The right choice depends on the policy coverage, exclusions, deductibles, repair or medical network, claims access and the insurer’s latest audited financial evidence. Oman’s market had 20 licensed insurers in the Financial Services Authority’s 2026 market description: 10 national companies and 10 branches of foreign insurers. Use that regulator list as your starting point, then compare like-for-like quotations and current company disclosures.
Oman’s insurance market in 2026
The Financial Services Authority (FSA) states that “20 insurance companies are licensed in Oman including 10 national companies all operating as public joint stock companies and 10 companies acting as branches of foreign insurance companies.” A branch and a locally incorporated public joint-stock company may have different reporting structures, capital arrangements and escalation routes, so the license category is worth recording when you compare offers.

National-company insurance revenue increased in 2025, according to the FSA’s announcement reporting sector results:

| FSA indicator | 2024 | 2025 | Change and qualification |
|---|---|---|---|
| Insurance revenue of national companies | RO389.5 million | RO404.2 million | RO14.7 million increase, or 3.78%; this is sector revenue, not profit, solvency or a ranking of individual insurers. |
The FSA says the statistical submissions behind its indicators are based on audited annual financial statements and include paid claims for general, life and family insurance. Those figures are useful market-level context, but they do not answer whether a particular policy is suitable or whether one company will settle an individual claim faster. For an insurer-level decision, read the latest annual report and policy wording as well as the regulator’s market data.

Which Oman insurers and products can you compare?
National companies identified in the market review
The FSA market review identifies Oman United Insurance Company, National Life & General Insurance Co. and Dhofar Insurance Company among Oman’s national companies. The market contains additional licensed insurers, including foreign branches; the FSA’s current license list is the authoritative place to confirm a company’s status before purchase or renewal. Product menus, underwriting appetite and branch locations can change, so do not treat an old comparison table as a current product catalogue.
Dhofar’s published product range
Dhofar Insurance Company’s official catalogue lists motor, life, medical, travel, home contents, property, liability, marine, energy, industrial, engineering, borrowers’ life, oil and petroleum, personal accident and workmen’s compensation products. This demonstrates the breadth of lines available from at least one national insurer; it does not mean every product is available to every customer or that other insurers offer an identical package. Confirm eligibility, limits, territorial scope and optional extensions in a quotation.
Why a product name is not enough
Two policies called “comprehensive motor” or “medical insurance” can transfer very different risks. Compare the insured events, maximum limits, sub-limits, deductibles, exclusions, geographic area, approved providers, waiting periods, excesses, optional benefits and cancellation or renewal terms. Ask for the full policy wording and schedule, not only a one-line certificate or an advertising summary.

Motor insurance: third-party versus comprehensive
Third-party cover
Third-party motor insurance is the basic legal requirement cited on Dhofar’s motor-insurance page. It is designed to respond to the policyholder’s liability to other people, vehicles or property under the policy and applicable law. It generally does not make damage to the policyholder’s own vehicle automatically repairable. Confirm the exact liability limits, exclusions, driver restrictions and territorial scope in the wording issued for your vehicle.
Comprehensive cover
“Comprehensive” is not a universal promise of every possible loss. The schedule and wording determine whether accidental damage, theft, fire, weather events, vandalism, personal accident benefits, roadside assistance, agency repair, replacement-car cover or off-road use are included, excluded or available only as paid options. Check the vehicle valuation method, depreciation, parts policy, compulsory and voluntary excesses, approved workshops and any age, mileage or driver conditions. A lower premium can simply reflect a higher deductible, narrower workshop list or fewer extensions.
Motor comparison table
| Item to compare | Questions to ask | Why it changes the result |
|---|---|---|
| Liability | What third-party limits apply, and are there driver or vehicle-use restrictions? | Limits determine how much protection remains after a serious injury or property-damage claim. |
| Own-vehicle damage | Which perils are covered, and what excess applies to each? | Two comprehensive quotes may reimburse different losses and leave different amounts payable by you. |
| Repair route | Is agency, dealer, or non-agency repair available? Which workshops are approved? | Network size, parts standards and distance affect downtime and convenience. |
| Valuation | Is settlement based on agreed value, market value or a depreciated schedule? | The valuation affects the maximum payment after a total loss. |
| Extras | Are roadside assistance, replacement transport, personal accident or off-road use included? | Optional benefits can explain a premium difference that is not visible in the headline price. |
Claims service: what is established and what is not
Publicly available material does not provide standardized claim-turnaround times, complaint ratios or customer-satisfaction scores for all Oman insurers. It is therefore not supportable to name a definitive fastest-settling company. The existence of a digital portal also proves access to a reporting channel, not a guaranteed settlement speed.

