RNZ reports that officials are still developing the proposal’s case, including how it would be funded, and that the Office of the Auditor-General may examine it after a provider is selected.
Why the Auditor-General is not investigating now
RNZ reports that officials are still working through the case for the proposed facility and who would pay for it. On that basis, the Auditor-General declined a request for an inquiry at this stage. The office’s reported position is not a categorical refusal to examine the project in future. RNZ’s report says the office remains interested in the plans.
The request reportedly came from consumer and climate groups concerned about transparency and value for money. Those are the groups’ concerns, not findings that the proposal involves misconduct, waste, or poor value. RNZ also reports that the facility is intended to address dry-year energy risks; that stated purpose is not, by itself, an independent assessment that the country needs LNG or that LNG is the best solution.
What a later review could examine
RNZ says scrutiny could become relevant once a provider is selected. Possible issues include whether the costs are justified and whether alternatives were properly assessed. The office has not, in the available reporting, committed to a future audit or set out its eventual scope.

The Office of the Auditor-General provides independent assurance to Parliament and the public about public entities, including their authority, probity, performance, accountability, and use of resources. Its published mandate covers whether public entities’ activities are effective and efficient and consistent with applicable policy. That remit explains why public spending and decision-making records may matter, but it is not a finding about this LNG proposal. The Office’s description of its role provides institutional context.
In a report on major infrastructure investment decisions, the Office has emphasized rigorous decision-making, transparency, documentation, public reporting, and accountability for public spending. That report concerned other programmes, not the LNG proposal. Its infrastructure report shows why a project’s business case, cost assumptions, procurement record, and alternatives analysis can be relevant to public accountability.

What is still unknown about the LNG proposal
The available reporting does not establish a final facility design or capacity, project cost, financing arrangement, procurement route, or provider. It also does not establish which alternatives officials have assessed or whether the Auditor-General will open an inquiry later. No confirmed cost figure should be treated as settled while those details remain unresolved.
For now, the distinction is straightforward: the Auditor-General has not agreed to investigate the proposal at this stage, while remaining interested in the Government’s plans. Whether that interest results in a later review will depend on developments including the project’s case and provider selection.
