There is no universal winner between Nvidia GPUs and custom AI chips. The better choice is the platform that delivers your model’s required throughput and latency at the lowest fully loaded cost, at the scale and availability you actually need. A GPU may win for a changing portfolio of models because its software ecosystem and portability reduce engineering work. A custom chip such as a Google TPU or AWS Trainium can win when a stable workload fits its architecture and the provider’s toolchain.
Compare useful output—not peak FLOPS or a chip’s sticker price. For inference, measure sustained tokens per second at the required time-to-first-token and tail-latency target, then calculate amortized cost per useful token. For training, measure goodput and throughput at the intended cluster size, including communication, failures, power, utilization and engineering effort. Google Cloud’s accelerator methodology is a useful starting point, but your own model and service-level objective must decide the purchase.

The decision in one sentence
Choose Nvidia GPUs when workload variety, portability, mature tooling or rapid iteration dominate; choose custom silicon when a predictable model and deployment environment can sustain higher utilization and lower cost on that architecture. Validate either decision with a controlled benchmark at production-like scale. A custom label does not guarantee better performance, and a GPU label does not guarantee lower total cost.
Three layers you must keep separate
Many comparisons mix unlike claims. Evaluate the decision at three layers:

Chip capability
This is the silicon’s theoretical compute, memory capacity, memory bandwidth, interconnect and power envelope. It identifies possible bottlenecks but does not predict application speed. A matrix unit can be underused by unsupported dimensions, synchronization or data movement.
Platform economics
A platform includes the accelerator, host servers, networking, compiler, runtime, drivers, managed service, capacity reservation and operations. Cloud prices, regions and availability change over time. A lower hardware estimate can be overwhelmed by idle capacity, premium networking, storage, support or scarce engineering talent.
Workload total cost
The relevant output is useful training work or accepted inference tokens delivered under your service-level agreement. Include model conversion, kernel tuning, debugging, observability, deployment automation, migrations and the cost of failures. Nominal efficiency only matters if the team can reach and sustain it.
Why workload details change the winner
Model architecture and dimensions
Accelerators favor particular matrix shapes, precisions and sparsity patterns. A model whose hidden size or attention dimensions align with a platform’s optimized kernels may run efficiently; a neighboring size can leave units idle or require padding. Keep the model weights, tokenizer, precision, quantization and kernel versions identical when comparing platforms.
Prefill versus decode
Large-language-model serving has two different phases. Prefill processes the input prompt and is often compute-bound. Decode generates tokens one at a time and is commonly constrained by memory bandwidth and weight movement. A platform that wins prefill throughput may lose decode latency, so report both phases rather than one aggregate number.

Batch size, sequence length and concurrency
Increasing batch or concurrency can improve throughput by keeping arithmetic units busy, while increasing queueing and tail latency. Longer sequences increase memory use and attention work. Test the batch sizes and prompt/output distributions your service will actually receive; a benchmark at one convenient batch is not a production forecast.
Training scale and communication
At multi-accelerator scale, all-reduce, all-to-all and other collectives can dominate. Network topology, link bandwidth, synchronization and failure recovery determine how much single-chip performance survives in a cluster. Report scaling efficiency and goodput, not only the throughput of one device.
Thermal and power behavior
Sustained runs can throttle or expose cooling and power limits that short tests miss. Measure performance after the system reaches steady state, record accelerator and host power, and observe whether utilization remains high during checkpointing, input loading and network stalls.
