That selection is not yet the final word: on September 10, the Government Accountability Office sustained part of Battelle Memorial Institute’s protest and directed NSF to reassess KBR’s experience and past performance, redo its tradeoff analysis and make a new selection decision.
What the Antarctic contract covers
The contract is an indefinite-delivery, indefinite-quantity (IDIQ) vehicle. It establishes a 20-year ordering period and an $8 billion maximum ceiling, but the ceiling is not a promise that NSF will spend the full amount. Individual orders may use fixed-price, cost-reimbursable, cost-plus or hybrid pricing structures.

The solicitation covers the operational backbone of the U.S. Antarctic Program: management and budget planning; research and development; laboratory and science support; operation of a research vessel; and field support for Antarctic stations and other assets. NSF says the selected contractor is expected to provide comprehensive support for all three U.S. year-round stations and associated research infrastructure, including McMurdo, Amundsen-Scott South Pole and Palmer.

Why KBR’s June selection is being revisited
Battelle challenged the award, and GAO sustained one allegation. NSF gave KBR credit for experience and past performance belonging to an affiliated company even though KBR’s proposal did not explain what resources or services that affiliate would actually provide under the contract.
GAO said general statements about corporate unity or affiliation were not enough. Because the missing explanation could have affected Battelle’s competitive standing, GAO found a reasonable possibility of competitive prejudice. Its recommended remedy is specific:
- Reevaluate KBR’s prior experience and past performance.
- Conduct a new best-value tradeoff analysis.
- Make a new selection decision.
- Reimburse Battelle’s reasonable protest costs and attorneys’ fees.
This is a procurement correction, not a finding that KBR is incapable of performing Antarctic work. The decision requires NSF to evaluate the proposal record correctly and reconsider the result; it does not itself name Battelle the winner.

What GAO rejected
GAO denied the other challenges identified in Battelle’s protest. The decision did not find that NSF mishandled KBR’s pending corporate restructuring, cost-realism analysis, key-person availability, management approach or the allegation that a former NSF official gave KBR an unfair competitive advantage.
Those rulings matter because the corrective action is narrow. NSF must revisit the affiliate-related experience and past-performance evaluation and the resulting tradeoff, rather than restart every part of the competition automatically.
Timeline of the procurement
| Date | Event | What it means |
|---|---|---|
| May 9, 2025 | NSF issued the solicitation. | The competition sought a single long-term IDIQ vehicle for Antarctic science and logistics support. |
| June 2, 2026 | NSF announced KBR Services as the awardee. | KBR became NSF’s announced choice, subject to any procurement challenge and required corrective action. |
| September 10, 2026 | GAO sustained Battelle’s protest in part. | NSF must reevaluate the affected assessment, redo the tradeoff and make a new decision. |
How the reevaluation could affect KBR and Battelle
The record identifies the areas that matter to the reassessment, even though it does not publish a new ranking. NSF will need to compare the offerors’ relevant Antarctic or other remote-operations experience, science and laboratory support, management of deployed seasonal workforces, safety and emergency-response staffing, cost realism and labor assumptions, and the continuity of any affiliate or broader corporate structure relied on in a proposal.
For KBR, the central question is whether the affiliate experience credited in the original evaluation can properly count based on a clear commitment of people, services or other resources. If the reevaluation changes KBR’s rating or the relative value of its proposal, the new tradeoff could produce a different selection. If the corrected analysis reaches the same result, NSF could again select KBR, but that would be a new decision rather than an automatic continuation of the June announcement.

There is no basis in the GAO decision to say that Battelle has won, that NSF has canceled the competition or that KBR has been barred from future consideration.
Separate safety and health concerns from NSF’s watchdog
The NSF Office of Inspector General’s May 12, 2025 evaluation addressed operational controls rather than the fairness of the source-selection process. It made three recommendations for the Antarctic support contract. The published Oversight.gov status page shows two of those recommendations as open.

Minimum staffing for critical functions
The OIG recommended that the contract set minimum contractor staffing for critical program areas, specifically citing Central Communications and the Fire Department. The concern is a contract-control issue: staffing floors can help ensure that essential emergency and communications functions are not left below an operationally safe level.
Replacement schedule for rescue and firefighting equipment
The OIG also recommended a replacement schedule for aircraft rescue and firefighting vehicles and equipment consistent with Federal Aviation Administration guidance. The recommendation concerns the age, readiness and planned renewal of response assets; it does not establish that a particular accident or casualty occurred.

GAO examined whether NSF evaluated competing proposals properly and whether the error could have harmed Battelle’s standing. The OIG examined safety, staffing and equipment controls needed to operate the program.

Will KBR run the Antarctic stations?
Not definitively yet. NSF’s June announcement identifies KBR as its choice to support all three year-round stations and other Antarctic assets, but GAO’s September remedy keeps the selection under corrective review. Until NSF completes the required reevaluation, tradeoff analysis and new selection decision, the public record does not establish a final successor arrangement for station operations.
The practical outcome could be a reaffirmed KBR selection or a different award decision. The next decisive event is NSF’s post-reevaluation selection, not the original June announcement.
