Repeat imaging helps scientists detect how coral reefs change, from the growth or loss of individual coral colonies to shifts across much larger areas. NOAA uses Structure-from-Motion (SfM) photogrammetry to turn overlapping photographs into mapped images and 3D models that can be compared over time. The method is powerful, but it is one tool among several: the right approach depends on the area, detail and ecological measurement a survey needs.
How repeat photographs reveal reef change
In SfM photogrammetry, divers take overlapping photographs of a reef. Software matches features across the images to build a stitched mosaic or 3D reconstruction of the seafloor. With careful repeat surveys, researchers can align image sets and compare the same place at different times. NOAA describes products with millimeter-scale resolution, enabling detailed views across broad survey areas.
NOAA Fisheries reported using SfM to track thousands of coral colonies across tens to hundreds of sites in the Hawaiian Archipelago. Researchers and students followed colonies from 2013 to 2019, observing growth, death, breakage and merging. The agency’s 2022 feature called SfM photogrammetry “a robust, efficient, and scalable method for extracting coral vital rates data.” NOAA Fisheries’ account of the Pacific monitoring work includes comparisons from 2017 and 2019.
Those comparisons make change visible and measurable; they do not, by themselves, explain why it happened. Researchers need image sets that are sufficiently aligned and comparable, as well as sound processing, image quality and biological identification. NOAA’s protocols emphasize documenting errors when using image-based methods.

What reef imagery can measure
Images support specific ecological measurements, not a single all-purpose reef-health score. Depending on the collection method and analysis, researchers can estimate:
- Benthic cover, or the proportion of the seafloor occupied by different organisms or substrate.
- Coral density, colony size and visible condition.
- Taxonomy, where image detail and identification methods allow organisms to be classified.
- Colony-level growth and other demographic changes across repeat surveys.
- Reef complexity, using spatial information in suitable image products and models.
NOAA’s Florida Keys monitoring guidance and SfM processing procedure describe different image-acquisition and analysis workflows. The Florida Keys large-area imaging guidance covers approaches including diver-collected, AUV and drop-camera imagery. NOAA’s SfM processing standard operating procedure, updated in 2023 and posted May 2, 2024, identifies coral density, size, condition and taxonomy among its outputs.

Choose the imaging method for the scale and question
Image detail, geographic coverage and the ability to compare repeat surveys are separate considerations. A detailed photograph may represent only a small sample; a satellite image can cover a wide region but may not resolve individual colonies. The resulting data products are complementary, not interchangeable.

A 2024 comparison of common monitoring protocols found photoquadrats the most cost-effective option among the protocols it assessed; this is a study-specific finding, not a universal cost ranking. The comparison’s indexed abstract reports that result.

The Indonesian comparison also reported a Kappa value of 0.79 for its UAV classification and 0.49 for Sentinel-2. Overall accuracy and Kappa describe classification performance in that study; they are not direct measures of reef condition or guarantees of performance elsewhere. The study’s results concern its sampled Indonesian sites and methods.
Can older photographs show how reefs have changed?
Historical reef photographs may extend the observation record where standardized surveys were not conducted, but scenic images often contain perspective distortion: distant organisms appear smaller than nearer ones. ReScape is a method published in Scientific Reports that transforms suitable reefscape photographs into top-down views for quantitative analysis.

In its 2024 evaluation of 125 reefscape images, 85% had no processing errors; 95% of that error-free subset were successfully transformed. The second percentage applies only to the error-free images, not to all 125. The result demonstrates potential for the evaluated image set, not that any historical reef photograph can be reliably measured. The ReScape study discusses the method and its constraints.

A visible difference between surveys is evidence that the observations differ. To interpret it as ecological change, researchers need to account for positioning, image quality, processing choices, classification and error. A photograph or model can document an outcome, but it cannot by itself establish the cause or prove that a restoration action produced the change.

For that reason, image-based monitoring complements established field techniques rather than replacing them. Photoquadrats, SfM models, aerial images and satellite classifications each represent different scales and measurements; matching the method to the question is essential for a meaningful comparison.