A comparison framework that produces a defensible answer
| Decision axis | What to measure | Why it matters |
|---|---|---|
| Workload fit | Same model, precision, sequence lengths, batch sizes and training or serving phase | Architecture-specific kernels and dimensions can favor one platform. |
| Delivered performance | Sustained tokens per second for serving; useful samples, steps or tokens per second for training at target cluster size | Peak specifications do not guarantee application throughput. |
| Latency and service quality | Time to first token, time per output token, throughput and P50/P95/P99 latency at intended concurrency | Higher batching can increase throughput while violating response-time objectives. |
| Memory and interconnect | Sustained HBM bandwidth, usable capacity, host-device transfers and distributed collective time | Data movement and communication can become the bottleneck. |
| Cost | Amortized hardware or cloud cost, energy, utilization, engineering and cost per useful token or training step | A cheaper chip loses value if it is idle or delivers little useful work. |
| Software and portability | Framework and kernel support, compilation time, debugging, profiling, observability and migration effort | Custom-chip economics depend on the work required to reach and sustain performance. |
| Availability and deployment | Region, capacity, cluster size, procurement lead time and operational support | A fast platform unavailable at required scale cannot meet the project requirement. |
Google Cloud’s guide recommends testing dense matrix multiplication, HBM streaming, distributed collectives, host-to-device and device-to-host transfers, and sustained thermal and power behavior. It also recommends testing the target model at multiple scales and fixing a latency service-level agreement for inference. The guide is vendor methodology rather than an independent benchmark result; use its test design, then apply your own traffic and prices. Google Cloud accelerator performance benchmarking guide
Google Cloud states that “goodput provides a more realistic picture of your return on investment than raw theoretical throughput” because it shows how effectively hardware sustains performance in real-world, fault-prone clusters.

How to benchmark Nvidia and custom chips step by step
- Define the production workload. Select representative models, parameter counts, prompt and output-length distributions, precision, quantization, context limits, training data pipeline and checkpoint schedule. Separate prefill, decode, fine-tuning and pretraining if they have different requirements.
- Write the service objective. Specify throughput, maximum concurrency, time to first token, time per output token and P99 latency for serving. For training, specify target samples or tokens per second, maximum job duration, checkpoint recovery and acceptable failure rate.
- Pin software and versions. Use the same model commit, compiler or runtime release where possible, deterministic tokenizer, communication libraries and kernel settings. Record any platform-specific optimization; hiding it makes the comparison less useful, but mixing radically different maturity levels makes attribution difficult.
- Validate correctness. Compare logits or evaluation metrics within an agreed tolerance, verify quantization behavior and ensure that rejected or retried requests are not counted as useful output.
- Run single-device microbenchmarks. Measure matrix multiplication at the model’s dimensions, HBM streaming, host transfers and representative attention or convolution kernels. These tests explain bottlenecks; they are not substitutes for end-to-end runs.
- Run the complete model at several batch sizes and sequence lengths. Warm the system, discard startup effects, repeat enough iterations for steady state and record throughput, latency distribution, memory use, utilization, temperature and power.
- Scale to the intended cluster. Test the actual number of accelerators and network topology. Measure collective time, scaling efficiency, input and checkpoint overhead, stragglers and recovery. Include a smaller scale to show where scaling losses begin.
- Increase concurrency until the SLA fails. For inference, record the highest sustained throughput before the latency target is exceeded. Calculate cost per thousand or million accepted tokens at that operating point, not at an unconstrained maximum.
- Measure goodput. Remove time spent on failed work, retries, data starvation, checkpoint pauses and service-level violations. Google’s definition of goodput is especially useful for long-running, failure-prone clusters.
- Price the complete deployment. Apply current provider rates for accelerators, hosts, networking, storage and support in the target region. Add energy, utilization, engineering, migration and operational overhead. State whether each price is recurring, amortized or a one-time estimate.
- Repeat over time. Re-run after compiler, driver, framework or model updates. A custom platform’s advantage can change as software matures, while cloud capacity and prices also change.
What the published cost figures actually mean
Hardware-level estimates can reveal broad differences in compute or bandwidth economics, but they are not rental prices and do not represent operating total cost of ownership. A Federal Reserve note reproduces Epoch AI’s 2025 estimates by hardware release date. The figures below are cost per theoretical compute unit and cost per unit of memory bandwidth, not cost per useful token.
