This is a reported market explanation, not a measured breakdown of what caused the price move.

How much oil and diesel will the G-7 release?
In a statement published by the U.K. Foreign, Commonwealth & Development Office on October 2, G-7 leaders said they would implement commitments through a coordinated International Energy Agency (IEA) release of 100 million barrels, beginning immediately and running over four months. The plan calls for a “frontloaded substantial diesel release within the first 20 days” by G-7 members and partners. The statement does not specify a separate diesel volume.

S&P Global Energy reported that this 100-million-barrel tranche was the remaining amount under a March 2026 commitment, rather than a new 100 million barrels to add on top of that commitment. The earlier IEA announcement, on March 11, said its 32 member countries had agreed to make 400 million barrels from emergency reserves available to the market. These are dated policy announcements and should not be counted as two independent October additions.
The G-7 statement also said members would refrain from imposing energy and energy-product export restrictions between them. That commitment concerns trade within the group; it is distinct from the planned stock release.

What keeps supply and shipping risks in view?
Hormuz remains a strategic chokepoint
The IEA said average crude-oil and oil-product traffic through the Strait of Hormuz was 20 million barrels per day in 2025, about 25% of global seaborne oil trade. That is historical context, not an estimate of traffic in October 2026. The IEA also noted that alternatives for bypassing the strait are limited.
A reported tanker incident added to shipping concerns
Dow Jones Newswires reported on October 5 that a tanker in the Strait of Hormuz was hit by an unknown projectile on October 4, damaging its engine room. The report, citing the U.K. Maritime Trade Operations, said the crew was safe and there was no environmental impact. Those details are attributed to the news report.

OPEC+ output was held steady for November
The Associated Press reported on October 4 that seven OPEC+ countries—Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman—had agreed to keep production steady in November. AP said they planned to review the market again on November 1. This production decision is separate from the G-7 plan to release emergency stocks.

S&P Global Energy analyst Eleanor Budds cautioned that any price effect could be temporary: “It is a sticking plaster that does not resolve the underlying problem of global tightness, with no clear visibility on when Middle Eastern and Russian volumes will return to the market.” The practical distinction is between announced stocks and supply that can reliably reach buyers: the plan includes a substantial early diesel component, but shipping risks and uncertainty about returning volumes remain part of the market picture.
