They can intersect when AI changes what nuclear decision-makers see, how quickly they must act, or how an adversary interprets their actions. That is a serious pathway to examine, not evidence that AI has already caused nuclear escalation. The available sources do not put the two risks on a common scale or establish which is more likely.
What do nuclear risk and AI risk have in common?
Both can involve decisions made under uncertainty, where mistaken information or a system failure may have consequences beyond the immediate actors. Both also raise questions about who has authority, what safeguards are in place, and whether decision-makers can recognize and correct an error in time.

The overlap is especially consequential in military settings. AI systems used for intelligence, warning, or response coordination could affect the information and timing around nuclear decisions even if they are not connected directly to nuclear weapons or command systems. The shared concern is therefore not that nuclear risk and AI risk are the same, but that military AI could change the conditions under which nuclear risks are managed.

How are nuclear risk and AI risk different?
The risks concern different things and rest on different kinds of evidence. Nuclear escalation is an established security problem involving existing arsenals, deterrence, and decisions about weapons. AI risk is a broad and changing category; the military applications considered here include potential harms and integration challenges, and advanced military AI adoption remains at an early stage.

| Question | Nuclear risk | AI risk |
|---|---|---|
| What is at stake? | The use or escalation of existing nuclear weapons, including the command, control, and deterrence context. | Potential harms from a range of AI systems and uses, including military applications, information effects, and system failures. |
| What kinds of failure matter? | Escalation can be deliberate, inadvertent, or accidental: an intended choice; an action that crosses an adversary’s perceived threshold without that outcome being intended; or a mistaken or unauthorized action. | Relevant concerns include unreliable performance, cyberattack susceptibility, poor data, automation, and distorted information. |
| How mature is the problem? | Nuclear arsenals, doctrine, and escalation risks are established subjects of security policy. | Military AI applications are developing, and their integration faces technical, logistical, and capacity constraints. |
| What governance applies? | Nuclear non-proliferation, decision procedures, and nuclear-risk reduction efforts address aspects of the danger. | Broader military-AI initiatives address responsible use, safety, and human involvement, but SIPRI reported in 2025 that no framework focused solely on the AI-nuclear nexus. |
How can AI affect nuclear danger?
AI may matter without being placed inside a nuclear weapon or given authority to launch one. Military systems that help detect threats, interpret intelligence, or coordinate responses could shape what officials believe is happening and how much time they have to assess it. If those tools speed up warning or response processes, decision-makers may have less time to verify a signal, consult others, or consider alternatives. A mistaken assessment or misread action could then contribute to miscalculation.
These are plausible pathways discussed in policy analysis, not established evidence that AI has already triggered a nuclear crisis. Adoption is not automatic: SIPRI’s September 2024 analysis identifies unreliable systems, cyber vulnerabilities, poor data, inadequate hardware, and limited technical capacity as barriers to integration.

What does “human control” mean in practice?
The phrase is not a guarantee by itself. States and analysts use terms such as “human-in-the-loop,” “human-on-the-loop,” and “human control” differently. A meaningful assessment asks what the person can actually decide, what information they receive, and how much time they have to intervene.

In a 2022 working paper submitted to the nuclear Non-Proliferation Treaty review process, France, the United Kingdom, and the United States said they would “maintain human control and involvement for all actions critical to informing and executing sovereign decisions concerning nuclear weapons employment.” That is a commitment in a document by those three governments, not a universal rule or proof of uniform implementation.

What governance efforts address the overlap?
SIPRI’s 2025 analysis identifies several initiatives that address relevant issues within broader nuclear or military-AI frameworks, rather than through a dedicated AI-nuclear agreement:
- A 2022 working paper by France, the United Kingdom, and the United States, submitted to the NPT review process.
- The US-led Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy, launched in 2023.
- The 2024 REAIM Blueprint for Action, a non-binding initiative that SIPRI reported was endorsed by more than 60 countries, including four nuclear-armed states. China attended but did not endorse it. These figures apply to that summit and initiative, not to global AI governance as a whole.
SIPRI reported in 2025 that just over half of nuclear-armed states had explicitly stated an intention to maintain human control over decisions related to nuclear weapon use. That finding does not mean the remaining states publicly declared the opposite; the language and definitions differ between states.

At a 19 December 2024 Security Council meeting on AI, UN Secretary-General António Guterres warned: “Artificial Intelligence without human oversight would leave the world blind – and perhaps nowhere more perilously and recklessly than in global peace and security.” He also said, “The integration of AI with nuclear weapons is particularly alarming with potentially disastrous consequences.” These are policy warnings, not measurements of the probability of catastrophe.

Not on the evidence cited here. The sources do not provide a shared measure that would support saying one is more likely or more severe than the other. A useful comparison instead looks at the pathways to harm, the maturity and uncertainty of the evidence, the safeguards in place, and the ways a system or decision process could fail.

Indicators and warnings also need to be read in context. The Bulletin of the Atomic Scientists set its Doomsday Clock at 90 seconds to midnight in its 2024 statement. The Clock is a symbolic risk-communication device set by the Bulletin’s Science and Security Board, not a measured probability or literal countdown. Separately, in 2024 UN High Representative for Disarmament Affairs Izumi Nakamitsu warned that the risk of nuclear weapon use was higher than at any time since the height of the Cold War. That was a named official’s warning at that time, not a quantified estimate and not a comparison with AI risk.
