On-Chain Proof of Reserves: How to Verify What It Really Shows

On-chain proof of reserves (PoR) combines evidence of an exchange’s crypto assets with a cryptographic commitment to customer balances at a particular time. A Merkle proof can show that your balance record was included in that commitment; additional checks may test how the exchange assembled its liability totals. Neither a Merkle path nor a wallet balance alone proves that every customer claim was counted or that the exchange will remain solvent.

What does proof of reserves try to establish?

A PoR report has two sides: the assets an exchange says it controls and the customer liabilities it says it owes. Comparing them is useful only when the report makes clear which assets and liabilities are included.

Side What it represents What to inspect
Assets Crypto held at addresses attributed to the exchange Which assets and chains are counted, how control of the addresses was checked, and whether the review considered borrowing or encumbrances
Liabilities Customer balances included in the exchange’s reported obligations Which accounts and products are covered, how the records are committed, and what checks address missing accounts or incomplete totals

The phrase “on-chain” refers to evidence visible on a blockchain. It does not by itself establish who controls an address, whether the assets are free of other claims, or whether every customer liability appears in the report.

How does a customer balance become a Merkle proof?

1. The exchange takes a dated snapshot

For a stated review time, the exchange identifies customer balances that fall within the report’s scope. The scope may be limited by asset, account type, or product. Kraken cautions that its account verification applies to in-scope balances at the review time; later trades, deposits, and withdrawals are outside that snapshot.

2. Balance records are committed into a tree

Each included record is represented by a leaf, and cryptographic hashes combine leaves through successive levels until they produce one Merkle root. Binance describes the root as a summary hash for the committed data. Because the root depends on the records beneath it, changing a record ordinarily changes the resulting root.

3. The user checks the path to the root

A proof supplies the information needed to recreate a leaf and the sibling hashes along its route through the tree. Recomputing those hashes should lead to the root published for the report. Kraken’s instructions describe recreating record and leaf identifiers and validating that path; its visual and programmatic verification guidance covers reviews from 2023 onward.

A successful path establishes a specific fact: the supplied record is included in the dataset committed by that root. It does not independently establish that the dataset contains every account or every obligation the exchange owes.

What can zero-knowledge proofs add?

Some systems add zero-knowledge proofs: cryptographic methods that can demonstrate that specified computations satisfy stated constraints without publishing all their inputs. These checks are implementation-specific, not an automatic feature of every Merkle tree or PoR report.

Binance describes checks in its own design intended to establish that user asset balances appear in a global-state list, that each user’s total net balance is not negative, and that account information is updated consistently with a valid Merkle-root change. Such constraints can strengthen the integrity of the committed calculation while keeping individual records private. They do not, on their own, prove that the exchange identified every liability that should have been included.

Other privacy-preserving liability-proof designs use different commitments and have different properties. A proof should therefore be judged by the constraints it actually verifies, rather than by the label “zero knowledge.”

How are the assets checked against liabilities?

The exchange or reviewer identifies the reserve assets and assesses evidence that the exchange controls the relevant on-chain funds. Public addresses and blockchain balances can make the holdings observable; attribution and control still depend on the review method. Kraken describes its PoR process as proving control over on-chain funds at the time of review.

A reserve ratio compares covered assets with covered liabilities for an asset or category. At a snapshot, a ratio of at least 100% means reported assets meet or exceed the liabilities included in that comparison, provided the measurement and scope are sound. It does not account for omitted customer claims, corporate debts, liens, or other exposures unless the report explicitly includes them. A larger ratio is not automatically stronger evidence if its asset scope or liability denominator differs from another report’s.

How should you verify and assess a report?

  1. Find the snapshot date, reviewer, and method. Treat the result as evidence for that review time, not as a live balance.
  2. Read the scope. Identify included assets, chains, account products, customer categories, and exclusions on both sides of the comparison.
  3. Retrieve your record through the exchange’s official account interface or proof data. Use the instructions for that specific report; interfaces and available proof formats can differ.
  4. Validate the Merkle proof. Recreate the leaf and hash path, or use the named reviewer’s verification tool, and confirm that the result matches the report’s published root.
  5. Examine asset-control evidence. Check whether addresses are identified or independently checked and what role the reviewer performed.
  6. Read the stated limitations. Look for treatment of borrowed funds, liens or other encumbrances, liability completeness, reviewer independence, and how often the process recurs.

A user-level check answers whether your record appears in the committed data. The report’s broader value depends on the quality of the asset evidence, liability controls, scope, and review.

What does a dated exchange example tell you?

In an update for a review completed as of March 31, 2025, Kraken listed BTC, ETH, SOL, USDC, USDT, XRP, and ADA and described liability inclusion with user-level Merkle verification. That is an example of one dated report, not a statement of Kraken’s or the industry’s current coverage in 2026.

Kraken also reported that its November 30, 2023 snapshot covered approximately 78% of clients’ cryptoassets held on its platform. That historical coverage figure illustrates why customers should check what a report excludes; it is not a current coverage estimate.

What proof of reserves cannot guarantee

  • It is a point-in-time check. A review says little with certainty about balances or events after its snapshot.
  • Address control is not exclusive key ownership. Kraken notes that proof of control cannot establish that private keys have not been duplicated by an attacker.
  • Borrowing and hidden claims can affect the picture. Funds could be borrowed for a review, and liens or other encumbrances may not be apparent from an on-chain balance.
  • Inclusion is not completeness. A valid customer proof cannot prove by itself that no accounts or obligations were omitted; look for additional controls over the full liability dataset.
  • Assurance depends on the reviewer and method. Competence, independence, scope, and the work actually performed affect how much confidence the report supports.

When comparing reports, assess their dates and frequency, liability completeness checks, assets and products covered, user-level verification, asset-control evidence, reviewer assurance, and treatment of borrowed or encumbered assets. A headline ratio alone cannot resolve those differences.
