Neither an office campus nor a downtown office building is automatically better. The stronger choice is the specific site that minimizes employees’ and clients’ door-to-door friction, supports the work your teams actually do, and fits the full occupancy cost and lease flexibility your business needs. Compare real buildings and neighborhoods—not labels—using commute, access, amenities, operating requirements and financial terms.
What the two options actually mean
An office campus is usually a low- or mid-rise suburban group of buildings planned as one property or center. It may offer large floor plates, surface or structured parking, room for expansion, shared outdoor areas and space for specialized facilities. Some campuses are isolated single-use parks; others sit in mixed-use suburban centers with restaurants, housing, childcare or retail.

A downtown office building is in a central business district or another dense urban node. It typically relies more on public transportation and walkable services, with multi-tenant towers or mid-rise buildings, smaller or irregular floor plates and less convenient on-site parking. “Downtown” is not a quality rating: conditions differ sharply by district, block, transit line and building.

What the available evidence says—and what it does not
A 2014 study summary hosted by NAIOP found no strong general tenant preference for downtown over suburban locations. It did find a preference for amenity-rich, vibrant suburban centers over conventional, single-use suburban offices. That older finding is useful for distinguishing a connected mixed-use center from an isolated office park, but it should not be treated as a current ranking of rents, vacancies or demand. NAIOP’s study summary is the source.
Commute friction is now a central attendance and employee-experience issue. CBRE’s 2026 Americas Office Occupier Sentiment Survey says location is the biggest barrier to attendance and identifies commute difficulty, access to lunch and errands, and outdoor space as factors in whether an office trip feels worthwhile. Its analysis states: “No amount of workplace investment will offset a long or difficult commute.” Read the survey at CBRE Research’s 2026 report.
Connectivity requirements are not universal thresholds, but they are useful warning signals. In CBRE’s Q2 2025 Americas survey, 53% of respondents said they would reject a building without public transportation access and 52% said they would reject one without parking. Among respondents with mostly suburban portfolios, 65% would reject a building without parking. These are survey results from respondents, not a guarantee that every local employee or market behaves the same way. The survey also reported that 77% were considering relocation for a combination of cost, flexibility, employee-experience or consolidation reasons; that figure does not indicate a preference for downtown or campus locations. See CBRE’s 2025 survey.

Cushman & Wakefield discusses concerns about worker presence, public safety, transit services and lunch options in downtowns, while CBRE’s 2026 survey reports that relocating occupiers may prefer central business districts when walkability, transit and proximity to talent are present. Cushman & Wakefield says daytime populations in major cities remain more than 60% below pre-pandemic norms on the page reviewed; that is firm-reported context, not a current measure for every city. Inspect the exact district and routes before relying on either conclusion: Cushman & Wakefield’s downtown analysis.
Compare candidate sites on the decisions that matter
| Decision axis | Questions for a campus or suburban site | Questions for a downtown building |
|---|---|---|
| Employee and client access | How many staff can reach it reliably by car, transit or shuttle? Is parking adequate and affordable? Can visitors find the entrance and park without assistance? | Which transit lines and routes reach it, including first- and last-mile connections? Is parking practical for staff and visitors, and is the building easy to reach from the station? |
| Commute burden | What are peak door-to-door times from employee origins, not just the distance from a highway? How do congestion, weather and transfers affect reliability? | What are door-to-door times by transit and driving? How many transfers, how often do services run, and how difficult is the final walk? |
| Daily amenities | Are food, childcare, errands, fitness and outdoor space on-site or nearby? Are they open on the days and hours employees work? | Are lunch, errands, services and outdoor space comfortably walkable during the workday, including in poor weather? |
| Hiring and business access | Does the site fit where employees live and where clients and partners operate? Does the available labor pool justify the travel pattern? | Does centrality materially improve access to talent, clients, institutions, universities, courts or government? |
| Full occupancy cost | What are rent, operating expenses, parking, transportation support, utilities and maintenance obligations? Are expansion areas priced into the proposal? | What are rent, building expenses, parking, transit support, build-out and the cost of the chosen submarket? Are after-hours HVAC and security charged separately? |
| Flexibility and utilization | Can the footprint and lease adapt to hybrid attendance, growth or contraction? Can unused space be sublet or reconfigured? | Can the building and lease handle uneven attendance, collaboration zones and changing team size? Are floors divisible without leaving unusable remnants? |
| Work requirements | Would consolidated space, specialized infrastructure, privacy, loading or campus-style adjacency improve operations? | Is proximity to clients, courts, government, universities, transit or an urban labor pool essential to the work? |
| Resilience and experience | Can employees reach the site during severe weather or a road disruption? Are entrances, paths and outdoor areas usable for different mobility needs? | Check local service reliability, building access, lunch options, security procedures and current district conditions at actual working hours. |
How to make the decision step by step
1. Map the people who must use the office
Create an anonymized origin map for employees, contractors who attend regularly and major client groups. Record home or usual starting areas by ZIP code or neighborhood rather than collecting unnecessary personal detail. For each candidate, measure peak door-to-door travel by the modes people can realistically use: driving, transit, walking, cycling, carpooling and any employer shuttle.

