The recordings were said to show movements, routes, stops and access codes. That is a security concern—but current reporting does not establish that the footage was transmitted, accessed by a manufacturer or owner, or sent to China.
What happened during Exercise Hovedstad?
Norwegian Home Guard personnel used cars rented by the Armed Forces through Hertz during Exercise Hovedstad in September 2026. Lieutenant Fredrik Blanck told Forsvarets forum that soldiers discovered video stored in the cars. The footage was subsequently deleted from the vehicles.

At least two of the cars were reported to be Chinese-brand Deepal vehicles. The available account does not identify their exact models, establish how many vehicles were used in total, or show that every rental car was Chinese-made. Nor does it establish that the recording feature was unique to a Chinese brand.

What did the recordings reportedly capture?
Blanck said the recordings showed who entered and left the vehicles, the routes they took, pickups and how long they stopped at different locations. Access codes for gates and doors were also reportedly captured. No independently sourced count of clips, filming duration, people recorded or amount of data has been reported.

Such information can matter even if it contains no classified document: routes, stops and pickups may reveal operational patterns, while recorded access codes could expose a way into controlled areas. The reporting does not establish whether any code was usable, whether anyone acted on it or whether sensitive information was compromised.
Did the cars send video to China?
That has not been shown. The reporting establishes that footage was stored on the cars and later deleted from them. It does not establish whether copies existed elsewhere, whether the vehicles transmitted video, or whether a manufacturer, rental company or other party accessed it. A claim that China or Geely received the recordings would go beyond the evidence currently available.
VG reported Volvo Cars’ position that Chinese ownership alone did not create a security risk and that data could not be shared with Geely without a legal basis. That is the company’s stated position, not independent proof of how these rental vehicles stored or transmitted data.

Why were Chinese-brand cars being used?
The rentals were part of a nationwide Armed Forces rental framework, not a purchase of cars for the exercise. Forsvarets forum reported that the framework ran from June 2024 through May 2028, with First Rent A Car Norway, the operator of Hertz Norway, as the first supplier. Its reported maximum value was NOK 350 million; that is the framework ceiling, not the cost of the Hovedstad exercise.
The available reporting does not explain why particular Deepal vehicles were assigned to this exercise or establish that the rental supplier selected them specifically for military use. The supplier, the vehicle brand and the question of where vehicle data may be processed are separate issues.
Did Norway ban Chinese-made cars at military sites?
No general ban was in force under the policy publicly described before the exercise. In a parliamentary answer on February 27, 2026, Prime Minister Jonas Gahr Støre said a blanket prohibition on China-manufactured vehicles entering Armed Forces areas was not considered appropriate at that time. He cited practical burdens and said they did not match the potential security gain.

The stated approach was based on local conditions and risk, rather than nationality alone. Sites differ in how open or tightly secured they are; units may keep private cars outside, and baseline physical and electronic safeguards protect sensitive assets. Local restrictions on vehicles with modern cameras and sensors could also be applied where needed. The Armed Forces’ press officer, Aleksander Engborg Hage, separately said there was no general ban on cars made by specific countries.

On October 8, 2026, a parliamentary question asked whether safeguards and restrictions had prevented sensitive information from being captured during the exercise and whether the vehicle use was prudent. The Storting’s question page showed the defence minister’s reply as unavailable on October 13, 2026. The minister’s answer, any official incident assessment and the vehicles’ data-storage or transmission paths therefore remain unresolved in the material available at that date.

The central distinction is between a recording reportedly found on a vehicle and a demonstrated disclosure to someone else. The former is the reported incident; the latter has not been established.
How should the security trade-off be understood?
A vehicle camera can create a risk regardless of the manufacturer’s nationality if it records movements or codes near sensitive sites. At the same time, a country-wide ban is a broader intervention than restricting recording-capable vehicles at locations where the exposure risk is high. Norway’s stated pre-incident policy favored local risk assessments, while the exercise has raised a practical question about whether those assessments and safeguards were sufficient for this use.

There are also distinct questions about data handling: footage stored only in a vehicle presents a different exposure path from footage uploaded to a cloud service or accessed remotely. The reporting does not resolve which, if any, of those additional paths applied here. Until an official reply or technical findings clarify the matter, it is accurate to describe the incident as reported local storage—not as proven transmission or espionage.
