There is no verified step-by-step method in the sources reviewed for an ordinary user to obtain a genuine North Korean IP address. A VPN or proxy may change the location a website sees, but that alone does not mean traffic is routed through a network in North Korea. If your goal is research, use lawful public reporting and official sources hosted outside the country; if you need to test geolocation, use a location whose routing can actually be verified.
What a VPN can change—and what it cannot
An IP address is used to route internet traffic. A VPN tunnels traffic through a provider’s exit point, while a proxy relays it through another system. Either may change the public source IP address a website sees. Neither creates a route into North Korea or grants access to the country’s restricted domestic intranet.

That difference matters: a website’s geolocation result is an estimate based on an IP address, not proof that the connection physically or logically exits through a North Korean network. The U.S. Department of Justice explains IP addresses as network addresses used for routing and describes how VPNs, virtual private servers, and proxy IP addresses can make a connection appear to come from a false location. Its 2024 court filing concerns an alleged IT-worker scheme; it is not evidence of a consumer service offering genuine North Korean access. U.S. Department of Justice filing.

North Korea’s internet environment is unusually restricted. The U.S. State Department’s 2019 human-rights report described global internet access as limited to high-ranking officials and other designated elites, with a gatekeeper controlling access and monitoring users. The report also said most mobile data access was limited to state-sanctioned intranet functions. These are observations published in 2019, not a comprehensive census of networks or users in 2026. The UK Foreign, Commonwealth & Development Office’s current travel advice says “the routine lack of access to internet and mobile networks makes it almost impossible to communicate outside of North Korea.” That describes ordinary access conditions; it does not establish that every privileged or institutional connection is impossible. UK FCDO North Korea travel advice.
The sources reviewed do not substantiate a legitimate consumer provider that terminates ordinary users’ traffic on a genuine North Korean public IP address. Nor do they establish that such an endpoint could not exist anywhere. Provider marketing or a geolocation label, by itself, would not verify current service availability or routing through a DPRK network.

- EFFICIENT CABLE TRACING: Trace cables, wire pairs, and individual conductor wires using the multiple style tone generator (requires analog probe Cat. No. VDV500-123, sold separately), simplifying cable tracing tasks
Choose an approach that matches your goal
If you want to research North Korea
Use public reporting and official material hosted outside North Korea. This can help with research, but it does not provide access to the restricted domestic intranet.
If you are testing geolocation
Use a test environment or a provider location whose endpoint and routing you can verify. Treat a website displaying “North Korea” as a geolocation result—not proof of a genuine North Korean network route. Do not rely on an unverified server list or claim of DPRK coverage.

Not only network cables, but also phone lines and BNC cables.
If you are trying to reach a restricted domestic service
A changed apparent IP address does not grant access to an internal network. The sources cited here do not establish a consumer method for obtaining that access.

Sanctions rules depend on jurisdiction, the activity, the counterparties, and the goods, technology, services, or funds involved. UK statutory guidance addresses restrictions and includes exceptions and licensing context; the U.S. Treasury’s Office of Foreign Assets Control maintains the U.S. North Korea sanctions program and related guidance. These sources do not support a blanket conclusion that merely viewing a website or using an IP address is prohibited. Anyone considering activity involving North Korean persons, services, or technology should consult current rules for their jurisdiction and seek qualified legal advice when appropriate.
