Oakland police did not fall under a newly appointed court director. On September 29, 2026, U.S. District Judge William Orrick instead ended federal monitoring of the Oakland Police Department (OPD), closing a 23-year oversight process. The decision followed a finding that OPD had completed all 51 mandated reforms, but came amid a separate concern about the timeliness of serious-misconduct investigations.
Why Oakland police came under federal oversight
The case grew out of the Oakland “Riders” scandal, in which a rookie officer reported abuses of power by other officers. The ensuing civil-rights case led to a negotiated settlement in 2003 requiring reforms and progress reports to an outside monitor and a federal judge. Recent reporting describes the settlement as setting 51 reform tasks. The case also involved a court-appointed Compliance Director. Historically, the court consolidated the monitor and director roles; the director had substantial, “receiver-like” authority in areas tied to the reforms, including specified procurement and police leadership matters. That history does not mean a director was newly appointed in 2026: the September ruling ended federal monitoring.
Did Oakland police complete all 51 reforms?
In May 2026, the federal monitor reported that OPD had complied with all 51 court-mandated reforms, according to the Associated Press. That milestone addressed the settlement’s required tasks; it did not establish that every aspect of police accountability was working consistently.

The later concern about investigation timeliness
A subsequent monitor report found that OPD fell short of a benchmark requiring 85% of serious-misconduct investigations to be completed within 180 days, the AP reported in 2026. This is a case-specific timeliness benchmark, not a measure of crime or the prevalence of misconduct. Police Chief James Beere said many delayed cases involved complex officer-involved shootings. The reported compliance milestone and the later shortfall describe different measures, so neither alone captures the full picture.
What did the judge decide?
On September 29, 2026, Judge William Orrick ended federal monitoring. The AP described the process as lasting 23 years and as the longest-running police-department oversight of its kind in U.S. history. Orrick cited OPD’s “substantial compliance.” Advocates had asked him to delay ending oversight after the monitor raised the timeliness concern, but plaintiff attorneys noted the shortfall and did not oppose ending federal supervision.

The decision is not the outcome anticipated by earlier coverage. KQED’s May 2026 report, “Oakland Police: Judge Clears Path for Possible End to Federal Oversight”, discussed a possible end; the actual ruling came in September. The signed September order was not available in the reporting cited here, so its precise language on dismissal, continuing jurisdiction, or enforcement of city commitments cannot be stated.
What happens after federal oversight ends?
The federal monitor and judge no longer provide the same court-supervised structure described in the case. The unresolved issue is whether local accountability mechanisms will sustain reforms and respond effectively when performance slips. The reporting available on the ruling does not establish a detailed new city plan, budget, or post-case division of responsibilities; it would be premature to describe a specific replacement arrangement as already in force.

Community advocates and the Police Commission
Community advocates have called for independent oversight and transparency through the Oakland Police Commission. Their concern is that formal completion of reform tasks should be followed by durable, visible accountability. The Commission is part of the local debate, but the cited reporting does not specify a new role or authority created for it by the federal ruling.
The police union’s focus on staffing
The police union has emphasized recruiting, staffing, and resources. That argument points to operational capacity: complex investigations and department-wide reforms require people and time. It differs from advocates’ emphasis on independent review, and does not by itself resolve whether investigations meet the reported timeliness benchmark.