Separate the groups that have different requirements. A field service team may need vehicle access and equipment loading; a recruiting team may need a transit-rich location; a client-facing team may value a central meeting point; a laboratory or production group may need power, ventilation and secure deliveries. Weight commute results by expected office days, not by a nominal five-day schedule if attendance is hybrid.
2. Set non-negotiable access thresholds
Turn the map into requirements before looking at rents. Examples include a maximum acceptable peak commute for key employee groups, a minimum number of parking spaces, a walking distance to a rail or bus stop, accessible entrances, visitor parking, late-evening access and a backup route when a transit line or highway is disrupted. Document who approved each threshold and why; a requirement for 300 daily drivers should not be imposed on a team that expects 80 regular occupants.
Test both directions. A downtown building can have excellent rail access but poor visitor parking, while a campus can have abundant parking but no practical transit. Confirm first- and last-mile conditions, not merely the presence of a station or a highway interchange.
3. Audit amenities at the times people need them
List the services that affect attendance and retention: affordable lunch, coffee, groceries, childcare, pharmacies, fitness, banking, outdoor space and places for an informal meeting. Check walking routes, opening hours, weather exposure, accessibility and whether capacity is realistic at peak lunch periods. On a campus, “nearby” may mean a five-minute walk across a private road or a ten-minute drive; on a downtown block, a map pin may conceal a difficult crossing or a building-access restriction.
4. Define the office’s job
Write down what the office must enable, in order of importance. Typical jobs include:

Score each candidate against these jobs instead of assuming that a prestigious address, a large floor plate or a modern lobby solves them.

Compare proposals on the same term and assumptions. Include base rent; operating expenses and pass-throughs; taxes; utilities; janitorial service; security; internet and other connectivity; parking leases and validation; employee transportation or shuttle support; furniture and equipment moves; design and construction; permits; insurance; maintenance obligations; and the cost of restoring the space at lease end.
Model at least three attendance and growth cases: expected utilization, a higher-attendance case and a lower-attendance or contraction case. A cheaper per-square-foot campus can become more expensive if it requires a shuttle, large parking commitments or a costly build-out. A downtown proposal can carry higher rent but reduce transportation support or improve recruiting; those effects belong in the same model, with assumptions clearly labeled.
6. Read the lease for flexibility, not just price
Check the term, renewal options, expansion and contraction rights, sublease and assignment rules, delivery condition, construction allowance, rent commencement, operating-expense caps, audit rights, after-hours charges, signage, access hours, security obligations, parking rights and remedies for service interruptions. Confirm who pays for building systems, repairs and code upgrades. Ask how a hybrid attendance pattern affects shared amenities, conference-room rights and the amount of dedicated space you must lease.
7. Inspect the exact locations repeatedly
Visit each site during a normal morning arrival, lunch, late afternoon departure and an evening when staff or clients may still be present. Walk from transit stops and parking areas to the actual lobby. Check elevators, security queues, lighting, weather protection, accessible routes, restrooms, food availability, outdoor areas and cellular connectivity. Revisit after a heavy rain or a known traffic period when feasible. Obtain current information on transit service, parking prices, construction, building occupancy and district conditions rather than relying on national headlines or a broker’s generalized description.

