Nvidia CEO Jensen Huang says the United States, the United Kingdom and China should work with one another to identify and reduce artificial-intelligence risks. Speaking at a London media briefing reported by CNBC, Huang called for dialogue with Chinese AI researchers and companies, but he did not announce a new Nvidia-China safety partnership or a joint technical program.
What Jensen Huang proposed
Huang said Nvidia should cooperate with Chinese AI companies and researchers on safety monitoring as the technology advances. “We absolutely should work with each other so that we advance the technology safely,” he said, according to CNBC reporting.

He said he already has “dialogues with many of the researchers in China” and argued that those conversations should become broader and more systematic. “We ought to enhance the dialogue,” Huang said. “The United States should do it… I advocated that the U.K. do the same thing.”

Is Nvidia starting a formal China safety partnership?
No formal partnership was announced in the remarks. The proposal is for active dialogue, risk monitoring and cooperation on safe development. Huang did not disclose a signed agreement, a shared laboratory, a governance body, a timetable or a commitment to exchange Nvidia’s sensitive technology.
That distinction matters because cooperation can take several forms. Researchers might compare incident reports or safety evaluations without sharing model weights, chip designs, classified information or other controlled technology. A government-supported forum could also establish communication channels while leaving each country responsible for its own laws and export controls.
The policy backdrop
Huang’s comments came as US and Chinese officials were discussing whether to create a broader AI dialogue. Quartz reported that US Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng discussed a possible channel that could handle incidents at “up to a national security level.”

A Chinese government readout cited by CNBC said President Xi Jinping supported exchanging views on AI’s risks and benefits and jointly preventing misuse and abuse. Those discussions provide a policy setting for Huang’s call, but they do not establish that a government mechanism has been finalized.
How this fits Huang’s earlier position
The London remarks continue a position Huang expressed in a CNA interview published May 25 and updated June 5, 2026. He said it would not be wise to create two separate US and Chinese AI ecosystems. In his view, the countries can compete while still cooperating on shared risks.
“The more that all the leaders work together, cooperate together to advance this technology in harmony and for good, the better it will be for the future,” Huang said in that interview. He also described AI as having “incredible potential for good” while warning that it can be used in harmful ways.

This is a strategic argument for keeping communication open even when the two countries disagree over security, trade and access to advanced computing. It is not an argument that competition or national restrictions should end.
Dialogue versus other safety approaches

Nvidia’s technical safety framing
In a CNBC/Versant transcript dated September 28, 2026, Huang described OpenShell and Nvidia Sentry as technologies intended to contain and monitor AI agents. He characterized safety as a technically solvable engineering problem and argued that an agent should receive only the rights and access required for its task.
That approach focuses on least-privilege access, observation and containment: an agent should not automatically be able to reach every file, system or network, and its actions should be visible enough to detect or stop misuse. These tools are Nvidia’s technical framing of safety; they are not evidence of a joint Chinese deployment or a replacement for public rules.

Why cooperation is difficult
Security and export controls
US-China AI cooperation would have to operate within export-control, national-security and data-governance restrictions. A safety conversation can be limited to methods, incident taxonomies and evaluation results rather than transferring restricted hardware, software or model parameters.
Different definitions of acceptable risk
Researchers may agree that a system should not enable fraud, cyberattacks or unsafe autonomous actions while still disagreeing about testing standards, disclosure thresholds and who should receive incident information. A dialogue is useful only if participants define terms and protect confidential data.

A channel that can escalate an incident to national-security officials would need clear authentication, secure reporting and rules for deciding what can be shared publicly. Without those procedures, companies may hesitate to report failures or may interpret the same event differently.
What to watch next
- Whether the United States, China or the United Kingdom formally announces an AI-risk dialogue and names its participants.
- Whether any forum publishes common testing, reporting or incident-response procedures.
- Whether company cooperation remains limited to safety research or expands into operational monitoring.
- How safety exchanges are separated from restrictions on advanced computing and other sensitive technologies.
- Whether Nvidia’s containment and monitoring tools are adopted as part of independent standards rather than treated as a complete governance system.
What Huang’s comments mean now
The immediate message is a call for communication, not a completed deal. Huang wants Chinese AI companies and researchers included in efforts to monitor risks, and he wants US and UK governments to support or convene those conversations. His position is consistent with his opposition to permanently splitting the world’s AI development into isolated US and Chinese ecosystems.
Whether that cooperation is practical will depend on safeguards around sensitive technology, credible incident reporting and agreement on what information can be exchanged. Until officials or companies publish concrete terms, the remarks should be read as advocacy for a safety dialogue rather than evidence that Nvidia has entered a formal China partnership.