Dhofar’s stated claims facilities
Dhofar says on its official motor page that it has the “largest branch networks in the Sultanate of Oman” and the “largest number of Motor claims handling network in Oman – for efficient and quick settlement.” These are the insurer’s own marketing statements, not an independent ranking. Dhofar’s claims portal allows customers to report an accident, upload documents and track claim status. Its general claims information also describes branch assistance and online submission.

- Make the incident safe and report it through the required official channel. Follow police, emergency and traffic-reporting requirements applicable to the incident. Do not admit liability or authorize repairs outside the insurer’s instructions before the claim is registered.
- Notify the insurer promptly. Use the insurer’s stated hotline, branch or online portal. Record the claim number, submission time and the name or reference of the person handling it.
- Submit a complete file. Ask for the exact checklist. Depending on the claim, this may include the policy and vehicle documents, identity information, accident or police report, photographs, repair estimate, invoices and bank details. Do not assume that a document required by one insurer is required by another.
- Follow inspection and authorization steps. Confirm whether an assessor must inspect the vehicle or property, which workshop or provider may be used, and whether you need written authorization before dismantling, repairing or replacing anything.
- Track decisions in writing. Keep portal screenshots, emails, estimates and receipts. Ask what is accepted, what is reserved for further evidence and the expected next decision date; distinguish a coverage decision from the later payment date.
- Escalate unresolved issues. Use the insurer’s complaint process first and retain proof of each escalation. If the matter remains unresolved, ask the FSA for the current complaint route and required documents.
Questions that reveal real claims capability
- Is accident reporting available outside branch hours, and in which languages?
- Can every required document be uploaded online, or must originals be delivered?
- Which workshops, hospitals, garages or assessors are in the network near your home and workplace?
- How are damaged parts, depreciation, betterment and cash settlements handled?
- What is the written complaint escalation path if an assessment or repair authorization is disputed?
How to assess financial strength without an unsupported ranking
Financial strength should be judged from dated, audited information rather than a brand’s size or a sales representative’s assurance. Review the insurer’s latest annual report for capital, solvency disclosures, claims reserves, profitability, liquidity, reinsurance arrangements and material risk commentary. Check whether an independent financial-strength rating exists, who issued it, its date, the rated legal entity and the rating outlook.
The FSA’s audited-statements-based indicators and paid-claims data are the appropriate starting point for Oman-wide context. Dhofar publishes a 2025 annual report covering multiple insurance classes and incurred-claims liabilities, which can be examined for the same categories. The publicly reviewed material does not provide a current, standardized solvency-margin table or an independent rating comparison covering all major Oman insurers. Consequently, no insurer can responsibly be called “the financially strongest” on the evidence available here.
Rank #4
| Financial check | What to look for | Warning sign |
|---|---|---|
| Audited accounts | Latest reporting year, auditor’s opinion and consistent accounting disclosures. | Only an undated brochure or old figures are offered. |
| Capital and solvency | Regulatory capital, solvency measures and any sensitivity or risk disclosures. | A sales claim substitutes for a current regulatory or audited measure. |
| Reserves and claims | Incurred and paid claims, reserve development and lines of business. | Claims information is presented without definitions or reporting dates. |
| Reinsurance | Counterparty quality, concentration and the way catastrophe or large-loss risk is transferred. | No explanation of material reinsurance dependence. |
| Independent rating | Agency, date, rated entity, scale and outlook. | An old rating, a rating for another group company or no attributable source. |
Why there is no single cheapest insurer in Oman
Premiums are calculated from the risk being insured, not simply from the company name. For motor cover, the vehicle, value, age, use, driver profile, claims history, deductible and selected repair benefits can all change the quote. Medical, property and commercial policies add their own limits, locations, occupations, provider networks and exclusions. A quote with a lower headline price may contain a higher excess or materially narrower protection.
Request at least two or three written quotations using the same information. Put each offer into a like-for-like comparison and ask the insurer to identify every difference that changes price.
| Quote field | Record exactly |
|---|---|
| Insured risk | Vehicle, person, property, business activity or trip; include declared use and location. |
| Limits and sub-limits | Liability, own damage, medical, baggage, property and any per-person or per-event caps. |
| Deductibles and excesses | Amount and whether it applies per claim, per person, per section or by driver age. |
| Exclusions and conditions | Uninsured events, warranties, security requirements, waiting periods and notification deadlines. |
| Network and service | Workshops, hospitals, garages, assessors, emergency numbers and digital claim options. |
| Price and taxes | Premium, applicable charges, installment terms, validity date and renewal basis. |
Choosing by situation
Private motor owner
Start with the legally required third-party protection, then decide whether the vehicle’s value and your ability to absorb a loss justify comprehensive cover. Prioritize a workshop network you can reach, a deductible you can pay immediately and clear rules for valuation and parts. A portal and branch network are useful only if they serve your location and provide a documented escalation route.
Best Value
Family or individual medical buyer
Compare the actual hospital and clinic network, territorial scope, annual and per-condition limits, co-payments, pre-authorization rules, exclusions and waiting periods. Verify whether dependants, maternity, chronic conditions, dental or optical benefits are included or optional. The lowest premium is not meaningful if your preferred provider is outside the network.
Business, property or industrial buyer
Map each exposure—property damage, business interruption, liability, marine, engineering, energy or employee risks—to a separate limit and deductible. Ask how values are declared, how claims are adjusted, which surveyors are used and whether reinsurance or specialist endorsements affect the wording. A multi-line catalogue does not by itself prove that a particular risk is accepted.
Traveler or expatriate
Confirm the countries covered, emergency-assistance arrangements, repatriation terms, visa or journey-period requirements and claims documentation. For a foreign-insurer branch, record the local claims contact and the legal entity named on the schedule so that escalation is directed correctly.