| Accelerator | Estimated cost per TFLOP/s | Estimated cost per GB/s of bandwidth | Qualification |
|---|---|---|---|
| Nvidia H100 (2022) | $25.27 | $7.46 | Epoch AI estimate reproduced by the Federal Reserve; hardware-release-date comparison. |
| AWS Trainium2 (2024) | $6.00 | $1.38 | Hardware-level estimate, not an AWS service price or workload TCO. |
| Nvidia B200 (2025) | $14.80 | $4.62 | Hardware-level estimate, not a cloud quote. |
| Google TPU v7 (2025) | $5.64 | $1.76 | Hardware-level estimate, not a comparable managed-service price. |
The table does not include utilization, software engineering, power, host systems, networking, cloud margin, regional availability or the model’s actual kernel efficiency. Use it to form a hypothesis about where to benchmark, never as proof that one platform is cheaper. Federal Reserve note reproducing Epoch AI estimates
What is known about Trainium and TPU economics
Amazon’s Trainium2 claim
In Amazon CEO Andy Jassy’s 2025 shareholder letter, Amazon says its second-generation custom AI silicon, Trainium2, delivered “about 30% better price-performance than comparable GPUs” and had largely sold out. This is an Amazon company claim, not an independently verified, market-wide result. The comparison set, workload, utilization and prices are not specified sufficiently to apply the percentage to every model or provider. Andy Jassy’s shareholder letter
The same letter says Trainium3 began shipping at the start of 2026, was described by Amazon as 30–40% more price-performant than Trainium2 and was nearly fully subscribed. Those are also company-reported statements. They indicate AWS’s strategic investment and possible capacity constraints, not a guarantee of savings outside AWS or against every Nvidia generation. Amazon says most Amazon Bedrock inference runs on Trainium, but that deployment context should not be generalized to an independent workload.
TPUs and provider lock-in
Google TPUs are tightly integrated with Google Cloud’s compiler, runtime, networking and managed services. That integration can simplify a large, stable deployment when the model maps cleanly to TPU kernels. The tradeoff is dependence on Google’s regions, quota, software path and release cadence. Compare the complete service and migration cost with an Nvidia deployment rather than comparing accelerator rental rates alone.

How to interpret Nvidia’s published inference example
Nvidia’s H100 product page quotes SemiAnalysis InferenceX results from April 2026 for GPT-OSS-120B: approximately $0.09 per million tokens for an H100 at 66 tokens per second per user, and approximately $0.02 per million tokens for a B200 at 55 tokens per second per user. The H100 result used vLLM, while the B200 result used Nvidia TensorRT-LLM. Because these are different GPU generations and different serving stacks, the pair cannot isolate hardware effects and cannot establish a custom-chip advantage. Treat the figures as an attributed example of how generation and software can change economics, not as a controlled GPU-versus-ASIC benchmark. Nvidia H100 source page citing SemiAnalysis InferenceX
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evidence from broader accelerator testing
An April 2026 xPU-athalon preprint tested Cerebras CS-3, SambaNova SN-40, Groq, Gaudi, TPUv5e, Nvidia A100 and H100, and AMD MI300X. Its abstract reports that the best platform varied with batch size, sequence length and model size. It also observed 10–60% higher idle power for Cerebras, SambaNova and Gaudi than for the Nvidia and AMD GPUs in that test set. The result emphasizes that utilization matters: idle or lightly loaded capacity can erase a nominal efficiency advantage.
This is a preprint covering specific systems and experiments, not a current ranking of all custom chips or Nvidia products. Do not generalize its idle-power range to products or software versions that were not tested. xPU-athalon preprint
Tradeoffs of Nvidia GPUs
Where GPUs usually help
- Model breadth: CUDA libraries, major machine-learning frameworks and a large kernel ecosystem support varied architectures and frequent model changes.
- Portability: The same code and operational tools can often move among on-premises systems and multiple cloud providers that offer Nvidia hardware.
- Debugging and staffing: Mature profilers, monitoring integrations and a broad hiring pool can reduce the time to production.
- Incremental scaling: You can begin with a small deployment, measure demand and expand without committing immediately to a specialized fleet.
Where GPUs can lose
- A general-purpose design may include capability your fixed workload does not use, producing lower utilization than a specialized chip.
- Demand can make high-end GPU capacity scarce or expensive in a required region.
- Power, cooling, host memory and interconnect costs can dominate a dense cluster.
