Probably not in the way the headline suggests. Apple documents that no app can use the microphone without your permission, that iOS shows an indicator when an app is using it, and that Siri and Dictation audio is not kept by default. Those statements are narrower than a guarantee that the microphone is never active. They also leave a more uncomfortable explanation for eerily relevant ads: ordinary, documented data signals that ad systems use to infer what you care about. The published sources cannot tell us which signal produced any particular ad, but they do show how the pathways work and which controls you can change.
What Apple says about microphone access
Apple’s privacy control page states: “No app can access the microphone or camera without your permission.” It also says that on iOS 14 and later, the device displays an indicator when an app uses the microphone or camera, and that Control Center shows recent use. That is Apple’s description of its platform policy. It is not an independent audit of every app, every iOS version, or every recording circumstance, so attribute it to Apple when you cite it.

Siri and Dictation audio
Apple’s privacy features page says: “By default, Apple does not retain audio recordings of Siri and Dictation interactions.” Computer-generated transcripts are used to improve Siri and Dictation. You can opt in to let Apple store and review audio and your Siri interaction history, and you can opt out later.

Why an ad can seem to follow a conversation
Two sets of documented signals explain most of the “it knows what I said” feeling without requiring the microphone to be involved.
Apple’s own ad products
Apple says App Store search and download history may be used to show relevant ads, and that ads in Apple News and Stocks can be based partly on what a person reads or follows. Apple says this activity does not serve targeted ads outside those apps. So an ad in Apple’s own products can reflect what you searched for or read there, not what you said aloud.

Browsing, location, and app activity
The Federal Trade Commission’s consumer guidance on how websites and apps collect and use your information says personalized ads may be based on browsing history or location, and that social media and other apps may track online activity. Those inputs can build an interest profile from ordinary behavior: a search, a page you visited, a place you spend time, or an app you use.
Coincidence is hard to rule out in practice. A topic you discussed may also have been searched, read, or visited on a device or account, and the ad system does not show which of those routes produced the ad you saw.

App Tracking Transparency has a defined scope
Apple’s User Privacy and Data Use documentation describes App Tracking Transparency as governing tracking across companies’ apps and websites, which requires permission for the tracking Apple’s framework covers. It is not a universal switch for all data collection or all personalization. An app can still collect and use data in ways outside that framework, which is why the app’s own privacy details matter.
Settings worth checking
- Review microphone access. Open Settings, go to Privacy & Security, and open Microphone. Turn off access for any app that does not need it. When an app is using the microphone, the indicator appears on screen.
- Review cross-app tracking. Go to Settings > Privacy & Security > Tracking, where Apple says you can change permissions for individual apps.
- Review Apple’s ad targeting. Go to Settings > Privacy & Security > Apple Advertising and turn off Personalized Ads if you prefer. Apple cautions that this may not reduce the number of ads you see; it changes how they are targeted. Apple’s guide to how Apple delivers advertising explains the options.
- Check app privacy details and App Privacy Report. These show data categories, app access, and network activity. Apple describes them as visibility tools, not a complete record of every possible data transfer.
- Handle browser and app identifiers. Where available, reset or delete advertising identifiers and review browser privacy settings. An ad blocker can reduce some ads and trackers, but it may not block all of them.
Menu labels can differ by iOS version and region, so if a path above does not match your screen, search Settings for the setting’s name.

The legal context
The Associated Press reported in January 2025 that Apple had agreed to a proposed $95 million settlement of a lawsuit alleging Siri eavesdropping and sharing with advertisers. At that time the settlement still required court approval. The lawsuit’s claims are allegations, not findings that Apple used Siri audio to target ads. Check current court records for approval status, because that may have changed since the report. The AP explainer sets out what the claims and settlement cover.
What can and cannot be established
No source reviewed proves a universal negative. Nothing here shows that every iPhone, app, iOS version, or recording circumstance behaves as Apple describes, and no single setting stops all tracking or all ads. The most-cited statistic on this topic is also dated: a 2017 Federal Trade Commission staff report, Cross-Device Tracking, found that only three of the 100 top website privacy policies it reviewed explicitly mentioned third-party cross-device tracking. That describes website policies at that time, not how iPhone apps track people today.

No current, directly applicable figure was found for how many iPhone ads come from microphone audio, so the honest answer to “is my phone listening” is that the documented controls address access and storage, while the ad question is answered by the tracking and personalization settings above.