A step-by-step pre-purchase check
- Verify licensing. Check the insurer and the specific intermediary against the FSA’s current Oman register.
- Define the risk. Write down the people, assets, locations, use, desired limits and the maximum deductible you could pay without delay.
- Obtain full wording. Request the policy wording, schedule, endorsements, exclusions and claims checklist before paying.
- Normalize quotations. Enter limits, deductibles, networks, waiting periods, optional benefits and total price in one comparison sheet.
- Check service access. Test the published claims phone number or portal, locate the nearest branch or approved provider and ask how complaints are escalated.
- Review financial evidence. Read the latest audited annual report and any current, attributable independent rating; note the reporting date.
- Confirm the final schedule. Ensure names, identification details, vehicle or property descriptions, territorial scope, start date and payment status are correct.
- Store the evidence. Keep the certificate, wording, receipts, emergency contacts and claim instructions where you can retrieve them during an incident.
Common comparison mistakes
- Ranking by advertising language: a claim of the “largest” network is not an independent measure of quality or settlement speed.
- Assuming comprehensive means all risks: exclusions, deductibles, valuation and optional benefits control the actual protection.
- Comparing unlike premiums: different limits, repair standards or provider networks make a price comparison misleading.
- Using outdated financial data: capital, reserves, reinsurance and ratings are time-sensitive; record the year and legal entity.
- Waiting to collect documents: missing reports, photographs or invoices can delay assessment, and some policies impose notification deadlines.
- Confusing revenue with strength: the FSA’s RO404.2 million 2025 national-company revenue is a market indicator, not proof that any one insurer is most profitable or solvent.
Bottom line
The best Oman insurer is the one whose wording fits your risk, whose claims network is usable where you live or work, and whose current audited and regulatory evidence you can verify. Use the FSA’s 20-company market structure and audited-statistics framework to establish the market, treat Dhofar’s network statements as self-described rather than independently ranked, and refuse to call any insurer fastest or strongest without comparable claims or solvency data. Compare complete policy schedules—not headline premiums—before choosing.
