OceanBase and Vietnam’s MB Bank have signed a memorandum of understanding (MOU) to explore database modernization—not announced a completed database upgrade. In its October 2, 2026 announcement, OceanBase said it would provide database technology to support MB Bank’s goals for resilience, business continuity, scalability and infrastructure performance. The release does not identify a deployment, database version or migration schedule.
What OceanBase and MB Bank announced
OceanBase said it signed the MOU with Military Commercial Joint Stock Bank (MB Bank), a Vietnamese bank. Under the announced partnership, OceanBase will provide database technology to support MB Bank’s modernization initiatives. The stated objectives are stronger infrastructure resilience, business continuity, scalability and performance. These are goals in the announcement, not results measured after an implementation. OceanBase’s announcement, distributed via PR Newswire, also says MB Bank retains full control over its data management and daily business operations.
The announcement is a company-issued account of the agreement and its aims. It does not establish that a database has already been upgraded, or independently verify implementation outcomes.
Has MB Bank upgraded its database yet?
The announcement does not say that an upgrade has begun or been completed. It describes a modernization partnership and intended technology support. It also does not disclose the MOU’s duration or other terms.

In particular, the release does not name MB Bank’s current database, a target database or OceanBase version, the planned architecture or hosting model, a migration method, or a delivery timeline. Those project details remain undisclosed; they cannot be inferred from OceanBase’s general product information.

MB Bank Deputy CEO Nguyen Xuan Hoc said the bank continually invests in technology infrastructure and that it looks forward to exploring capabilities that may strengthen business continuity, operational resilience and readiness for future digital needs.

OceanBase CEO Evan Yang described Vietnam as an emerging force in Southeast Asia’s digital economy and said the company hoped to use its distributed database technology to support modernization of banking systems in Vietnam and the wider region.
Both remarks express the executives’ expectations for the collaboration. Neither confirms a chosen technical design or a completed deployment.

OceanBase’s announcement situates the partnership within Vietnam’s digital growth, relaying figures attributed to other organizations. The figures below are attributed as stated in the release; the underlying report and statistics-office publication were not independently reviewed for this article.

Why the specific OceanBase upgrade path is unknown
OceanBase describes its database as a distributed database launched in 2010, with a unified data engine for transactional, analytical and AI workloads. These are product descriptions in the company announcement, not a comparative assessment or confirmation of what MB Bank will deploy.

OceanBase’s own upgrade documentation shows why a project’s route depends on details that the MOU announcement does not provide. The V5.0.1 upgrade overview sets out restrictions and distinguishes recommended or supported upgrade paths from paths limited to proof-of-concept and test environments. Its general upgrade-path guidance also describes barrier versions that some upgrades must pass through. Without the source and target versions, neither page identifies a path for MB Bank.
The OceanBase release notes list V4.6.0, dated July 13, 2026, and V4.4.2, dated February 10, 2026. These dates provide product-release context only; the announcement does not say which, if any, release MB Bank plans to use.

What to look for in a future implementation update
A more specific account of the project would need to disclose technical and operational details that are absent from the MOU announcement. Useful points for readers to check include:
- The current database and intended OceanBase version, including documented compatibility.
- The target architecture and hosting model.
- The migration, testing and rollback approach, plus any service-continuity or downtime requirements.
- How high availability and disaster recovery will be designed.
- What performance or resilience measures will be reported after deployment.
- The implementation schedule and which organization is responsible for operational tasks.
No competing vendor or alternative implementation is named, so the announcement does not support a product comparison or a claim that MB Bank selected a particular migration strategy.
