Norway’s government has proposed NOK 608.4 billion in 2027 structural non-oil deficit spending, including NOK 85 billion in support for Ukraine. That is NOK 4.9 billion more than the 2026 figure in fixed 2027 prices, while the spending measure remains 12.6% of mainland Norway’s trend GDP. In other words, the proposal is steady relative to the economy—not a freeze in kroner.
How much does Norway propose to spend from the fund?
The Ministry of Finance’s preliminary key figures put the 2027 structural non-oil deficit at NOK 608.4 billion. This is the measure commonly described as the government’s use of the Government Pension Fund Global (GPFG), or Norway’s sovereign wealth fund. The proposal includes NOK 85 billion in Ukraine support. These are government proposal figures released on 7 October 2026, not a final enacted budget. Is fund spending actually flat compared with 2026?
No, not in kroner. The proposed amount increases, but it is level on two relative measures: its share of mainland trend GDP and its share of the fund’s estimated value.
| Measure | 2026 | 2027 proposal |
|---|---|---|
| Structural non-oil deficit, fixed 2027 prices | NOK 603.5 billion | NOK 608.4 billion |
| Structural non-oil deficit, current prices | NOK 583.4 billion | NOK 608.4 billion |
| Share of mainland trend GDP | 12.6% | 12.6% |
| Share of estimated GPFG value | not stated in the Ministry’s 7 October 2026 key-figures release | 2.7% |
| Budget indicator | not stated in the Ministry’s 7 October 2026 key-figures release | 0.0 in the table; the footnote gives the more precise value as -0.04 |
The fixed-price comparison adjusts the 2026 amount to 2027 prices, making it the clearer measure of the increase in real terms: NOK 4.9 billion. Current-price figures show the nominal amounts in each year. The unchanged 12.6% share means the proposal holds fund spending steady relative to mainland Norway’s trend GDP, not in absolute currency terms. The Ministry’s 2027 key-figures table

What does “fund spending” mean?
The NOK 608.4 billion figure is the structural non-oil fiscal deficit, a measure of underlying fund use. It is not simply the cash transfer from the fund in a particular year. Norway’s structural measure adjusts the non-oil deficit for factors including tax revenues, cyclical spending such as unemployment benefits, and certain other items that can vary significantly. How does the proposal fit Norway’s fiscal rule?
Norway’s fiscal guideline says transfers from the fund to the central government budget should, over time, follow the fund’s expected real return. That expected-return estimate was reduced from 4% to 3% in spring 2017. The guideline is not a strict annual spending cap: it also calls for smoothing petroleum-revenue use over several years when the fund’s value or the factors driving the deficit change substantially. Parliament must authorize transfers. Ministry of Finance: fiscal policy framework

The Ministry estimates that the proposed 2027 spending equals 2.7% of the GPFG’s value, below the 3% expected real-return estimate. Its 2026 budget report explains the rationale for spending below 3% in normal times: the Ministry estimated that 2.7% spending in normal times would correspond over time to the expected real return of 3%, leaving room to respond to a downturn or a fall in the fund’s value. 2027 key figures · 2026 National Budget report
What is the expected effect on the economy?
The Ministry says the 2027 proposal is estimated to have a neutral effect on economic activity. Its key-figures table separately reports a model-based effect of 0.1–0.2% on mainland GDP. That modeled figure is a specific estimate and should not be mistaken for the Ministry’s broader assessment of the budget’s effect on activity. The same table forecasts 1.7% mainland GDP volume growth and 4.0% wage growth for 2027. Ministry of Finance: 2027 key figures

What is the independent context?
The OECD’s 2026 Norway survey provides historical context and a policy recommendation, rather than an assessment of this specific 2027 proposal. It reports that Norway’s structural non-oil deficit reached 11.6% of mainland GDP in 2025 and that the withdrawal rate was 2.7% that year, within the fiscal rule. The OECD says fund withdrawals finance more than a quarter of public spending and recommends a medium-term expenditure plan to reinforce fiscal discipline. Those 2025 figures are not forecasts for 2027. OECD Economic Surveys: Norway 2026

The Ministry released these preliminary key figures ahead of the National Budget 2027 presentation to the Storting, scheduled for 10:00 on 7 October 2026.
