The proposal, reported by the Associated Press on October 5, 2026, is part of a broader debate over discreet recording in settings where people may reasonably expect privacy.
What Norway is proposing—and what it is not
The Norwegian government said it would ask parliament, the Storting, to enact a temporary restriction on AI glasses in selected places. The October 5 Associated Press report describes a proposal, not an enacted rule. The final bill, its timing, and its exact scope are not established in the report. Associated Press, October 5, 2026.

This is not described as a total ban on owning or privately using smart glasses. Officials were considering a targeted measure and possible exceptions for vulnerable groups and socially beneficial uses. Until bill text is available, there is no confirmed list of covered locations, start date, penalty, enforcement authority, or exception test.
Which places could be covered?
Authorities identified settings where privacy is especially important and places where children gather. The AP report also lists a wider range of public venues that could be considered; these are examples discussed during deliberation, not confirmed statutory coverage.

The eventual rule could draw narrower or different boundaries. The key next step is publication and parliamentary consideration of the bill.
Why camera-enabled glasses are drawing scrutiny
Glasses with cameras can make photography, audio capture, or video streaming less conspicuous than holding up a phone. That can leave people nearby unsure whether they are being recorded, especially in places where privacy expectations are high. This is the concern described around Norway’s proposal; it does not mean every wearer is recording or that every device is always capturing.

Meta’s published guidance, quoted by the AP, says: “Respect people’s preferences. Not everyone loves being photographed. Stop recording if anyone expresses that they would rather you not.” The AP also reports Meta says a light indicates when recording is underway and that recording is automatically disabled if the glasses detect that the light has been blocked or physically tampered with. Those are company statements reported by AP, not independent testing of the feature across devices.
How Norway’s proposal compares with other responses
Government action elsewhere has taken different forms. A military-benefit rule, an investigation, and monitoring legislation do not amount to the same thing as a proposed restriction on public use.

| UK cinemas and Dutch retailer Hans Anders | The UK Cinema Association introduced policies to prohibit or restrict camera-enabled smart glasses; Hans Anders suspended sales of Ray-Ban Meta glasses while debate continued. | Venue policies and a retailer sales decision, not national laws. AP |
Because the mechanisms differ, describing Norway as the first government to take any action would be inaccurate. Its proposal is notable for considering restrictions in selected public and private settings, but it sits alongside narrower government measures and organizational rules.
What the proposal means for people wearing or encountering smart glasses
For now, the AP report does not establish a new Norwegian prohibition that wearers can use to determine where they may go. Anyone planning to use camera-enabled glasses in a venue should check its current rules, particularly in healthcare settings, changing areas, schools, cinemas, or events. A venue’s restriction can apply independently of whether a national law has been enacted.

For bystanders, the practical concern is that a small indicator or discreet camera may not make recording obvious. If someone objects to being recorded, Meta’s stated guidance is to stop. That guidance is not a substitute for local law or venue policy.

The decisive details will be in the bill submitted to the Storting and its progress through parliament. Until then, the place list, exceptions, enforcement approach, penalties, and start date remain unsettled. The proposal may change as lawmakers define which locations and uses justify restrictions.
