline specifies them—and its weight with the published limits.

The capacity and handling differences are practical considerations, not the result of a comparative travel study. No cited study establishes that either setup saves time, improves productivity, or suits most business travelers.

When one bag is the better fit
Choose one compliant carry-on when the trip is short, your wardrobe is compact, or moving fewer items between the airport and your destination matters. A carry-on suitcase or travel backpack can keep clothing and work gear together; use internal organization so essentials are easy to reach without unpacking everything.
Measure the bag as packed and compare it with the rules for every flight. A bag accepted on one leg may not meet a different operating carrier’s limits on another.

When two bags make sense
Two bags are useful when keeping a laptop and documents separate from clothing makes the trip easier, or when the itinerary calls for more outfits or shoes than one bag can accommodate. A carry-on plus a personal-item laptop bag or briefcase is one possible arrangement, but do not assume the second item is permitted or will fit under the seat.

Policies differ even among airlines that allow two cabin items. JetBlue permits one carry-on and one personal item on all fares, with published maximum sizes of 22 × 14 × 9 inches and 17 × 13 × 8 inches, respectively. ANA describes one carry-on and one personal item on ANA-operated international flights, subject to a combined 10 kg limit. For flights boarding on or after July 1, 2026, ANA gives a personal-item limit of 40 × 30 × 20 cm. These are airline-specific examples, not general allowances; check the policy that applies to your route and fare.

For suit-heavy trips, verify garment-bag rules
A folding garment bag may help with formalwear, but a separate garment bag is not a universally accepted extra cabin item. Lufthansa lists a folding garment bag as a special cabin item with a maximum size of 57 × 54 × 15 cm and a maximum weight of 8 kg. JetBlue says its aircraft do not have closets for hanging garment bags, so do not rely on hanging storage. Confirm both the item allowance and how the garment bag must be stowed with the operating carrier before packing one.
Cabin class does not make every two-bag setup valid. Lufthansa’s published allowance varies by travel class and can be affected by aircraft, local restrictions, and the operating carrier. Emirates describes a briefcase plus either a handbag or garment bag for First and Business Class, subject to its stated limits. Check the specific ticket and flight rather than assuming that a business-class booking includes a particular combination.

A quick decision checklist
- List what must travel: count outfits, shoes, laptop, documents, and any formalwear that cannot be left behind.
- Check every flight: look up the current cabin-item count, size limits, weight rules, and any fare or cabin-class conditions for each operating carrier.
- Choose the smallest workable setup: use one bag if it holds what you need within the rules; use two only if the second item adds useful capacity or access and is allowed.
- Plan for stowage: make sure the personal item can fit where required, and do not depend on an overhead bin or closet unless the carrier’s policy supports that assumption.