- Peak FLOPS may look attractive while memory-bound decode, communication or data loading limits useful throughput.
Tradeoffs of custom AI chips
Where custom silicon can help
- Specialized efficiency: Fixed tensor shapes, precision and dataflow can reduce wasted movement and improve performance per watt for a matching workload.
- Provider integration: A cloud provider can co-design chip, network, compiler and scheduler, potentially improving fleet utilization and cost.
- Predictable high volume: When demand is steady, engineering investment and capacity commitments can be amortized over many tokens or training runs.
Where custom silicon can lose
- Unsupported operators, unusual dimensions or immature kernels can force graph rewrites, fallback execution or lower utilization.
- Compilation and debugging can lengthen the path from a research model to a reliable service.
- Dependence on one provider’s regions, quota and runtime can limit portability and negotiating leverage.
- A platform optimized for high utilization may be uneconomic for bursty traffic because idle power and reserved capacity continue to cost money.
Choose by scenario, not by label
| Situation | Likely starting point | Validation focus |
|---|---|---|
| Many models, rapidly changing research and multiple deployment targets | Nvidia GPU | Portability, framework coverage, developer time and utilization under mixed workloads. |
| One or a few stable models with predictable, high-volume serving | Benchmark both GPUs and a matching custom platform | Cost per accepted token at the exact latency SLA, including reserved-capacity and idle periods. |
| Large distributed training job | Whichever platform has the best measured cluster goodput | Collectives, scaling efficiency, checkpoint recovery, network topology and power. |
| Low-volume or highly bursty service | Platform with flexible on-demand capacity and low idle commitment | Startup time, autoscaling, minimum billing, cold-start behavior and tail latency. |
| Strict portability or on-premises requirement | Platform with available hardware and mature deployment tooling | Procurement, supported regions, software migration and operational staffing. |
Common comparison mistakes and fixes
Using peak FLOPS as the verdict
Why it fails: Peak arithmetic ignores memory, communication, host transfers and stalls.
Fix: Run end-to-end model tests and report sustained useful throughput.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Comparing different software stacks without disclosure
Why it fails: A tuned compiler or serving engine can account for much of an observed difference.
Fix: Record framework, runtime, compiler, kernels and optimization settings; either control them or attribute the difference to the full platform.
Best Value
Ignoring the latency tail
Why it fails: Maximum throughput can require batching that breaches P99 response time.
Fix: Increase concurrency until the stated SLA is exceeded and price the last passing operating point.
Scaling a single-chip result linearly
Why it fails: Synchronization, network contention and stragglers reduce cluster efficiency.
Fix: Benchmark the intended cluster size and calculate goodput after failures and recovery.
Equating hardware estimates with cloud TCO
Why it fails: TFLOP/s and bandwidth estimates omit provider pricing, utilization, power, engineering and availability.
Fix: Build a deployment-specific cost model and state every geographic, temporal and pricing assumption.

A practical go/no-go checklist
- Representative models and traffic traces are selected.
- Precision, quantization, sequence lengths and software versions are pinned.
- Correctness and output quality are equivalent across platforms.
- Prefill, decode, training and evaluation phases are measured separately where relevant.
- Latency targets include P99 and the intended concurrency.
- HBM capacity and bandwidth, host transfers and collectives are recorded.
- Tests run long enough to expose thermal, power and memory behavior.
- Cluster tests include checkpointing, failures, retries and recovery.
- Utilization, energy and goodput are measured, not inferred from specifications.
- Cost per accepted token or useful training step includes hardware or cloud charges, networking, storage, engineering and operations.
- Capacity, region, quota and procurement risks are documented.
- The benchmark is scheduled for reruns after major model or software changes.
Bottom line
Nvidia GPUs remain the safer general platform when you value broad model support, portability and mature tools. Custom AI chips deserve serious consideration for stable, high-volume workloads whose operators can invest in platform-specific software and secure capacity. The only reliable answer to “Do custom AI chips outperform Nvidia GPUs?” is workload-specific: measure the same model, at the same service level and target scale, then choose the platform with the lowest cost for useful work—not the highest theoretical number.
