On July 20, 2025, Mayor Eric Adams announced a city-run NYC Public Safety account on the Citizen app. New York City described it as a no-cost communications channel for verified incident updates, emergency information and safety guidance, with the ability to target notifications by neighborhood, ZIP code or borough.
What New York City announced
The partnership adds Citizen to the city’s existing emergency-communications system. The Mayor’s Office said the account could reach more than 3 million Citizen subscribers across the five boroughs. Adams described the goal as giving New Yorkers real-time public-safety information through another widely used channel.

The launch was announced under Mayor Eric Adams on July 20, 2025. Official statements available for the announcement do not establish that the account’s operating model or subscriber count remained unchanged under the administration in office in September 2026.
What the NYC Public Safety account can send
- Verified public-safety announcements
- Major-incident updates
- Weather-emergency alerts
- Crime-pattern and scam-safety information
- Updates about high-profile incidents
Location-based delivery
City messages can be sent to users based on a neighborhood, ZIP code or borough. That lets an alert focus on the area affected rather than automatically sending every message citywide.

How Citizen fits with NotifyNYC
Citizen is an additional distribution channel, not a replacement for NotifyNYC. In the launch transcript, Adams said NotifyNYC had more than 1 million users and presented Citizen as a faster way to reach people with timely information. The city said its government serves about 8.5 million New Yorkers, so neither service alone represents the entire population.

Is the NYC Public Safety account free?
The city said the communications channel was provided at no cost to New York City and that verified incident information could be shared with New Yorkers without a charge for the alert itself. That statement concerns the city’s arrangement; it does not describe every feature, subscription option or policy that Citizen may offer to consumers.
What this means for New Yorkers
- Citizen users may receive official NYC messages alongside Citizen’s other incident notifications.
- Messages can be narrowed to a neighborhood, ZIP code or borough when the city determines that location targeting is appropriate.
- NotifyNYC remains a separate city channel, so residents who rely on emergency information should not assume Citizen is the only source.
- User-submitted videos may be available to authorized NYPD, FDNY or NYC Emergency Management personnel through secure tools.
Limits of the launch announcement
The published launch materials establish the July 2025 announcement, the audience figures cited at that time, the no-cost description and the planned agency capabilities. They do not verify current subscriber totals, message volume, response performance or whether every described feature operates unchanged in September 2026.
