AI-related data-center demand is growing faster than power connections, equipment factories, land approvals and skilled workforces can respond. The public evidence does not establish one NTT-specific “delay loss” figure; it does show the industry’s measurable exposure: construction averaged $10.7 million per megawatt in 2025, grid connections in major markets often take more than four years, and as much as $3 trillion may be needed to add roughly 100 gigawatts of global capacity by 2030.
Why speed has become an economic issue
NTT DATA’s 29 June 2026 outlook, developed with NTT Global Data Centers and ThoughtLab, models worldwide data-center expansion through 2030 and puts likely demand growth at 23% to 30% annually. That growth can outpace the physical systems needed to serve it, creating a capacity crunch even when a developer has customers and financing ready.

Doug Adams, NTT Global Data Centers’ CEO and president, summarized the problem: “AI demand is accelerating faster than many parts of the underlying infrastructure system can respond.” He also said the challenge is “not simply scaling capacity, but removing the operational and supply-side constraints that delay deployment and erode the economics of AI investment.”

A fast build can capture revenue sooner, but it also commits capital before demand, power pricing and technology choices are fully certain.

These figures describe a market in which a missed delivery window can mean losing a customer allocation to another region or operator. They do not amount to a disclosed NTT impairment or project-loss calculation.
What the price tag can be measured with
Construction inflation per megawatt

On those averages, postponing a 100-MW build from the 2020 cost environment to the 2025 one would expose the project to roughly $300 million more in construction cost before considering financing, land, power or tenant equipment. That is an illustration of market inflation, not a reported NTT project result. JLL’s larger estimate—up to $3 trillion for nearly 100 GW of new supply and associated tenant fit-out—shows why modest per-megawatt changes become material at global scale.

Revenue that cannot start until capacity is live
A facility earns from energized, commissioned space, not from a land parcel or an equipment order. If power or permits push commissioning out, onboarding and recurring colocation revenue move with it. The value of that delay depends on the customer contract, power price, financing terms and whether a competitor can offer capacity first; no single public figure applies to every project.
Why NTT cannot simply build faster
Power and grid interconnection
NTT’s outlook identifies power availability and grid connections as decisive constraints in the United States and Europe. JLL says the average wait for a grid connection in primary data-center markets now exceeds four years. A developer can complete much of a building and still be unable to operate it at scale until transmission, substation and utility work is finished.

Long-lead electrical equipment
Processors, transformers, switchgear and backup generators are subject to long manufacturing lead times and limited factory capacity. Buying earlier can protect a schedule, but it ties up cash and can leave an operator with equipment that does not match a later customer design or efficiency requirement.
Land, permits and local acceptance
Large campuses need suitable land, high-voltage access, fiber routes and water or heat-rejection options. Scarcity, community opposition and approval processes can extend delivery dates. A technically ready site is not necessarily a permitted or socially acceptable one.

Specialized construction labor
Electrical, mechanical, controls and commissioning specialists are in short supply in many markets. Labor bottlenecks can delay installation and testing even after equipment arrives, and rushing work can increase rework and reliability risk.
Cooling and resource limits
AI racks raise power density and cooling requirements. NTT’s outlook points to advanced and direct-to-chip cooling, alongside stronger power-usage-effectiveness (PUE) and water-usage-effectiveness (WUE) benchmarks. Cooling design must be chosen early because it affects plant layout, water demand, operating cost and the ability to repurpose rooms for different generations of hardware.

Neither strategy dominates in every market. The financially sound choice depends on whether the limiting factor is customer demand, utility capacity, equipment availability, permitting or capital.
NTT’s stated response to the bottlenecks
NTT’s outlook recommends treating infrastructure delivery as a coordinated program rather than a sequence of isolated construction tasks:
- Co-plan with utilities early to establish realistic energization dates and upgrade responsibilities.
- Diversify suppliers and use long-term procurement for transformers, switchgear, generators and other constrained components.
- Standardize equipment and repeatable designs so later phases require less redesign and commissioning work.
- Adopt advanced and direct-to-chip cooling for higher-density AI deployments.
- Use AI-enabled operations to improve capacity planning, maintenance and energy management.
- Track stronger PUE and WUE benchmarks so power and water constraints are incorporated into site decisions.
What “not building fast enough” means for customers
For an AI company, delayed capacity can postpone model training, inference deployment or product launches. For NTT, the consequences can include deferred rent, idle development capital and the risk that a customer shifts to a market with available power. If the project is accelerated without dependable electricity, cooling or commissioning staff, the result can instead be an expensive facility that cannot deliver the contracted service reliably.

The public numbers therefore support a range of costs rather than one headline penalty: construction inflation measured in millions of dollars per megawatt, years of waiting for grid access, and lost or delayed revenue while a site remains unenergized. NTT’s expansion from roughly 2 GW of current global capacity toward about 4 GW by FY2030 shows the scale of the execution challenge, while its planned $12 billion-plus investment through FY2027 shows why procurement and phasing decisions matter.
The bottom line
NTT Global Data Centers is competing against a physical timetable, not just rival sales teams. Demand forecasts of 23% to 30% annual growth and a projected need for nearly 100 GW of new capacity make speed valuable, but power queues, equipment lead times, permits, labor and cooling determine how much speed is actually achievable. The price of moving too slowly is best understood as a combination of higher future construction costs, years of postponed revenue and customers unable to deploy—not as a single publicly documented NTT loss figure.