8. Validate with the people who will use it
Share a neutral comparison with employees and frequent visitors. Ask which trade-offs would change attendance, whether the proposed commute is workable on required days, and which amenities are genuinely useful. Do not treat an informal poll as a substitute for measured travel times or a lease model, but use it to identify risks your spreadsheet misses. Test assumptions with accessibility specialists, facilities staff, information-technology teams and security leaders before signing.
When an office campus is likely to fit better
Large, coordinated or equipment-heavy operations
A campus can make it easier to keep departments together, move equipment, provide secure loading and reserve specialized infrastructure. Multiple buildings may allow phased growth or separation of public-facing and restricted functions. Verify that the site’s power, cooling, connectivity, floor loading, waste handling and emergency systems meet the actual specification; a suburban address alone proves none of these.
A workforce that drives or needs predictable parking
Ample parking can reduce daily uncertainty for employees carrying equipment, working irregular shifts or traveling from areas with limited transit. Price it explicitly, including reserved spaces, visitor parking, electric-vehicle charging, snow removal and any requirement to lease spaces whether or not attendance reaches forecast levels. CBRE’s 2025 survey found 65% of respondents with mostly suburban portfolios would reject a building without parking, but your own workforce mix should determine the requirement.
A mixed-use suburban center rather than an isolated park
The most attractive campus alternative may be a suburban center with restaurants, housing, services and outdoor space within a short walk. This model can reduce the amenity penalty associated with a single-use office park while retaining parking and larger floor plates. Confirm that services are open during your hours and that the center will remain viable throughout the lease term.
When a downtown building is likely to fit better
Transit-dependent or geographically dispersed talent
A central location can shorten travel for employees arriving from multiple directions, particularly when several frequent transit lines converge. Measure actual transfers, platform-to-lobby walking time, service intervals, late-night schedules and the reliability of the final connection. A building one block farther from a station may be materially worse for a team that works early or late.
Best Value
Client, institutional and recruiting proximity
Downtown may improve access to clients, courts, government offices, universities, hospitals, cultural institutions or professional networks. Quantify the benefit: count recurring meetings, travel time saved, and roles for which a central location changes the recruiting pool. If the benefit is merely prestige, test whether candidates and clients actually value it enough to offset rent, parking and build-out costs.
Walkable daily life
Walkable lunch, errands and outdoor space can make required office days more practical. Inspect the block at the hours your staff use it and verify current conditions. Cushman & Wakefield’s reported concerns about worker presence, public safety, transit and lunch options illustrate why “downtown” cannot substitute for a site visit; conditions can vary by district and change over the lease.
Common mistakes and how to correct them
- Choosing by label: Replace “campus” or “downtown” with a scored comparison of named buildings and routes.
- Using straight-line distance: Calculate door-to-door peak travel, transfers, parking searches and the final walk.
- Counting only base rent: Add operating expenses, parking, transportation, utilities, build-out, maintenance and exit costs.
- Assuming amenities exist because a brochure lists them: Verify opening hours, prices, capacity, accessibility and walking conditions.
- Treating survey percentages as universal rules: Use CBRE’s figures as indicators, then test your own workforce and visitor requirements.
- Ignoring hybrid utilization: Size collaboration and assigned space for actual attendance scenarios and confirm rights to contract or expand.
- Relying on a national downtown narrative: Check the exact district, block, transit service, security procedures and current occupancy.
- Evaluating only the arrival experience: Test deliveries, late departures, emergency access, after-hours HVAC, maintenance response and accessibility.
- Letting one department decide: Include human resources, finance, facilities, information technology, security, accessibility leads, clients and employees who commute in different ways.
Use a weighted scorecard before requesting final terms
Create a score from 1 to 5 for each candidate, then multiply by a weight that reflects your business. A company with many transit-dependent employees might assign more weight to commute reliability and first-mile access; a laboratory may assign more to infrastructure and loading; a client-service firm may assign more to meeting access and centrality.

| Category | Example evidence to score | Suggested evidence source |
|---|---|---|
| Employee commute | Median and worst-case peak door-to-door time by origin and mode; reliability during disruptions | Employee origin map, scheduled trip tests and site visits |
| Client and visitor access | Transit routes, parking process, reception, accessibility and meeting convenience | Live arrival tests and visitor feedback |
| Amenities | Food, errands, childcare, fitness, outdoor space, hours and cost | Walk audit at lunch and after work |
| Work fit | Floor plate, acoustics, specialized systems, loading, privacy and collaboration capacity | Building plans, engineering review and test fit |
| Five-year cost | All lease, operating, transportation, parking, build-out and exit costs | Comparable financial model and lease proposals |
| Flexibility | Expansion, contraction, sublease, assignment, renewal and reconfiguration rights | Draft lease and legal review |
| Resilience | Power, connectivity, weather access, emergency procedures and service redundancy | Building documentation and facilities due diligence |
Set a rule for disqualifying failures. For example, a candidate that cannot meet an accessibility requirement, a critical infrastructure specification or a legally required occupancy condition should not win by compensating with a high amenity score. Keep the raw evidence beside every score so the result can be audited when lease terms change.
Consider a third answer when neither traditional choice works
An amenity-rich suburban center may combine walkable services and outdoor space with parking, larger floor plates and easier regional access. A portfolio can also assign different work to different settings: a primary hub for collaboration and specialized operations, smaller meeting or touchdown locations near concentrated talent, or flexible space during uncertain demand. CBRE’s 2026 survey describes flex space as part of many occupiers’ response to uncertain demand, but the appropriate mix is company-specific. Compare the total cost, security, technology, culture and management burden of a portfolio against a single lease; do not assume multiple sites are automatically more flexible or cheaper.
A practical decision rule
Choose the campus when measured employee and client access is acceptable, parking or specialized infrastructure is essential, and the total cost and lease provide room to operate. Choose downtown when transit and walkability materially improve attendance, hiring or client work and the exact district can support those benefits reliably. Choose a mixed-use suburban center or a multi-site arrangement when each traditional model solves a different critical requirement.
Before signing, require documented answers for every high-weight score, a five-year cost comparison, a draft lease review and repeated site inspections. If the evidence is missing for local rents, transit operations, safety, parking prices or workforce commute outcomes, treat that as an unresolved decision item—not as proof that either location type is superior.
