OER Can Cut School Materials Costs, but Savings Vary

Open educational resources (OER) can lower what schools spend on instructional materials, but they are not a guaranteed route to multimillion-dollar savings. The clearest cited result is a 50% reduction in materials costs in one 2012 study, as summarized by the Institute of Education Sciences (IES), when teachers adapted OER and limited printed copies. That finding is neither a universal savings rate nor a result specific to low-income schools.

What makes an educational resource “open”?

OER are more than materials that happen to be free to view online. UNESCO’s 2019 Recommendation defines them as “learning, teaching and research materials in any format and medium that reside in the public domain or are under copyright that have been released under an open license, that permit no-cost access, re-use, re-purpose, adaptation and redistribution by others.” The practical distinction is permission: an open license or public-domain status allows reuse and adaptation, while ordinary free access does not necessarily do so.

UNESCO says open licensing creates “significant opportunities for more cost-effective creation, access, re-use, re-purpose, adaptation, redistribution, curation, and quality assurance” of educational materials. This is a policy rationale, not a measured savings estimate for U.S. schools. UNESCO’s OER mandate and its 2019 Recommendation set out the definition and policy context.

What the cost evidence actually shows

IES summarizes a 2012 study that found materials costs fell by 50% when teachers adapted OER to their needs and limited the number of printed copies. The summary reports that student performance was not affected in that study. The result describes a particular implementation, not a forecast for every school, and it does not establish a 50% saving for low-income districts. IES’s summary of the study also discusses what schools should consider when adopting OER.

#1 Best Overall
Trail maker School Supplies Kit 45 Piece Grades K-12
  • 45 PIECE SET: Bulk pack contains everything your K-12 students need to get organized & start the school year off right
  • WHAT’S INCLUDED: 5 # 2 pencils, pencil sharpener with lid cover, canvas pencil case, 5 ink pens (black, red, & blue ink), 5 (primary colors) colored pencils, 3 highlighters, 4 paper pocket folders, non-toxic wax crayons, righty/lefty scissors, 4 art erasers, 2 1-subject notebooks, composition book, 2 glue sticks, & standard/metric ruler!
  • BASIC SCHOOL SUPPLIES: Why shop & pay separately for 1 of every essential for your kids when you can get them all in 1 convenient packaged set?
  • DETAILS: Products are safety compliant and made for kids! Highlighters are water-based, pencilsharpener collects shavings, scissors are made for little hands, “lead” pencils are graphite, ruler measures inches and centimeters both, & can be tucked into a 3-ring binder (spiral notebooks too!), rubber erasers work well as art erasers or for small/big mistakes, & zipper pencil holder stores all included accessories!
  • PERFECT FOR TEACHERS & PARENTS: Whether your child is homeschooled or goes off to preschool, kindergarten, 1st-5th grades, or middle school (junior high), or even summer camp, this school supply pack is ideally suited to meet their needs as they grow & learn

The evidence cited here does not establish a realized multimillion-dollar OER saving for low-income U.S. schools. A district’s actual result depends on what materials it replaces, how much staff time adaptation takes, and whether printing or other costs offset savings. Treat “millions” as a possibility that would require district-specific evidence, not as a verified general outcome.

What schools need to weigh before adopting OER

Rights and reuse

Check that each resource’s license or public-domain status permits the school’s intended uses: copying, adapting, and sharing revised versions. A free-to-access resource may not grant those rights. UNESCO’s definition and Recommendation explain the distinction between open licensing and simple no-cost access.

Accuracy, curriculum fit, and accessibility

Review materials for accuracy, suitability for the grade and subject, alignment with local standards, and accessibility for students who need different formats or supports. IES notes that OER quality varies; open status alone is not a quality endorsement.

Staff time and total cost

Finding, evaluating, and adapting materials takes educator time. Printing can also affect the budget: the cited study’s savings were associated with limiting printed copies, not simply with selecting OER. Compare the full implementation cost with the materials being replaced rather than treating the online price as the whole budget impact.

Learning outcomes

Lower materials costs do not by themselves demonstrate improved learning. IES describes K–12 evidence on student outcomes as limited and mixed. Keep the financial case separate from claims about achievement, and evaluate instructional fit on its own merits. IES’s discussion of K–12 OER adoption outlines these evidence limits.

How to assess an OER proposal

  1. Identify what would be replaced. Specify the current materials, their costs, and the subjects and grades covered so the comparison has a clear baseline.
  2. Verify permissions. Confirm that the resource is in the public domain or has an open license that allows the intended copying, adaptation, and redistribution.
  3. Review the material. Check accuracy, standards alignment, grade-level fit, and accessibility before adopting it for classroom use.
  4. Estimate implementation costs. Account for educator time to locate and adapt resources, as well as printing and any other costs needed to use them.
  5. Set a bounded evaluation. Track materials spending and instructional suitability separately. Do not assume cost changes establish changes in student outcomes, given the limited and mixed K–12 evidence described by IES.

Where OER fits in the broader affordability question

OER addresses the cost and reuse of instructional materials; it does not by itself solve every technology-access barrier. Reliable home internet, suitable devices, teacher development, and digital literacy may also matter to a school’s broader edtech plans, but the evidence cited here does not establish those measures as OER savings or show that a particular product is required for adoption. Schools should assess those needs separately rather than folding them into an unsupported savings claim.
